There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

World Economic Forum in collaboration with The Boston Consulting Group \'Towards a Reskilling Revolution: A Future of Jobs for All\' introduces a new approach to identifying reskilling and job transition opportunities, including those that might not be immediately apparent. Using big data analysis of online job postings, the methodology in this report demonstrates the power of a data-driven approach to discover reskilling pathways and job transition opportunities.

The methodology can be used to inform the actions of individual workers, policy-makers and companies. It can be applied to a variety of taxonomies of job requirements and sources of data.

Addressing Africa’s Demographic Dividend Published on a biennial basis, The Africa Competitiveness Report highlights areas requiring policy action and investment to ensure that Africa lays a solid foundation for sustained and inclusive growth. The Report, which is the result of a longstanding collaboration, leverages the knowledge and expertise of the African Development Bank, the World Bank Group, and the World Economic Forum to present a joint policy vision that can help Africa transform its economies.

By conducting a comprehensive analysis of Africa’s most pressing competitiveness challenges, the Report discusses the barriers and challenges to putting Africa’s economies onto a solid footing and helping them to achieve sustainable, broad based growth, taking into account rapid demographic changes. Africa’s working-age population is expected to soar by 450 million people, or close to 70 percent, by 2035. The Report examines how this population growth can either help to achieve broader shared prosperity and improve the livelihood of African people or become a source of fragility, social tension, and economic hardships. It does so by examining the potential of Africa’s fast-growing youth population to catalyze economic development through accelerating rates of job creation. It also discusses the potential of cities to transform, strengthen, and diversify Africa’s economies by creating more dynamic urban manufacturing and service sectors. The Report emphasizes the importance of ensuring that the youth of today and tomorrow possess the skills they need to build vibrant and inclusive economies. It further delivers detailed competitiveness profiles for 35 African countries, and provides a comprehensive summary of the drivers of productivity and competitiveness within the continent.

Globalization and new technologies are impacting the desirability and feasibility of what has historically been the most successful development strategy. Manufacturing has been seen as special, promising both productivity gains and job creation. But trade is slowing. Global value chains (GVC) are maturing. Robotics, artificial intelligence, 3D printing, and the Internet of things are shifting what makes locations attractive for production and threatening significant disruptions in employment. There is a risk of increased polarization, within countries and across countries.

Shifting the attention from high-income countries, this report takes the perspective of developing countries to ask:

-- If new technologies reduce the importance of low-wage labor, how can developing countries compete?

-- Do countries need to industrialize to develop?

-- How can countries at different levels of development take advantage of new opportunities?

Development strategies need to broaden. Different manufacturing sub-sectors can still provide productivity growth or jobs; fewer can deliver both. Many of the pro-development characteristics traditionally associated with manufacturing--tradability, scale, innovation, learning-by-doing--are increasingly features of services. With faster diffusion of technology, it will be all the more important for countries to improve the enabling environment, remain open to trade, and support capabilities of firms and workers to ensure future prosperity is shared.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Learning and Knowledge Development (LKD) Facility Mission:

To equip youth in developing and transition countries with industrial skills and know-how. To make this happen the LKD Facility:

-Establishes, in partnership with global manufacturing companies, training academies for the operation and maintenance of heavy equipment in different sectors.
-Expands access of youth to job-oriented and market demand-driven skills in the sectors of logistics and industrial maintenance of machinery.

About the LKD Facility:

The Learning and Knowledge Development (LKD) Facility is a platform that promotes industrial skills development among young people in emerging economies. Working with the private sector through Public Private Development Partnerships, the LKD Facility supports the establishment and upgrading of local industrial training academies to help meet the labour market’s increasing demand for skilled employees, ultimately contributing to inclusive and sustainable industrial development.

The long-term success of local industrial academies that partner with the LKD Facility is ensured through constant monitoring of economic, environmental and social impact. UNIDO manages the LKD Facility, on behalf of SIDA, as the major project donor, and private sector partners.

This edition examines the issue of sustainable enterprises through an in-depth analysis of the characteristics of firms, their strategies and how they relate to enterprise performance and labour market outcomes. The focus of this edition is primarily on formal private sector enterprises and the ways in which they respond to changing global and national contexts. In particular, the report assesses the linkages between various internal strategies to manage and organize human and financial resources – including capital structure, innovation, trade and global supply chains – and competitiveness and labour market outcomes at the enterprise level.

In so doing, the report emphasizes the role of governments and social partners in fostering sustainable enterprises, notably by shaping supporting institutions and policies through effective social dialogue. Yet it highlights that decent and productive employment is fundamentally based on firms fostering equity in employment opportunities, workers’ protection and rights, and investing in workers as well as other important factors of production.

The analysis of the report contributes to the Agenda for Sustainable Development, which places the promotion of job creation, entrepreneurship and the formalization and growth of micro-, small and medium-sized enterprises at the heart of achieving the goal of ‘decent work and economic growth’, and to the ILO’s Future of Work Centenary Initiative.

Many people would not consider schools among the most innovative institutions of modern societies. This perception is not entirely accurate, since education is innovating in many ways in order to meet the demands of the 21st century economies and societies. But teachers and schools cannot do it alone. They should be seen as actors and partners in broader ecosystems of innovation and learning at the local and regional levels. Schools are networking organisations, making important contributions to the regional economy and local community. Businesses, industry, organisations and communities can help and support schools, and can also benefit from their roles in learning, knowledge development and innovation.

This report serves as the background report to the third Global Education Industry Summit which was held on 25-26 September 2017 in Luxembourg. On the basis of recent OECD analysis, it discusses innovation in education, schools driving progress and well-being in communities, the role of industry and employers in supporting schools and suggests policies towards better ecosystems of learning and innovation. The report argues for better networking and partnerships between schools, regional industries and local communities.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A guide to help improve business’ understanding of the rights of people with disabilities, including how to respect, support and give them an opportunity to improve their competitiveness and sustainability in alignment with relevant United Nations (UN) conventions and frameworks. Developed jointly by the UN Global Compact and the ILO, the Guide suggests concrete actions and measures companies can take to implement good practices that are inclusive of persons with disabilities in the workplace, marketplace and in the community - in alignment with relevant UN conventions and frameworks.

Chapter 1 presents the rights of persons with disabilities and explains how businesses may impact them, negatively or positively, in the workplace, marketplace and community. It also highlights the positive impact that including persons with disabilities can have on companies’ performance and sustainability.

Chapter 2 suggests concrete actions and measures companies can take to implement good practices that are inclusive of persons with disabilities in the workplace, marketplace and in the community. Examples from companies around the globe are included for illustrative purposes.

The primary audience for this publication is business professionals working in a variety of functions within companies such as: human resources, procurement, sustainability, marketing, IT, and facilities management. Some companies also have Chief Diversity and Inclusion Officers and Chief Accessibility Officers and this publication is intended for them as well.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Many factors, interacting in complex ways, determine a country’s competitiveness, or its ability to increase productivity. The World Economic Forum benchmarks these factors every year in The Global Competitiveness Report, showing how countries advance or fall behind on each factor, ranging from basic education and health to innovation and the transfer of technology.

Building on a long tradition of competitiveness research and benchmarking, the Forum designed the Competitiveness Lab project to help bridge gaps in competitiveness through focused public-private work that is facilitated by the Forum and leads to agendas with actionable reform.

The Competitiveness Lab’s Insight Report of January 2015, 'Bridging the Skills and Innovation Gap to Boost Productivity in Latin America', was well received, and the Forum was encouraged to continue with a second phase that moved beyond diagnosis and into action. The Lab’s Phase II, a country-level initiative, debuted in Colombia in 2015 and Mexico in 2016, with multi-stakeholder workshops prioritizing the Insight Report’s recommendations and identifying which one recommendation could successfully be promoted through public-private collaboration. While the World Economic Forum believes that making progress in competitiveness requires sound diagnosis and detailed analysis, it demands, above all, multi-stakeholder collaboration. Garnering efforts from relevant private- and public-sector entities and agencies in specific projects is one way to design actionable and impactful initiatives to close the gaps.

This report presents the Colombia Competitiveness Lab in detail, and a summary of the Mexico Lab, which is published in Spanish as a companion report. Both plans have been incorporated into the respective competitiveness agendas under steering board-member leadership. The Forum looks forward to implementing the jointly developed work plan and collaborating in the future with Colombia and Mexico, as well as other Latin American countries, within the Competitiveness Lab model.

The annual African Economic Outlook (AEO) monitors the continent’s state of affairs using a collaborative approach. The AEO assesses the recent economic and social situation in Africa, projects likely developments for the near future and explores a special theme on the structure of African economies. The AEO 2017, the 16th edition, examines entrepreneurship and industrialisation in Africa. The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years. This annual report examines Africa’s performance in crucial areas: macroeconomics, external financial flows and tax revenues, trade policies and regional integration, human development, and governance. For its 16th edition, the report takes a hard look at the role of entrepreneurs in Africa’s industrialisation process. It proposes practical steps that African governments can take to carry out effective industrialisation strategies. Policies aimed at improving skills, business clusters and financing could remove important constraints on African private enterprises.

This flagship publication, which annually reviews all 54 African countries, is a joint effort of the African Development Bank (AfDB), UNDP and OECD.
