ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This is a publication from the Platform for Advancing Green Human Capital (PAGHC), an international arena to debate the implications of the ecological transition for the labour market, training and education policies and tap important synergies between the green economy and human capital.

This paper has been prepared with the intent to provide a set of general considerations that can help guide the process of designing and implementing such policies. This paper is an invitation addressed to all policy-makers and economic actors to gather forces around the issue of greening human capital as an intrinsic, crucial part of their efforts to set up a new development model.

The Platform for Advancing Green Human Capital invites all policy representatives and other stakeholders involved in such efforts to provide feedback on their own incremental progress within the policy framework and on the usefulness of this framework in guiding this progress.

UNESCO-UNEVOC is going to open a dedicated feedback consultation thread on the UNESCO-UNEVOC TVeT Forum starting 1st December 2017 to facilitate collecting feedback and perspectives on the framework. Join the UNESCO-UNEVOC online discussion around the recently developed framework called ‘Advancing Green Human Capital - A framework for policy analysis and guidance’ from 1 December 2017 to 30 January 2018.

UNESCO-UNEVOC is hosting an online discussion around the recently developed framework called ‘Advancing Green Human Capital - A framework for policy analysis and guidance’, see link to publication located on right-hand margin of this page. The framework was developed jointly by UNESCO, UNEVOC, the ILO and French partners--- Ministry of Ecological and Inclusive Transition and the French Development Agency - to help guide the process of setting up a roadmap for the necessary adaptation of skills to the demands of the green economy and sustainable development. The discussion will take place on the UNESCO-UNEVOC TVeT Forum.

The discussion is going to be led by Ms Isabelle Richaud from the French Ministry of Ecological and Inclusive Transition to moderate the flow of knowledge and information during this period.

The Platform for Advancing Green Human Capital invites all policy representatives and other relevant stakeholders to join the discussion. The aims of this discussion are:

• to raise awareness on the potential of strategically-linked policies to the development of a green human capital;
• to collect feedback on the usefulness of the developed framework in the context of (i) pushing or inspiring new policy considerations in the country; or (ii) enhancing present TVET and skills development policies;
• to improve understanding of the evidences of practice, policies at play, lessons and challenges surrounding implementation of such a framework at the country-level; and,
• to gather concrete suggestions on measures and potential contexts of use of the framework, based on the policy action areas, phases of implementation and trigger points identified in the draft framework.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent in the past two years, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as a lower-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006–09) and the years following the civil war (2010–15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communications technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women—and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The 2017/8 GEM Report evaluates the role of accountability in global education systems regarding achievement of the vision of UN Sustainable Development Goal (SDG) 4: ensuring inclusive, equitable and good-quality education and lifelong learning for all. The report highlights the responsibility of governments to provide universal quality education and stresses that accountability is indispensable in achieving this goal. It also emphasizes that education is a shared responsibility. While governments have primary responsibility, all actors – schools, teachers, parents, students, international organizations, private sector providers, civil society and the media – have a role in improving education systems.

This report is part of the Skills for a Changing World project, supported by the Brookings Institution, that aims to explore the new demands placed on education in the 21st century and how education systems are responding to them. This Skills for a Changing World: National Perspectives and the Global Movement report summarizes country-level responses based on a public scan of education systems and discusses country-level stakeholder views on the skills students need for today and tomorrow in four countries: Mexico, South Africa, Kenya, and the Philippines. Although there is consistency worldwide in views about the skills and characteristics the youth of today need for the future, countries vary greatly in implementing new approaches to education. In addition, specific country conditions influence stakeholder perceptions of how education systems are responding and providing for future generations.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Global Human Capital Index 2017 ranks 130 countries on how well they are developing their human capital on a scale from 0 (worst) to 100 (best) across four thematic dimensions—capacity, deployment, development and know-how—and five distinct age groups or generations—0–14 years; 15–24 years; 25–54 years; 55–64 years; and 65 years and over—to capture the full human capital potential profile of a country. It can be used as a tool to assess progress within countries and points to opportunities for cross-country learning and exchange. The Global Human Capital Index featured in this Report aims to provide a holistic assessment of a country’s human capital—both current and expected—across its population. It enables effective comparisons across regions, generations and income groups. The Report defines ‘human capital’ as the knowledge and skills people possess that enable them to create value in the global economic system. The Index aims to quantify key concepts and provides a practical tool to policy-makers and business leaders. It formulates a human-centric vision of the future of work that recognizes people’s knowledge, talents, creativity and skills as key drivers of a prosperous and inclusive economy. The Report argues for the rationale of building up deep, diverse and resilient talent pools and skills ecosystems that allow for inclusive participation in good quality, skilled jobs by the largest possible number of people.

Policy Paper 32 / Fact Sheet 44 The eradication of poverty and the provision of equitable and inclusive quality education for all are two intricately linked Sustainable Development Goals (SDGs). As this year’s High Level Political Forum focuses on prosperity and poverty reduction, this paper, jointly released by the UNESCO Institute for Statistics (UIS) and the Global Education Monitoring (GEM) Report, shows why education is so central to the achievement of the SDGs and presents the latest estimates on out-of-school children, adolescents and youth to demonstrate how much is at stake. The out-of-school rate has not budged since 2008 at the primary level, since 2012 at the lower secondary level and since 2013 at the upper secondary level. The consequences are grave: if all adults completed secondary school, the global poverty rate would be more than halved.
