Reviewing current research literature and presenting new empirical findings, the contributions in this publication reflect the ways in which retirement and an ageing workforce are at the intersection of key social changes over recent decades. It addresses the question of what factors enable, or hamper, people to continue working at advanced age; it aims to provide sound and accessible evidence and suggest innovative ways of thinking to support active ageing policies. The book is divided into four parts. By examining emerging career development concepts and learning frameworks for ageing workers, the first part gives a broad view of the subject matter. The second part provides perspectives from comparative cross-national research on ageing, learning and working in Europe. The third part identifies ways of breaking traditional patterns to extend working lives and to assist working beyond retirement age. In the final part, active ageing is approached by considering the role of guidance and employer-supported initiatives.

The vocational education and training (VET) system of Cyprus is playing a significant role in dealing with the adverse effects of the economic crisis on the labour market and in laying the foundations for future development. To continue to fulfil the expectations of the Cypriot economy and society, VET is undergoing essential reforms. The structure of VET is being transformed by the introduction of a new modern apprenticeship, an alternative pathway for young people between 14 and 20, and the establishment of post-secondary institutes for technical and vocational education and training, which will offer students an intermediate level of education. The implementation of the new modern apprenticeship has begun and it will become fully operational by 2015. This report provides a concise insight into the state of the VET system of Cyprus in a period of major reforms and amidst the uncertainties resulting from the economic crisis

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. La obra se presenta como un esfuerzo inicial de sistematización sobre las experiencias de aplicación y desarrollo de nuevos enfoques en la formación. Propone una aproximación sistemática que se lleva a cabo desde tres miradas. La primera de ellas es la tendencia hacia la organización de marcos nacionales de formación; verdaderos sistemas de referencia nacional de las competencias en todos sus niveles, junto con la definición de áreas de desempeño y mecanismos que facilitan la movilidad laboral. La segunda óptica resume el creciente interés por las competencias clave, competencias que permiten a sus poseedores el desempeño en un amplio conjunto de áreas laborales. Finalmente, la tercera perspectiva refiere al desarrollo de procedimientos para el reconocimiento y certificación de las competencias laborales.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Final synthesis paper of the European Employers’ organisations project on age management policies in enterprises in Europe This paper was prepared as part of a project entitled “Age management policies in enterprises in Europe” run by the European cross-industry employer’ organisations BUSINESSEUROPE, CEEP (the Confederation of European Business) and UEAPME (the European Centre of Employers and Enterprises providing Public services) with financial support of the European Commission.

The project took place within the context of the “European Year for Active Ageing and Solidarity between the Generations” (2012) and served to underline the important role played by employers’ organisations and individual employers in making active age management in the workplace a reality.

The goals of the project were to:
• Develop a better understanding of how employers can encourage older workers to remain in the labour market and to ensure flexible retirement processes to assist in dealing with the challenges of an ageing population and workforce;
• Map promising practices among private and public employers (including SMEs) across all Member States, underpinned with a strong understanding of the policy framework within which they operate;
• To develop recommendations on how the issue of active ageing should be addressed at the European level and what further actions might be taken by employers separately, or jointly with the trade union to better tackle the impact of demographic change on the labour market.

The report contains case studies and good practices developed by enterprises to support active ageing.
