Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

In all G20 economies, youth are a key asset. Equipping them with the skills needed in the labour market and giving them opportunities to become well-integrated into the world of work contributes not only to their own well-being but also to the productive potential of the economy and to social cohesion more generally.

This paper aims to: i) provide a review of progress in the labour market situation of youth in G20 economies and identify the remaining key challenges; ii) analyse key policy measures that countries have recently developed and implemented to tackle these challenges that may provide examples of good policy practices; and iii) highlight, in particular, those features and policy measures that can help broaden access to apprenticeships and make them more attractive for both youth and employers.

Project: Applying the G20 Training Strategy

The problem of identifying future skills needs is becoming more and more acute in the context of the current dynamics of the global economy. In the turbulent times the speed of change is growing while the global competition in numerous sectors is further becoming tighter, with former leaders leaving and new actors joining the game. To avoid disorientation caused by the pace of the economic globalization, governments need to look forward to the long-term development of the critical sectors of the national economy. In particular, of interest are the technology-driven industries – as the focal points concentrating research and development, foreign direct investment, talent and cutting-edge technology. The use of technologies increases labour productivity and economic competitiveness and may potentially fuel growth with a positive impact on employment. The technology can partially substitute the labour thus influencing the structure of the demand: skill-intensive jobs become more sought-after while jobs with routine tasks can be fully substituted by the technological solutions.

With the launch of Skills Foresight project under the auspices of the G20 Training Strategy, an attempt was made to bridge the two areas of research and planning to introduce a technology foresight-based method of skills anticipation built around international best practices. One of the key landmarks of the project was the Global Workshop “Using Technology Foresights for Identifying Future Skills Needs” which featured leading skills anticipation and technology foresight experts across the globe. The workshop results are presented in this publication.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The transformation of the Saudi Arabian economy is one of the success stories of the past few decades. The path of its development has been a particularly unique one, which requires rigorous analysis to understand the current situation and the way forward to continue its prosperity. In this context, the Ministry of Labor has a goal to enhance the skills of the Saudi workforce, especially for the youth. Indeed, the principal mechanism by which Saudi Arabia seeks to specifically address its challenge of youth unemployment. A particular focus has been driving greater job readiness for the private sector, where the majority of workers are currently foreign workers. For youth there are key skill development programs, namely Career Education, On the Job training and Colleges of Excellence, whilst there are also courses targeted at wider participation. This plan introduces the current successes and challenges of Employment in Saudi Arabia.

Report prepared for the G20 Labour and Employment Ministerial Meeting Melbourne, Australia, 10-11 September 2014

In the face of below trend growth and large jobs gaps, G20 Leaders have called for each G20 country to develop growth strategies and employment action plans. The Leaders have emphasized the need for coordinated and integrated public policies, including strong and supportive macroeconomic, trade, investment and labour market policies, along with resilient and effective social protection systems, sustainable public finance and well-regulated financial systems. Coordinated policies in these areas are seen as the foundation for sustainable, job-creating economic growth.

This paper reviews the latest trends in the labour market and highlights policies adopted by G20 countries to support growth. It then sets out the main channels through which growth and employment affect each other and summarizes the mix of policy measures needed to achieve strong, sustainable, job-rich and balanced growth. A brief overview of the Employment Plans submitted by G20 countries is also provided. A statistical annex presents additional information on recent labour market trends.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

At the February, 2014 Meeting of the G20 Finance Ministers and Central Bank Governors, Ministers committed to developing appropriate policies that would ‘lift the G20 collective GDP by more than 2 per cent above the trajectory implied by current policies over the coming 5 years’. Increasing female employment and labour force participation has been deemed to be a viable solution to achieving this objective. To optimize the labour productivity potential of increased female employment, women should be fully integrated in the labour force. They should not be subjected to discriminatory gender wage gaps and should not be involuntarily confined to part-time employment and to the most low-paid, low-productivity and vulnerable jobs. National growth strategies must encompass measures to promote greater gender equality in access to quality education and marketable skills, access to assets and finance, and productive and rewarding jobs.

Despite the expressed commitment to promote a gender-balanced economy, narrowing gender gaps requires a comprehensive approach that a) accounts for the different nature of labour market challenges across the G20 countries, and b) includes a range of measures aimed at fostering gender equality and enhancing the employment of women. Measures to address gender gaps should be grounded in a clear legislative framework, supported by an enabling environment for gender equality in labour force participation, and should also include neutral tax/benefit systems, and public policies to support female entrepreneurship. International instruments such as the OECD Gender Recommendation and ILO international labour conventions and recommendations also lend support to more inclusive gender principles.

Good practices in addressing gender gaps in G20 countries are illustrated in Annex 4.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Report prepared for the G20 Labour and Employment Ministerial Meeting Melbourne, Australia, 10-11 September 2014 G20 Leaders’ goal of more and better jobs requires an integrated set of policies that work at both the macroeconomic and labour market levels. This report reviews trends in informality and the quality of employment and concludes that strategies to facilitate the transition to formality, reduce working poverty, reconnect wage and productivity trends and reduce job insecurity, in particular by addressing labour market segmentation, offer strong potential dividends for meeting the growth and employment goals of the G20, not least by supporting aggregate demand.

For many G20 countries, structural underemployment, informality and qualitative indicators of employment are more significant measures of the challenges they face in achieving inclusive growth and decent employment for all than unemployment rates alone.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

In the face of below trend growth and large jobs gaps, G20 Leaders have called for each G20 country to develop growth strategies and employment action plans. The Leaders have emphasized the need for coordinated and integrated public policies, including strong and supportive macroeconomic, trade, investment and labour market policies, along with resilient and effective social protection systems, sustainable public finance and well-regulated financial systems. Coordinated policies in these areas are seen as the foundation for sustainable, job-creating economic growth.

This paper reviews the latest trends in the labour market and highlights policies adopted by G20 countries to support growth. It then sets out the main channels through which growth and employment affect each other and summarizes the mix of policy measures needed to achieve strong, sustainable, job-rich and balanced growth. A brief overview of the Employment Plans submitted by G20 countries is also provided. A statistical annex presents additional information on recent labour market trends.
