This study provides an overview of the state-of-play of international cooperation in vocational education and training (VET) across EU/EFTA countries, with both developed and emerging economies. It explains how international organisations focus their work on VET, and analyses the success factors and challenges when engaging in VET internationalisation. Finally the study also presents a set of recommendations for future actions at European and national levels, which provide a good basis for a broader discussion with EU VET stakeholders on how best to pursue efforts to modernise VET systems through internationalisation strategies.

Skills development and vocational education and training (VET) reforms are moving higher on the political agendas in the Eastern Europe (EE) countries, as the governments increasingly acknowledge a clear connection between skills and socio-economic strategies and the country’s competitiveness. Moreover, social partners from national to local levels show growing interest in participating in the skills dialogues as many employers in the region have started to face significant problems with workforce skills that is becoming a constraint for their business development and overall economic growth.

There is no one size fits all and simple solution for better relevance of education and training to labour market, as very few national systems can be transferred directly to another country with the same outcomes. The aim of this paper is to facilitate a debate about the pros and cons of the different approaches to skills development and VET policies, and foster policy dialogue among public and private stakeholders in the EE countries with a view to give countries better insights for choosing their own approach.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report aims at capturing lessons learned and good practices experienced during the implementation of the Skills Enhancement for Employment Project (SEEP) in 5 (five) districts of far western region of Nepal namely Baitadi, Bajhang, Dadeldhura, Darchula and Kanchanpur.

The Project aimed at increasing livelihood options through improved employment opportunities. The project focused on employability enhancement though the training of 1200 youth and establishment of one cooperative in each target district.

Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

La mission d’étude quantitative et qualitative de l’apprentissage informel s’insère dans une ligne d’action (‘Amélioration de l’apprentissage informel en Tunisie’), dans le cadre du programme conjoint ‘Jeune – emploi – migration’ (2009 – 2013). Elle s’est déroulée entre octobre et décembre 2012.

La présente étude vise à :
1) Comprendre les pratiques d’apprentissage dans des métiers sélectionnés et déterminer si l’informalité constitue un phénomène d’une masse critique ou négligeable ;
2) Apprécier l’approche mise en place par le gouvernement tunisien pour structurer l’apprentissage informel à travers l’obtention d’un certificat formel ;
3) Apporter des observations nourries par les enquêtes sur le terrain pour enrichir les réflexions.

This report examines workforce development (WfD) systems in emerging economies around the world and presents novel systems-level data generated by the Systems Approach for Better Education Results (SABER)-WfD benchmarking tool.

The book’s findings, based on cross-sectional data for nearly 30 countries and time-series data for five countries, identify successes and common issues across countries in the sample. In lagging countries, the biggest difficulties relate to: forming and sustaining strategic partnerships with employers; ensuring equitable and efficient funding for vocational education; and putting in place mechanisms to enhance training providers’ accountability for results defined by their trainees’ job market performance. By framing WfD in the broader skills-for-growth context and drawing on lessons from countries where well-designed WfD strategies have helped to drive sustained growth, this book offers clear guidance on how to enable a more effective approach to the inevitably complex challenges of workforce development in emerging economies.

El presente informe recoge los resultados de la segunda implementación que hace el SENA, en Colombia, del Modelo de Prospección del Servicio Nacional de Aprendizaje Industrial de Brasil (Senai), esta vez aplicado al sector transporte de carga, en Bogotá-Región al 2025.

El informe contempla seis apartados. El primero, algunos antecedentes del estudio, dentro de los que se resalta el lugar estratégico que ocupan las Mesas Sectoriales (MS) para el desarrollo de estudios del futuro. El segundo sobre aspectos clave para conocer el sector transporte de carga terrestre en Colombia y Bogotá-Región. El tercero, corresponde al desarrollo metodológico, en el que se combinan la propuesta original del Senai Brasil con algunos ajustes realizados por el equipo del Centro de Tecnologías del Transporte-CTT del SENA en Colombia. Este apartado contempla una fase preprospectiva; una fase de construcción del futuro que incluye los resultados del panel de especialistas, los análisis de vigilancia tecnológica en la identificación de las Tecnologías Específicas Emergentes (TEE) y aquellos obtenidos en las dos rondas Delphi. El cuarto, aborda los Impactos Ocupacionales de las TEE y desarrolla un ejemplo que ilustra el recorrido metodológico y sus resultados. El quinto, recoge recomendaciones y consideraciones finales para el sector, la Mesa Sectorial y para el SENA.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper brings new evidence on the impact of The Peruvian Job Youth Training Program (Projoven). Compared with prior evaluations of the program, this one has several advantages. This is the first experimental impact evaluation of Projoven, and also the first to measure impacts over a longer period: almost three years after training. Additionally, the evaluation supplements data from a follow-up survey with administrative data from the country's Electronic Payroll (Planilla Electrónica), allowing for a more accurate measure of formal employment. It also measures whether socioemotional skills of beneficiaries improved with program participation. The evaluation finds a high long term positive impact of Projoven on formal employment. It also finds certain heterogeneity of program impacts across subpopulations. Impacts on formal employment vary depending on the beneficiaries' gender and age, with different patterns of statistical significance depending on the data source used to measure employment formality. Finally, it does not find significant impacts on socio-emotional skills.
