Africa Development Forum series This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities.

A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform.

This report addresses a fundamental question facing policy makers in Tajikistan: is the current level of worker skills hindering employment outcomes? Using a unique household survey, the study finds that skills are valued in Tajikistan’s labor market, yet skills gaps persist.

Jobs have been created in more knowledge-intensive occupations and in the service sector as opposed to the more traditional manual jobs, and employment outcomes are stronger for workers with better skills. Analysis of worker skills shows that workers with better cognitive and non-cognitive skills are typically more likely to have the highly sought-after formal sector jobs; and in fact make more frequent and intense use of mathematics and reading skills on the job. Furthermore, workers with better non-cognitive skills tend to become supervisors.

The study finds that there are large variations in observed skills among those with the same level of educational attainment, indicating that formal education is failing too many people even though skills are developed during different stages in the life cycle and a host of actors are involved—families, for example, play a central role.

The report’s conclusion is that the government could shift the focus from providing access to educational institutions and instead focus on providing the skills (cognitive, non-cognitive, and technical) students need to succeed as adults. The government can also do more to get children off to the right start by investing in early childhood development programs, where rates of return to investment are generally very high and important soft skills are learned.

Finally, more can be done to match worker skills with employer demand by improving the use of information in matching skills to jobs in the labor market.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Part of a series of country projects within the OECD programme of work on building effective national and local skills strategies. Skills have become the key driver of individual well-being and economic success in the 21st century. Without proper investment in skills, people languish on the margins of society, technological progress does not translate into growth, and countries can no longer compete in increasingly knowledge-based economies. This diagnostic report identifies 14 skills challenges for Austria which were distilled from two interactive diagnostic workshops held with a range of stakeholders. It marshals a wide array of relevant OECD evidence, including Austria’s results from the Survey of Adults Skills (PIAAC), to shed further light on these challenges. Finally, it offers some concrete examples of how other countries are tackling similar skills challenges.

All countries, regardless of their stage of development, have a role to play in the universal goal of transitioning to a low carbon economy. Ensuring that the private sector adjusts and re-engineers business operations and production modes, while at the same time ensuring that businesses can seize the opportunities linked to the process of transition, is a major challenge. However, the ways in which some entrepreneurs are innovating today in the emerging green market-place offer illuminating suggestions for the design of policies and strategies which will support an inclusive transition to low carbon growth.

This discussion paper provides insights into how small and medium enterprises (SMEs) in India are making the green transition today while simultaneously addressing the social implications of their business activities. It examines the approaches of entrepreneurs in developing the skills necessary for themselves and their employees to achieve green innovation that fosters inclusive growth. The innovative approaches used by these Indian companies to adjust their business models, which in certain cases also generate intentional benefits for the communities where they operate, offer unique, field-based knowledge that can inspire SMEs and agencies in other parts of the world.

Council conclusions of 12 May 2009 on a strategic framework for European cooperation in education and training. (‘ET 2020’) These Conclusions provide for a strategic framework for European cooperation in education and training up until 2020. This framework builds on the achievements of the “Education and Training 2010” (ET 2010) work programme, with a view to responding to the challenges that remain in creating a knowledge-based Europe and making lifelong learning a reality for all.

The main aim of the framework is to support Member States in further developing their educational and training systems. These systems should better provide the means for all citizens to realise their potential, as well as ensure sustainable economic prosperity and employability. The framework should take into consideration the whole spectrum of education and training systems from a lifelong learning perspective, covering all levels and contexts (including non-formal and informal learning).

The conclusions set out four strategic objectives for the framework:
•making lifelong learning and mobility a reality;
•improving the quality and efficiency of education and training;
•promoting equity, social cohesion and active citizenship; and
•enhancing creativity and innovation, including entrepreneurship, at all levels of education and training.

Conclusiones del Consejo de 12 de mayo de 2009 sobre un marco estratégico para la cooperación europea en el ámbito de la educación y la formación («ET 2020»)

Estas conclusiones constituyen un marco estratégico para la cooperación europea en el ámbito de la educación y la formación hasta 2020. Dicho marco se basa en los logros del programa de trabajo “Educación y Formación 2010” (ET 2010), y tiene como objetivo responder a los retos pendientes para crear una Europa basada en el conocimiento y hacer del aprendizaje permanente una realidad para todos.

El objetivo primordial del marco es seguir apoyando el desarrollo de los sistemas de educación y formación en los Estados miembros. Estos sistemas deben proporcionar a todos los ciudadanos los medios para que exploten su potencial, y garantizar la prosperidad económica sostenible y la empleabilidad. El marco debe abarcar la totalidad de los sistemas de educación y de formación dentro de una perspectiva de aprendizaje permanente, en todos los niveles y contextos (incluidos los aprendizajes no formal e informal).

Las conclusiones establecen cuatro objetivos estratégicos para el marco:
i. Hacer realidad el aprendizaje permanente y la movilidad;
ii. Mejorar la calidad y la eficacia de la educación y la formación;
iii. Promover la equidad, la cohesión social y la ciudadanía activa;
iv. Incrementar la creatividad y la innovación, incluido el espíritu empresarial, en todos los niveles de la educación y la formación.

Conclusions du Conseil du 12 mai 2009 concernant un cadre stratégique pour la coopération européenne dans le domaine de l'éducation et de la formation( Éducation et formation 2020).

Ces conclusions prévoient un cadre stratégique en faveur de la coopération européenne dans le domaine de l’éducation et de la formation à l’horizon 2020. Ce cadre repose sur les acquis du programme de travail «Éducation et formation 2010» et vise à répondre aux défis que posent l’instauration d’une Europe de la connaissance et l’accès généralisé à l’éducation et la formation tout au long de la vie.

Son principal objectif consiste à soutenir les États membres dans le développement de leurs systèmes d’éducation et de formation. Ces derniers devraient offrir à tous les citoyens de meilleures perspectives qui leur permettent de réaliser tout leur potentiel et d’assurer une prospérité économique une employabilité durables. Ce cadre devrait prendre en considération tout le spectre des systèmes d’éducation et de formation dans la perspective de l’éducation et de la formation tout au long de la vie et couvrir tous les niveaux et les différents contextes (y compris l’éducation non formelle et informelle).

Les conclusions énoncent quatre objectifs stratégiques:
i.faire en sorte que l’éducation et la formation tout au long de la vie et la mobilité deviennent une réalité;
ii.améliorer la qualité et l’efficacité de l’éducation et de la formation;
iii.favoriser l’équité, la cohésion sociale et la citoyenneté active;
iv.encourager la créativité et l’innovation, y compris l’esprit d’entreprise, à tous les niveaux de l’éducation et de la formation.

This biennial report provides a comprehensive overview of UNESCO-UNEVOC’s activities in technical and vocational education and training in 2012-2013.

As in previous years, UNESCO-UNEVOC undertook a range of activities promoting TVET development in all regions of the world. In response to the Shanghai Consensus, UNESCO-UNEVOC placed emphasis on capacitating the UNEVOC Network and engaging its members to shape the Centre’s work and activities. Network members identified youth and skills, with a specific focus on school-to-work transitions and entrepreneurship, and greening TVET, with a specific focus on teacher training and curriculum development, as crucial themes for all regions and developed a plan of action for the second half of the biennium. This most notably included the organization of a series of regional meetings in San José (Costa Rica), Seoul (Republic of Korea), Abuja (Nigeria), Moscow (Russian Federation) and Beirut (Lebanon) that brought together UNEVOC Centre representatives, and national, regional and international organizations to showcase innovative practices in TVET.

An important aspect of Rwanda’s development and stability in the last decade has been the country’s national Disarmament, Demobilization, and Reintegration (DDR) program. From the onset, the country’s DDR program has been closely linked to economic development and social inclusion efforts which in turn have contributed to economic and social parity between ex-combatants and civilians. The central objective Rwanda’s Demobilization and Reintegration Programme (RDRP) has been to support ex-combatants in their efforts to be reintegrated into social and economic networks of the civilian society. It is in this context that the Rwanda Demobilization and Reintegration Commission has offered vocational skills training as an integral component of the reintegration effort, with the hope that it would be a catalyst towards sustainable employment.

This report details the findings from a research study of outcomes of the vocational training provided to ex-combatant beneficiaries through the RDRP. Implementing DDR programs for more than a decade, Rwanda’s reintegration experiences and the country’s DDR vocational training framework provide an important opportunity to explore the factors that may influence the sustainability and efficacy of vocational training and reintegration outcomes.
