Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Upgrading informal apprenticeships and expanding regulated ones is a cost-effective way to invest in a country’s skills base, promote economic growth and enhance the employability of youth.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Six études spécifiques au contexte burkinabé.

Les systèmes d’apprentissage de qualité selon l’OIT reposent sur six éléments essentiels et interdépendants : 1) un dialogue social constructif ; 2) des rôles et responsabilités clairs des différentes parties prenantes; 3) un cadre réglementaire solide ; 4) des mécanismes de financement équitables ; 5) une forte adéquation du système au marché du travail ; et 6) le caractère inclusif du système. Pour renforcer l’appropriation du concept d’apprentissage de qualité au Burkina Faso, le Bureau international du Travail (BIT) a entrepris des actions complémentaires liées aux six éléments ci-dessus énumérés.

Une étude sur chaque élément essentiel a été élaboré avec l’objectif d’analyser l’état de l’apprentissage de qualité dans le pays et de proposer des recommandations pour l’améliorer. Chaque étude a été réalisée avec des objectifs et des méthodologies propres par des consultants nationaux et internationaux. Le secteur du BTP (Bâtiment Travaux Publics) est central pour le projet d’appui à l’Initiative mondiale pour l’emploi décent des jeunes au Burkina Faso. Ce secteur est donc central pour les études, lesquelles ont impliqué une grande diversité d’acteurs nationaux. Les résultats des six études sont étroitement liés et visent à apporter un soutien aux décideurs politiques et à une grande variété d’acteurs nationaux et internationaux qui travaillent sur l’apprentissage de qualité au Burkina Faso.

Chaque étude est le résultat du travail de consultants nationaux et internationaux, qui ont de leur côté bénéficié de la collaboration de différentes Ministères, structures du système burkinabé de l’enseignement et de la formation technique et professionnelle, des représentants des partenaires techniques et financiers, des organisations professionnelles, des syndicats, des chambres consulaires, d’entreprises, des centres de formation, ainsi que d’apprentis et leurs familles.

À travers cette étude, le BIT souhaite faire connaître davantage le système d’apprentissage de qualité pour promouvoir une meilleure adéquation au marché du travail pour améliorer l’emploi décent des jeunes.

Au Burkina Faso, le projet se concentre sur la promotion d’un apprentissage de qualité caractérisé par la formation de type dual dans les centres de formation et en entreprises. Les systèmes d’apprentissage de qualité selon l’OIT reposent sur six éléments essentiels et interdépendants: 1) un dialogue social constructif; 2) un cadre réglementaire solide; 3) des mécanismes de financement équitables; 4) des rôles et responsabilités clairs des différentes parties prenantes; 5) une forte adéquation du système au marché du travail; et 6) le caractère inclusif du système.

Ces éléments caractérisant les systèmes d’apprentissage de qualité ont déjà fait l’objet de six études distinctes qui ont porté sur le cas du Burkina Faso. Ces études ont permis, d’une part, de faire un état des lieux en dégageant les forces et les faiblesses et, d’autre part, de formuler des recommandations et des conclusions pour une prise en compte des éléments de l’apprentissage de qualité dans le système de formation professionnelle au Burkina Faso.

À la lumière des résultats issus des six études, le BIT a réalisé une synthèse intitulée Étude pour l’élaboration d’un modèle d’apprentissage de qualité pour le Burkina Faso. Son objectif est de développer un modèle d’apprentissage de qualité qui fonctionne pour le Burkina Faso, basé sur les recommandations et les conclusions des études, ainsi que sur les leçons apprises du projet pilote d’apprentissage de qualité dans le secteur du bâtiment et des travaux publics.

Este manual nace de la necesidad detectada por el Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional de la Organización Internacional del Trabajo – OIT/Cinterfor, de dotar de recursos prácticos a docentes, formadores y facilitadores que tienen la misión de fomentar el desarrollo de competencias que habiliten el ingreso, mantención y progreso de jóvenes y adultos al mercado laboral. Contiene principios orientadores que permiten al facilitador contextualizar la práctica dentro del enfoque de formación por competencias, recomendaciones para realizar una adecuada gestión del aprendizaje, así como también del ambiente de aprendizaje durante las sesiones de trabajo.

El manual ofrece una definición de cada una de las competencias que se trabajarán y un set de cinco actividades de aprendizaje por cada una de las seis competencias de empleabilidad seleccionadas. Finalmente, se entregan una serie de recomendaciones para la evaluación de aprendizajes en el contexto de la formación por competencias.

La elaboración estuvo a cargo de Rafaella Sarroca con el apoyo y orientación de Fernando Vargas, Especialista en formación profesional de OIT/Cinterfor.

Global youth unemployment continues to be a major development issue, with nearly 70.9 million young people unemployed in 2017. In addition, youth are three times more likely to be unemployed than adults. Responding to the problem of youth unemployment is an issue of great concern and requires bringing to the forefront modern skills and employment policies that promote the creation of decent jobs as well as address skills mismatch.

Widespread youth unemployment represents a social paradox: while many youth are looking for work, many employers cannot find workers with the skills they need. This type of skills mismatch is being accentuated significantly by the transformational changes buffeting the world of work - technological innovation, shifts in the organization of work through platform-based economies. Traditional school-based vocational education and training systems face growing challenges to be more flexible and responsive in ensuring that young people are better equipped with the skills to take on new jobs today and in the future. Against this background, quality apprenticeships and other work-based learning programmes are critical to meeting the challenge of the future world of work.

The E-Discussion aims to examine the role of quality apprenticeships, and other work-based learning programmes, as part of the solution to the challenge of youth unemployment and preparing the workforce for the fast changing skills demands of the labour market.

Among the questions to be discussed over the coming two weeks are:

1. How do apprenticeships benefit various stakeholders such as employers, trade unions, governments and apprentices? Are there any institutions in your country that collect and disseminate evidence about the benefits of apprenticeships?
2. In view of rapid changes in labour market contributing to an increase in skills mismatches, how important is the role of apprenticeships in aligning skills supply to the future of work?
3. In your country, is there a clear, common understanding of the differences between apprenticeships, internships, traineeships, learnerships and other forms of work-based learning?
4. Despite widely accepted benefits, why do many countries have difficulties in establishing, scaling up and sustaining high- quality apprenticeships? What specific challenges are faced in implementing and expanding apprenticeships in your country?
5. What innovations are needed to make apprenticeships more attractive for youth and employers respectively, particularly small and medium-sized enterprises (SMEs)?
6. What strategies could be used to ensure better gender equality and disability inclusion in apprenticeships?

A series of webinars were held in 2020 focussed on Skills Development thematic areas and on sectoral approaches.

This virtual fair aims to foster the development of human capabilities in developing countries with a focus on Skills Development, by enhancing countries’ capacity to find solutions to specific development needs and to the challenges now exacerbated by the COVID-19 pandemic. Moreover, It aims to:
- promote and strengthen the exchange of experiences;
- encourage the pooling, sharing and use of technical and other resources;
- supports the identification of participanting countries’ and institutions’ partnership potential. it responds to the proposed thematic & or sector priority areas for ILO’s support to South-South Cooperation.
Given the travel and meeting restrictions related to the COVID-19 pandemic, the forum will take the form of a Virtual Fair that will used Augmented Reality (AR).

Tripartite constituents from around 35 countries from the Global South will be invited to participate. Participants:
- will be invited to present good practices and will be supported to develop virtual booths
- will have the opportunity to attend High level conferences on selected topics
- are invited to present their good practices in dedicated session(s) on Agriculture where we will touch upon the Future of Work in the sector
- will participate on Meetings on SSTC SKILLS E-Fora key topics and sectors
are invited to identify other institutions to negotiate and discuss partnership possibilities, facilitated by the ILO.

Le chômage des jeunes à travers le monde reste un problème majeur pour le développement, car près de 70,9 millions d’entre eux sont sans emploi en 2017. En outre, les jeunes sont trois fois plus susceptibles de connaitre le chômage que les adultes. Faire face au problème du chômage des jeunes (et par extension à celui des adultes) est un sujet de préoccupation majeur qui demande de faire une place prioritaire à des politiques modernes d’enrichissement des compétences et d’emploi capables de favoriser la création d’emplois décents et d’éviter les décalages entre les compétences proposées et celles qui sont recherchées.
Le chômage des jeunes à une telle échelle représente un paradoxe de société : alors que de nombreux jeunes recherchent un emploi, bien des employeurs n’arrivent pas à trouver les travailleurs ayant les compétences dont ils ont besoin. Ce type de décalage est fortement accentué par les transformations profondes qui bouleversent le monde du travail comme l’innovation technique, la mondialisation, le changement climatique et les évolutions dans l’organisation du travail dans des secteurs d’activité qui fonctionnent sur plate-forme informatique.

 

 

Ces profondes transformations ont des incidences marquées sur les dispositifs d’éducation et de formation qui doivent trouver les bonnes politiques et les bons programmes à mettre en œuvre. De plus, les systèmes traditionnels où la formation et l’éducation professionnelles sont dispensées à l’école affrontent de façon croissante la nécessité de faire preuve de plus de souplesse et de réactivité pour que les jeunes soient équipés en compétences leur permettant mieux d’assumer les nouveaux emplois aujourd’hui et à l’avenir. Dans ce contexte, les apprentissages de qualité et autres programmes de formation en entreprise ont un rôle essentiel à jouer pour relever les défis du futur monde du travail.

Au cours des deux prochaines semaines, la discussion portera sur les questions suivantes :

1. Quels sont les aspects positifs des apprentissages pour les différents intéressés, comme les employeurs, les syndicats de travailleurs, les gouvernements et les apprentis ? Existe-t-il dans votre pays des institutions chargées de recueillir et de diffuser des informations sur ces aspects positifs ?

2. Étant donné la rapide évolution du marché du travail qui intensifie le décalage entre l’offre et la demande en compétences, dans quelle mesure l’apprentissage peut-il aider à aligner les compétences offertes sur les emplois de demain ?

3. Dans votre pays, existe-t-il une position claire et commune sur les différences entre apprentissages, stages professionnels, stages en entreprise, stages emploi-formation et autres formes d’acquisition de connaissances sur le lieu de travail ?

4. Malgré leurs avantages largement reconnus, pourquoi est-il difficile dans de nombreux pays d’établir, de développer et de maintenir des apprentissages de haute qualité ? Quelles sont les difficultés particulières rencontrées dans votre pays pour les mettre en œuvre et les développer ?

5. Quelles innovations faut-il prévoir pour rendre l’apprentissage plus attrayant tant pour les jeunes que les employeurs, notamment pour les petites et moyennes entreprises (PME) ?

Cette discussion a aussi pour but d’explorer des pratiques à la fois efficaces et innovantes en termes d’apprentissage et d’éducation.

Le monde du travail est profondément affecté par la pandémie globale de COVID-19. Non seulement la santé de millions de personnes fragiles est en jeu, mais aussi leurs moyens de subsistance à long terme ainsi que leur bien-être. Ces dernières semaines, la pandémie de Coronavirus (COVID-19) a présenté de nouveaux défis dans tous les domaines reliés à l’apprentissage, qu’il s’agisse de la scolarité, l’éducation vocationnelle, l’apprentissage et le développement de compétences. De plus, cette crise a aussi stimulé des discussions relatives à la nécessité d’accélérer l’innovation dans le domaine de l’apprentissage en ligne, l’offre de programmes d’éducation vocationnelle et spécialisée ainsi que des formations spécialisées dans l’acquisition de compétences.

Dans ce contexte, nous avons l’opportunité d’explorer le concept « apprendre et se former n’importe où, n’importe quand », une idée centrale du concept d’apprentissage tout au long de la vie. En retour, ceci implique un examen de l’étendue des enjeux, comme notre niveau de préparation technique pour promouvoir de nouvelles façons de travailler face à des obstacles telles que les pandémies, et avec quelle rapidité nous pouvons organiser l’éducation et la formation au format digital tout en mobilisant les professeurs et éducateurs pour maintenir des services éducatifs pour les apprenants. Nous avons également besoin d’explorer des méthodologies d’apprentissages novatrices pour les apprentis et les travailleurs, qui acquièrent ou améliorent leurs compétences sur leur lieu de travail.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This discussion invites government representatives, employers’ and workers’ organizations, education and training providers, NGOs, and individuals, among others, to share and discuss how to maintain continued learning and skills building for students and workers in times of crisis, such as the COVID-19 pandemic which we all now face. It also aims to explore relevant and timely innovative practices in distance and online education and training.

The world of work is being profoundly affected by the global COVID-19 pandemic. Not only is the health of millions of people at risk; also at stake are their long-term livelihoods and wellbeing. Over the past weeks the Coronavirus (COVID-19) pandemic has presented unique challenges to all types and levels of learning, including schooling, TVET, apprenticeships and skills development. What’s more, it has also stimulated discussion on the need for accelerated innovation in on-line learning, and the delivery of TVET and skills training. For those of you interested in the wider impact of COVID-19 on employment and jobs and possible mitigation measures, please download the ILO briefing note from the link at the bottom of the page.

In this context, we have an opportunity to explore the concept of “learning and training anywhere, anytime”, an idea central to the concept of lifelong learning. This in turn requires examination of a range of issues such as how technically prepared we are to support new ways of working in the face of disruptors like a pandemic, and how quickly we can organize digital education and training and mobilize teachers and trainers to maintain services to learners. We also need to explore innovative learning methodologies for apprentices and workers who primarily acquire or upgrade skills at the workplace.

This E-discussion seeks to glean insights into innovative practices in education and training, particularly those that are embracing technology to promote skills development. The E-discussion will also allow us to consider the new challenges emerging in the current context as we move to online forms of learning and skills development, including how we ensure that no one is excluded from new forms of learning and training.

To begin the discussion, we invite you to provide your inputs on the following:

Week one questions:
1. How has the current situation linked to COVID-19 disrupted the provision of training where you are (including apprenticeships, full time programs and short courses)?
2. What resources are being used or referred to maintain training services remotely and via e-learning platforms? Could you share some examples?
3. What technical hurdles have you observed in delivering online training and skills development?
4. What challenges do learners face in accessing / using e-learning?
5. How can individuals and learning providers ensure that the effects of the disruption are minimized and that wherever possible, apprentices and learners are not negatively impacted in the long-term?
6. How have government policies affected the operation of education and training providers?

Week two questions:
7. What new and innovative approaches to learning and skills development have you observed in your surroundings since the start of the pandemic?
8. How adaptable are learners to these new and evolving forms of training and learning?
9. What measures are being taken in order to assure that potential learners are aware of existing learning solutions and can access and use them autonomously?
10. Do you foresee the current situation having an impact on the concept of lifelong learning?
11. What new forms of partnerships, for example, public-private partnerships and collaboration are emerging during this crisis period?

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.
