The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Training for Rural Economic Empowerment (TREE) methodology ensures that training is linked to economic and employment opportunities, and that disadvantaged target groups, including poor women and people with disabilities, can realize these opportunities and thereby be economically empowered.

This Manual is a source of information and guide to designing, planning and implementing a national programme related to the processes of the TREE methodology. Its content specifically reflects the considerable experience gained by the ILO through implementation of TREE-related technical assistance projects. The TREE Generic Manual is not a blueprint for a project, but a guide developed specifically for planning, designing and implementing training and post-training support programmes to empower poor people and their communities. It is a comprehensive document illustrating systematic processes of setting up a skills development programme based on TREE methodology. It contains guidelines, implementing tools and materials to assist planners, project managers and implementing partners of skills development programmes as part of poverty reduction and empowerment strategies.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Employment Promotion Project supported by the German International Cooperation (GIZ). Over 60 per cent of young people in Sierra Leone are unemployed or underemployed. The lack of prospects – one of the principal causes of the lengthy civil war – is still considered a major threat to peace and stability in Sierra Leone by the United Nations Peacebuilding Commission.

Youth employment is a source of great economic potential. Yet in the twelve years since the end of the armed conflict, the country’s production and employment potential has still not been fully tapped, especially in the rural private sector. Skilled workers are in short supply. And after a decade of civil war and poor government funding, the education situation also remains inadequate. Around half of Sierra Leone’s population is unable to read or write. Without needs-oriented training and practical work experience, it is difficult for young people in particular to find productive employment. This factsheet presents the context, objectives, approach and achievements of the project ‘Promoting youth employment through agricultural development’ (2005-2016) commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in Sierra Leone.

IFC Jobs study The world is facing an enormous jobs challenge, a challenge that is twofold. First, 600 million jobs must be created by 2020. Second, in a context where informality and working poverty are still widespread, future jobs must be quality jobs. The importance and urgency of this challenge cannot be overstated, as jobs are an integral part of the development of countries. Not only do they contribute to boosting living standards, productivity, and social cohesion, but they also are the main path out of poverty.

The private sector, which provides about nine out of 10 jobs in developing countries, holds the answer to this challenge. Therefore, it is crucial to understand the constraints that prevent companies from growing and generating jobs. The public sector must help build an environment where these obstacles are removed or minimized.

This report addresses this crucial issue by identifying and exploring the most binding constraints to growth and job creation. First, it presents employment trends in the developing world and discusses methods to estimate the impact of private sector development on jobs. Next, the study considers in detail four constraints: a poor investment climate, inadequate infrastructure, lack of access to finance, and insufficient skills and training.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Doha forum on decent work and poverty reduction 25-26 October 2011 Doha, Qatar: Background paper At the International Labour organization’s (ILO) 2008 International Labour Conference (ILC), representatives of governments, employers and workers adopted a set of conclusions for using skills development to improve productivity, employment growth and development. The conclusions comprise a set of guidelines that can help sustain the competitiveness of enterprises and the employability of workers. In this framework, skills development can help build a “virtuous circle” in which the quality and relevance of education and training for women and men fuels the innovation, investment, technological change, enterprise development, economic diversification and competitiveness that economies need to accelerate the creation of more jobs, but also more productive jobs.

This paper builds on these ILO conclusions. It provides a broad definition of the issue of skills development and its role in promoting economic growth and poverty reduction. It reviews approaches to skills development within the context of international instruments such as the Millimuim Development Goals (MDGs) and reviews trends in the Arab Region. It then proceeds to address the key policy challenges with an international perspective through citing examples of skills development efforts from countries outside the Arab region. The paper concludes with key messages for the future.

Adolescent Girls Initiative Young people age 15 to 29 make up about a quarter of the world’s population, yet they constitute nearly half of the world’s unemployed. The World Bank is helping to increase viable employment opportunities for youth. In many countries, restrictive gender norms make it harder for girls to access training and employment opportunities. To ensure that girls and young women are included in this agenda, the Bank launched the Adolescent Girls Initiative (AGI) in 2008. The program is being piloted in eight low-income countries—including some of the toughest environments for girls. Each intervention is tailored to the country context, and includes an impact evaluation to build the evidence base to help adolescent girls and young women succeed in the labor market.

The first AGI pilot—the Economic Empowerment of Adolescent Girls and Young Women (EPAG) project—was launched in Liberia in late 2009. Preliminary results from the midline survey are highlighted in this document.

Technical cooperation project: “Partnerships for youth employment in the CIS” This project supports institutions and other actors in the identification of effective responses to tackle the youth employment crisis, including through cooperation and partnerships at regional, national, and sub-national levels. The main objective of the project is to improve the effectiveness of policies and programmes for youth employment in order to support the creation of more and better jobs for young people in CIS countries.

Funding for the project is provided by the OAO “LUKOIL” and implemented by the ILO.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report reviews the youth labour market developments in Kazakhstan over the past few years and assesses existing policies and programmes for youth employment in order to offer recommendations on measures for consideration by the governments and social partners to tackle the unprecedented youth employment crisis. It is part of the work that supports the ILO member States in collecting information on, and analysing, the effectiveness of country policies and programmes, including those undertaken through voluntary multi-country peer reviews.

The review was conducted by the International Labour Office in 2014, with the purpose of serving as an assessment of the current situation and supporting the development of a National Action Plan for Youth Employment.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Strategies 140 Unemployment and underemployment are two of the most serious development problems facing the partner countries in which german development cooperation operates. according to the international Labour Organization (iLO), 186 million people worldwide are unemployed. the number of underemployed people in developing countries is estimated to be far higher – as many as 550 million. Facilitating more people‘s access to productive employment that pays a decent wage, thus giving them a source of income, is a key element of sustainable poverty reduction and the achievement of the Millennium Development goals.

This Strategy Paper establishes programmatic directives for the formulation of Germany’s official development cooperation in the core competency area of technical and vocational education and training and the labour market and in the priority areas of German development cooperation, in which technical and vocational education and training is a cross-cutting theme.

This report was part of a programme on the future of the UK labour market in association with the UK Commission for Employment and Skills. Improving skills among the workforce is seen as fundamental to achieving a more competitive economy and maintaining productivity, with a world-class skills base considered a key driver of competitive advantage (BIS, 2010). This report uses data from the British Household Panel Survey to investigate how projected improvements in skills levels in the United Kingdom economy between now and 2020 will affect rates of poverty and income inequality.
