Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Even before the onset of the COVID-19 pandemic, there were serious questions about whether children were actually learning. With widespread school closures and other disruptions to the education system brought about by the pandemic, the learning crisis has escalated to new heights. As the pandemic enters its third year, 23 countries – home to around 405 million schoolchildren – are yet to fully open schools, with many schoolchildren at risk of dropping out. Over the past two years nearly 147 million children missed more than half of their in-person schooling, amounting to 2 trillion hours of lost learning. Children have to get back to the classroom, but changes are needed to ensure that they really learn, starting with the foundational basics of reading and numeracy. 

This report offers unique insight into the extent of the learning crisis by providing an in-depth picture of which children are most at risk of not acquiring foundational learning skills. The analysis of 32 low- and middle-income countries and territories uses newly released data to examine the equity perspectives of the crisis, exploring learning outcomes among different subgroups of children, with a focus on the most vulnerable.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Under the Global Programme on Skills and Lifelong Learning (GPSL3) funded by Norway, tripartite constituents from Ghana, Nigeria and Togo met in Accra on the 30th of November 2022, to strengthen the skills partnership between the three countries active since 2019 and promote skills portability and recognition in the region.

 
This workshop concluded a series of online and country-level face-to-face consultations and exchange processes with representatives of government, workers\' and employers\' organizations from each country to increase skills portability in West Africa and through a skills partnership on migration. The partnership idea between the three countries was developed at the subregional tripartite workshop held in Abuja in September 2019. The purpose of this technical workshop will be for representatives of the three countries to present the skills ecosystems in their respective countries to the other representatives and to discuss the next steps and strategy to promote skills portability and recognition of the harmonized minimum standards at the national levels/ regional levels in the agriculture and construction sectors. The tripartite workshop was attended by representatives of:
  • The Council for Technical and Vocational Education and Training (Ghana),
  • The Ghana Trades Union Congress (Ghana),
  • Ghana Employers\' Association (Ghana),
  • The Nigeria Labour Congress (Nigeria),
  • The National Board of Technical Education (Nigeria),

  • Le Ministère De L\'enseignement Technique, de la Formation et de L\'insertion Professionnelles (Togo),
  • Le Conseil National du Patronat du Togo (Togo)
  • La Confédération Nationale des Travailleurs du Togo

The workshop led to the Validation of the harmonized minimum occupational standards for poultry farming, assistant mason, mason, and plumber, the development of recommendations to further strengthen the skills partnership between Ghana, Nigeria and Togo and the construction of a three-year roadmap for mutual recognition of certifications and youth training in the three countries.

The Norwegian Agency for Development Cooperation (Norad) and the International Labour Organization (ILO) have signed a new strategic partnership agreement for 2023-2024 to strengthen the skills development eco-system in targeted countries and contribute to human development objectives. Decent Work as well as Norwegian priorities of green energy, food security, equality and inclusive societies are at the centre of this cooperation.

Through this lightly earmarked contribution for the ILO’s development cooperation activities, Norway will support skills development and lifelong learning in Ethiopia, Ghana, Lebanon, Malawi, Senegal and Tanzania through:
  • Providing timely, accurate and forward-looking anticipation of future skills needs;
  • Increasing the number of women and men benefiting from skills and lifelong learning programmes and services;
  • Strengthening effective governance and coordination in skills systems to improve policies and financing arrangements; and
  • Enhancing global knowledge base, innovation, partnerships and capacity building to empower constituents to tackle contemporary skills challenges.
The agreement is a new phase of a long-standing partnership between the ILO and the Government of Norway on skills development. For the last four years, the collaboration has enabled support to selected countries to develop, upscale and institutionalise approaches such as private sector led governance structures and innovative skills anticipation, training and assessments.

It will continue to support constituents by providing technical expertise, building capacity, and supporting them to implement pilot programmes, with a particular attention given to vulnerable groups. This partnership ultimately contributes to achieving Outcome 5 of the ILO’s Programme and Budget 2022-23 , Skills and lifelong learning to facilitate access to and transitions in the labour market.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. The Vocational Education and Training Act, 1994 part II section 4 (1) stipulates the objectives and functions of the Vocational Education and Training Authority (VETA). The promotion of on the job training in industry for both apprenticeship training and for skills updating and upgrading and promote access to vocational education and training for disadvantaged groups. The Competence Based Assessment Guidelines which were approved by the VET Board in March, 2011 considers informal and formal apprenticeship as alternative modes of training delivery hence providing for mechanisms for assessing competencies attained therefrom. Recognition of Prior Learning Assessment (RPLA) is an integral part of Competence Based Assessment. The concept of recognizing and accrediting what people already know and can do is having a signiÀ cant impact on many of the education and training programmes currently being developed. If applied properly, the concept is very useful for integrating the marginalized populations both, the self employed who seek qualiÀ cations to access wage employment or the employed who aspire for promotion and better pay or further career development. The guidelines for RPLA have been developed to act as a tool that will facilitate the exercise by providing proper guidance to all parties that will be involved in the process. These include, among others, RPL facilitators, assessors and moderators/validators. The guidelines are as well important to other stakeholders who in one way or another, interact with apprentices/ employees. They include individual employers and their related umbrella associations, trade unions, regulatory bodies other than VETA, VET providers, the government, NGO and higher learning institutions. It is our belief that, involvement of all key stakeholders will not only strengthen the VET system but also forge linkages and hence get approval and recognition of its services especially the graduates who will undergo the RPL processes successfully.

Guidelines on open and distance learning for youth and adult literacy addresses a gap in literacy provision by presenting open and distance learning (ODL) principles and practices to illustrate how learning and education can be delivered at a distance. This publication is divided into two main parts. Part 1 presents practical guidance in four areas—planning, development, implementation, and monitoring and evaluation—and part 2 considers the various technologies that are used for ODL programmes and could support youth and adult literacy learning. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

This paper finds that big data on vacancies and applications to an online job board can be a promising data source for studying skills dynamics, especially in countries where alternative sources are scarce. To show this, we develop a skills taxonomy, assess the characteristics of such online data, and employ natural language processing and machine-learning techniques. The empirical implementation uses data from the Uruguayan job board BuscoJobs, but can be replicated with similar data from other countries.

Within the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’ ILO and Smart Lab created video tutorials for TVET teachers on how to easily produce interactive training content for E-Learning.

ILO has cooperated with Smart Lab, a Sarajevo-based company specialized in E-Learning products, within the frame of the project ‘Reimagining Education for Marginalized Girls and Boys during and post COVID-19’. This framework project involved many UN partners, like UNESCO, UNICEF and UN Volunteers. One of its results are 7 short tutorial videos explaining and guiding through the production of E-Learning materials, multimedia training content, with a freely available or low-cost software. The URL directs to the first of the tutorials, which is part of a playlist, where all of them can be found. In these videos, people working at Smart Lab explain different steps in the creation of the E-Learning content in a way which is easy to follow. While the target group of these videos are teachers in TVET, the ultimate beneficiaries are TVET students, as their education will get more engaging and flexible.

This report presents an overview of policies and actions in support of lifelong learning in the ETF’s partner countries in South Eastern Europe and Turkey, Central Asia, the Eastern Partnership region, and the Southern and Eastern Mediterranean. Our analysis explores the extent to which the creation of lifelong learning opportunities is a priority in the reform agenda of these countries in the field of education and training, and the ways in which they are influencing the formation of that agenda. The report also discusses the efforts of authorities and stakeholders in implementing their reform plans in the wake of changing circumstances before and during the Covid-19 pandemic, and identifies policy gaps and lessons to be learned before providing a handful of policy recommendations in a cross-country perspective.

Learning is something that takes place across a variety of settings, both informal and formal, and across various points of time. This has always been a reality. The idea that learning ceases to occur after we step outside the gates of formal education settings gravely devalues all the learning that continues to transpire throughout life. 

Learning is also something that people engage with for a variety of reasons; out of interest, to pursue a line of employment, to become more knowledgable on a topic, for community development, and out of joy.

Affording people the opportunity to pursue learning at any point, however, carries policy, institutional and practical implications. The implementation of effective lifelong learning policies at the national and local levels are crucial to afford each and all the opportunity to exercise their willingness and desire to learn throughout life, irrespective of financial means.

At the Seventh International Conference on Adult Education (CONFINTEA VII), the UNESCO Institute for Lifelong Learning (UIL) internationally launched its publication Making Lifelong Learning a Reality: A Handbook.

This publication provides information, evidence and basic conceptual models to facilitate the implementation of lifelong learning at national and local levels. It provides evidence from international experience and offers guidelines to operationalise lifelong learning in response of major sustainable development issues, in line with the 2030 Agenda for Sustainable Development.

The Handbook is meant as both a source of inspiration and as a guide for policy-makers and for officials responsible for implementing lifelong learning policies.
