Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Este estudio identifica cinco hechos principales sobre la capacitación en firma (CF) en la región de América Latina y el Caribe: 1. La CF incrementa la productividad de las firmas manufactureras más grandes. 2. Al menos una cuarta parte de las firmas formales ofrece capacitación a sus trabajadores. 3. La CF está orientada principalmente a los trabajadores más calificados y en habilidades específicas al oficio. 4. El porcentaje de empresas que usa apoyos públicos para la CF es bajo, en especial en el caso de las firmas pequeñas. 5. La innovación tecnológica y la demanda de personal calificado juegan un rol fundamental en las decisiones de capacitación de las empresas.

CBI/Pearson education and skills survey 2015

The eighth CBI education and skills survey, run in partnership with Pearson, was conducted against the backdrop of strengthening economic growth and rising employment. The survey provides a guide to trends in business opinion and practice across a wide range of education and skills issues.

The survey was conducted in spring 2015, with responses received form more than 300 organisations, collectively employing more than 1.2 million people.

The ninth CBI education and skills survey, run in partnership with Pearson, provides an authoritative guide to trends in business opinion, practice and future plans across a wide range of education and skills issues.

The report demonstrates that there is a growing demand amongst businesses for people with higher-level skills alongside widespread concern about being able to recruit the people and skills needed – something which is felt across the whole UK.

This collection of essays highlights the most likely trends in employment across Europe over the next 10 years, and finds out how experts think policymakers, firms and individuals should respond. The first set of essays examines the changing nature of Europe’s labour market; the authors in this section analyse how globalisation and technological change in particular are likely to affect the demand for skills over the next decade. The second set of essays looks to Germany for lessons that can be taken from its past reforms. The third section focusses on the likely effects of technological change, which it is generally agreed is driving the biggest changes in labour markets, and on the most appropriate policy responses. Then, in a final essay, the results of a survey of over 2,500 companies across five European countries are presented, which provide some interesting findings on the skills employees are using, polarisation on a sectoral level, and how firms are responding by increasing or cutting staff numbers.

Recent studies indicate that a variety of challenges in the business environment hinder further inflow of investment in the Lao People’s Democratic Republic. Lack of skills and limited human resources, limited access to financial services and a discouraging regulatory environment, along with anticipated challenges related to regional economic integration place critical constraints on businesses.

This report summarizes the results of a national enterprise survey; desk reviews on issues which concern enterprises in the Lao People’s Democratic Republic; and findings from consultations with the private sector and key stakeholders. Issues under review include the following:
-skills education and training;
-access to finance;
-the legal and regulatory environment;
-anticipated challenges related to the AEC, or Association of Southeast Asian Nations (ASEAN) Economic Community 2015.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The study uses an innovative approach to look at employers’ preferences for graduates, namely by simulating the selection process with hypothetical candidates. This so-called conjoint study with responses from more than 900 employers in nine different European countries was complemented with in-depth interviews with employers as well as focus groups of relevant stakeholders in 12 European countries. The study provides insight into:

-the major trends on the labour market for Higher Education (HE) graduates and how these trends impact the skills that HE graduates are supposed to have,
-the key characteristics that employers look at when they recruit HE graduates,
-the skills that graduates should possess in order to be employable,
-how higher education institutions (HEIs) can best enable students to develop employable profiles,
-the dilemmas that HEIs face when improving employability.

Center for Culinary Arts, Manila (CCA) and the Asian School of Hospitality Arts (ASHA): Empowering culinary and hospitality leaders in the Philippines. Expanding access to quality and affordable education is a central element to eliminating extreme poverty and promoting shared prosperity. In developing countries, private education providers play a critical role in the delivery of education, skills, and training that is affordable and relevant to the needs of the labor markets. This case study showcases success stories in the International Finance Corporation (IFC) education portfolio around scale, skills, affordability, and innovation. The case study highlights how IFC clients have contributed to meeting IFC’s strategic goals in education of (1) developing skills and enhancing employability of graduates and trainees, and (2) increasing reach and impact at all levels of education.

This paper presents targeted government policies for promoting training in small and medium-sized enterprises (SMEs) to increase their contributions to economic development. It first discusses the role of SMEs in country development and the special challenges facing SMEs in developing human resources. It then surveys some innovative, targeted policies for promoting training by SMEs in Asia and Latin America. The paper elaborates on the objectives and achievements of a successful targeted SME training policy, the SME Training Consortiums Program in the Republic of Korea, as a best practice. This paper concludes with some cautionary remarks for developing countries seeking to adopt targeted SME training policies.
