This review of human resources development in Montenegro focuses on the interplay between education and training in a lifelong learning perspective and employment. It also reflects on the importance of equal opportunities in society for the quality of human capital development and takes into consideration the inclusiveness of Montenegro’s education, training and employment systems.

The study formulates a number of recommendations in relation to social inclusion, such as increasing the participation of vulnerable groups in quality education and training and in decent employment, supporting regional cohesion through the development of comprehensive strategies for the northern region, and mainstreaming social inclusion.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Internationale Arbeitskonferenz, 2008

Investitionen in Bildung und Qualifikationen für Frauen und Männer mit dem Ziel, Wirtschaften zu unterstützen, damit sie ein dynamisches Wachstum mit qualitativ guten Arbeitsplätzen erzielen, ist rund um den Globus eine dringende Priorität.

Auf der Internationalen Arbeitskonferenz 2008 hat die dreigliedrige Mitgliedschaft der IAO – Regierungen, Arbeitgeber und Arbeitnehmer – eine Reihe von Schlussfolgerungen angenommen, die diese Herausforderung direkt angehen. Diese Schlussfolgerungen bieten praktische Hinweise, wie die Bildung, die Berufsbildung und das lebenslange Lernen als zentrale Säulen der Beschäftigungsfähigkeit für Arbeitnehmer und Nachhaltigkeit für Unternehmen innerhalb der Agenda für menschenwürdige Arbeit gestärkt werden können.

Die Schlussfolgerungen betonen, dass die Qualifikationsentwicklung ein wichtiges Werkzeug zur Verringerung von Armut und Ausgrenzung und zur Stärkung der Wettbewerbsfähigkeit und Beschäftigungsfähigkeit sein kann.

Recommandation concernant la mise en valeur des ressources humaines: éducation et formation tout au long de la vie

Cette norme internationale du travail vise à aider les gouvernements, les employeurs et les travailleurs à appliquer en matière d’éducation et de formation tout au long de la vie des politiques et des programmes adaptés aux réalités du XXIe siècle. Elle place les personnes au cœur du développement économique et social.

La recommandation appelle les Etats Membres à élaborer et à appliquer des politiques d’éducation et de formation qui favorisent l’employabilité tout au long de la vie. Le meilleur moyen de développer ces politiques est le dialogue social. Pour être efficaces, elles doivent constituer une partie intégrante des programmes et politiques économiques et sociales et du marché du travail visant la croissance économique et celle d’emploi. Une éducation de qualité, la formation avant l’emploi et l’apprentissage tout au long de la vie sont les trois piliers de l’employabilité, de son édification comme de sa préservation. Lorsqu’elles s’appuient sur des mécanismes transparents et équitables d’évaluation, de certification et de reconnaissance des compétences, les politiques de l’éducation et de la formation garantissent que les compétences acquises sont transférables dans les entreprises, les industries, les secteurs et les institutions éducatives.

The publication is an annex of a Recommendation of the European Parliament and of the Council of 18 December 2006 on key competences for lifelong learning. The Recommendation is one of the outcomes of the joint work of the European Commission and the Member States within the Education and Training 2010 Work Programme. This programme is the over-arching framework for policy cooperation in the area of education and training, and is based on commonly agreed objectives, indicators and benchmarks, peer learning and dissemination of best practice.

The main aims of the Reference Framework presented in this publication are to:
1) identify and define the key competences necessary for personal fulfilment, active citizenship, social cohesion and employability in a knowledge society;
2) support Member States’ work in ensuring that by the end of initial education and training young people have developed the key competences to a level that equips them for adult life and which forms a basis for further learning and working life, and that adults are able to develop and update their key competences throughout their lives;
3) provide a European-level reference tool for policy-makers, education providers, employers, and learners themselves to facilitate national- and European-level efforts towards commonly agreed objectives;
4) provide a framework for further action at Community level both within the Education and Training 2010 work programme and within the Community Education and Training Programmes.

This report aims to explore the role of enterprises in mitigating skill mismatch. Specific attention is given to the potential role of human resource practices (e.g. recruitment, training, performance appraisal and pay-setting, job design, employee empowerment) and of high performance workplaces for ensuring that the knowledge, skills and competences of individuals are used to best effect. The report paves the way for a closer look into what has previously been a black box of the skill mismatch agenda.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The paper presents a comparative analysis of national skills development policies of 12 countries from Africa, Asia and the Pacific. These countries represent a mix of developed, developing and the least developed countries.The analysis covers issues such as: core challenge or motivation for developing national skills development policy; socio- economic context and problem analysis; vision, mission and policy objectives; policy areas and policy statements. The objective of the study is to strengthen the capacity of national stakeholders on international labour standards as well as on policies and experiences of other countries in the area of skills development. The paper is also intended to encourage the exchange of ideas and to stimulate debate and enable policy makers in developing effective, relevant and equitable skills development policies suitable for their country’s context.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

A case study of lifelong learning and employment prospects in Hong Kong SAR, China This case study report was developed as part of a UNESCO research project on Lifelong Learning and Employment Prospects/Employability in the Asia-Pacific, initiated by the Asia and Pacific Programme of Education for All, UNESCO Bangkok.

The project aims to support the formulation of policies that can promote lifelong learning (LLL) as well as strategies and programmes to enhance the employability and employment prospects of working-age individuals living in Asia and the Pacific.

The research was conducted through an investigation of existing LLL policies, strategies and programmes offered through formal, non-formal and informal channels. The study explores the relation between LLL and employment by analysing the instruments adopted in Hong Kong to define the specific needs of employees and employers, learners and trainees. It looks at the main features of LLL policies, implementation and final results in order to understand in which way future policies can be implemented in the specific Hong Kong case and also in other countries or regions.
