Access to training

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The 15 women featured in this book illustrate how they are breaking barriers in the world of work and the difference that their inclusion in formal skills-training has made.

The ILO has been working closely with the Government of Bangladesh to achieve a more gender-sensitive skills development policy and to correct gender imbalances in the formal training system. In 2014, the Canadian Government teamed up with the Government of Bangladesh and the ILO to fund the Bangladesh Skills for Employment and Productivity (B-SEP) Project and, through it, reached out to women of all ages – not just youth – and especially those living in remote and marginalized areas with skills training in non-traditional (male-dominated) occupations, followed by assistance with finding jobs that rely on those skills. The training included carpentry, furniture making, automotive mechanics, electronics, electrical trades, tour guiding, baking and food processing. The 15 women featured in this book illustrate how boundaries have been broken and the difference that their participation in basic skills-training programme has made. These are young women disadvantaged at birth by location or circumstance who have benefited from an unusual door opening to them.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This report presents the findings of the impact assessment of the “Combating Worst Forms of Child Labour by Reinforcing Policy Response and Promoting Sustainable Livelihoods and Educational Opportunities in Egypt Programme”, with a particular concentration of the programme’s apprenticeship component. It explores the net effects of the upgraded apprenticeship project on the ability of beneficiaries to secure decent work, improve working conditions and increase retention rates.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Working draft. The 2019 World Development Report (WDR) will study the changes impacting work across different country contexts. It will also reflect on jobs that are likely to disappear due to these forces of change, as well as new jobs that may emerge. Work is constantly being reshaped by economic progress. Society evolves as technology advances, new ways of production are adopted, markets integrate. While this process is continuous, certain technological changes have the potential for greater impact, and provoke more attention than others. The changes reshaping work today are fundamental and long-term, driven by technological progress, globalization, shifting demographics, urbanization and climate change.

The 2019 World Development Report (WDR) will study the changes impacting work across different country contexts. The study will reflect on jobs that are likely to disappear due to these forces of change, as well as new jobs that may emerge. It will consider the implications for human capital in different contexts by analyzing data on human capital accumulation in school and work. The Report will also provide suggestions on how individuals, firms, society and governments can capture the opportunities this new world of work can offer.

The Report will draw upon the understanding that “work is school”: work builds human capital. Changes to the nature of work affect the human capital individuals need to accumulate through formal education before entering the labor market. These changes also shape the type and quantity of human capital that individuals will be able to accumulate in the work place. In taking this approach, the 2019 WDR affirms the importance of work as a complement to healthcare and education in the production of human capital.

Individuals, firms, governments, and society more broadly, can adjust to the changing nature of work. Individuals need to train or retool existing skills if they are to stay competitive. Firms must confront the challenge of fast-paced technological change and highly concentrated markets. Governments and societies seek appropriate policies that guard against rising inequality. As technology facilitates more non-traditional forms of employment, social protection becomes even more important. While facing different challenges, countries are considering how to ensure a basic level of protection for their workers and populations. The WDR will add stylized facts and analysis to this debate.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Impact Report Series, Issue 8. The ILO Taqeem 'Impact Report' series disseminates research reports from Taqeem-supported impact evaluations. The studies use experimental and quasi-experimental approaches to estimate employment outcomes of active labour market policies and programmes. The goal is to improve the evidence base for 'what works' in the effective design and implementation of integrated employment policy responses for youth and women’s employment. Taqeem is a partnership with the International Fund for Agricultural Development (IFAD) as part of an IFAD-financed project titled 'Strengthening gender monitoring and evaluation in rural employment in the Near East and North Africa'. This paper presents the findings of an impact evaluation of a large-scale training and empowerment intervention in rural Upper Egypt, a region with some of the lowest rates of female labour force participation and highest gender disparities in the Arab World. The intervention offered business, vocational and life skills training combined with business development services and civic education to 4,500 young women in 30 villages in rural Upper Egypt. The evaluation of the intervention used difference-in-difference and propensity score matching and included 5,704 survey respondents in the follow-up data collection round. Results of the study concentrate on outcomes related to labour market status and career aspirations.

1. The intervention resulted in a strong and highly significant impact on labour market outcomes, economic aspirations and business knowledge of young women in treated villages compared to control villages.
2. Economic empowerment of young women can be increased by combining hard and soft skills, in the form of business, vocational and life skills training, combined with civic education and guidance on how to start a business or become employed.
3. Interventions that specifically target young women must employ a gender-sensitive design, which would include gender-sensitive outreach, creating female-friendly spaces during training, minimizing the distance to training facilities, flexible timing of classes and close mentoring by local women to serve as role models.
4. Promoting safe, flexible, female-friendly employment and workplaces for women including maternity protection and more harmonized work-life balance will help in increasing female labour market participation in Egypt.
5. A combination of creative gender dynamics curricula and innovative programme design is needed if the social and economic empowerment of young women in rural societies is to be increased.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This Information Note presents the Training for Rural Economic Empowerment (TREE) programme of the International Labour Organization (ILO), which aims to promote rural employment using a community-based approach to skills development. It outlines some of the challenges faced in efforts to improve rural livelihoods, presents an overview of the TREE programme, describes some national experiences in implementing TREE and summarizes the programme’s contribution to supporting the ILO’s Decent Work Agenda. It is intended to inform ILO constituents, skills development specialists and training practitioners about the programme and its potential to support national rural skills initiatives.

Impact brief, Issue 9. The Taqeem Impact Brief Series documents how organizations measure outcomes of their employment programmes, the tools that are applied and the findings and recommendations that emerge to assist them in improving impacts and programme design. This rapid evidence assessment analyses gender equality outcomes of Active Labour Market Programmes in the Middle East and North Africa (MENA). The brief provides an overview of the existing evidence on “what works” in promoting gender equality in the MENA region by presenting results from a rapid evidence assessment (REA) of ALMPs.

Through a structured mapping of available evidence, the REA helps to identify knowledge gaps where future research might be needed. Furthermore, by analysing ten impact evaluations, it provides an overview on how gender equality aspects of ALMPs are typically measured. It shows which indicators are used to gather information on gender and labour market outcomes.

Based on the findings of the assessment, recommendations are formulated for improved measurement to better inform programme planning and implementation.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Impact Report Series, Issue 6. The “Impact report” series disseminates research reports from Taqeem-supported impact evaluations. Reports include baseline, endline and qualitative studies which describe the impact estimates of evaluations of youth employment interventions based on experimental and quasi-experimental designs. This report assesses a youth-focused skills training programme in rural and semi-rural Morocco. The intervention delivered financial, life and entrepreneurial skills training, aiming to assist young people with the challenges they face during their transition from school to work. Using a randomized controlled trial, the study explores the medium- to long-term impacts on a range of outcomes related to financial inclusion, employability and human capital accumulation.

Youth-focused development organizations throughout MENA increasingly concentrate on providing skills development training to promote financial inclusion and the labour market integration of young people. Despite the proliferation of such training, the evidence is still scarce on its effectiveness in addressing the wider challenges of economic inclusion among young people in MENA. As the first RCT in Morocco to examine a skills training programme, this impact evaluation, therefore, contributes to closing the knowledge gap on what works in youth employment in the region.
