The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Upgrading informal apprenticeships and expanding regulated ones is a cost-effective way to invest in a country’s skills base, promote economic growth and enhance the employability of youth.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

ILO contribution to the G20 Task Force on Employment The paper, commissioned by the ILO, examines both informal and regulated apprenticeship and their advantages for the employment prospects of young people, in particular in regulated systems. It then sets out the conditions necessary for the development of apprenticeship, drawing on examples from a number of G20 countries. The roles and responsibilities of the principal agents involved in regulated apprenticeship are examined and the paper ends with conclusions and lessons drawn from the cross-country analysis.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The G20 Labour and Employment and Finance Ministers’ Communiqué, adopted at the Joint G20 Finance and Labour Ministers' Meeting (19 July 2013, Moscow), stresses the importance of coordinated and integrated policies to act on both the demand and supply sides of labour markets. Among six policy fields identified by Ministers as important for a broad range of countries is promoting well-targeted cost effective and efficient labour activation programs, focused on skills training and upgrading, fostering youth employment, promoting vocational training and apprenticeships and facilitating exchange of best practices among G20 countries and social partners on activation policies.

This set of policy recommendations to meet skills needs for green jobs was prepared by the ILO, in cooperation with and based on inputs from the OECD, UNESCO and Cedefop on the request of the G20 Development Working Group This document, jointly prepared by members of the Inter-Agency Working Group (IWG) on Greening Technical and Vocational Education and Training (TVET) and Skills Development, presents a set of policy recommendations in response to a request from the G20 Development Working Group on the Human Resources Development (HRD) Pillar. These recommendations are built on challenges and lessons learned from the IWG members' initiatives for greening TVET and skills development. These recommendations are prepared to advise the G20 governments on anticipating and matching labour market and skills needs towards sustainable development and green growth. It is recommended to implement them in pilot countries under the G20 HRD pillar. The set of policy recommendations also acknowledges earlier G20 reports and discussions on green growth and HRD.

The report, prepared by the OECD at the request of the G20 Task Force on Employment, reviews activation policies put in place by G20 countries in response to the global financial crisis. It highlights the importance of activation policies to make labour markets more inclusive. This means providing the unemployed and other groups at the margins of the labour market with the support, incentives, skills and training they need to move into employment. It also means providing better opportunities for workers in low-paid, insecure jobs to move into more stable, rewarding and productive jobs. The paper identifies key policy challenges and lessons of activation measures in place in G20 countries through selected examples.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth.
