The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Introduction and rationale

The ILO and its Members have decided to implement a Future of Work Initiative that will culminate at the centennial International Labour Conference in 2019. The rationale behind the Future of Work Initiative is to reflect on the transformational changes taking place in the world of work, to understand the processes of change and to respond effectively so as to advance the shared commitment to decent work for all as reflected in the global 2030 Sustainable Development Agenda and ILO’s mandate of social justice.

Against this backdrop, the ILO Decent Work Team and Office for the Caribbean together with the ILO Research Department, in partnership with the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES ) at the University of West Indies, are interested in determining the current knowledge on selected key themes - as well as research orientation in the region for the near future - with the ultimate goal of determining research gaps and address them in the most suitable way.

Purpose

This consultation on the Future of Work in the Caribbean would further inform on a related and relevant research agenda. A report on the findings will contribute towards the ILO global Initiative, including a constituent meeting to be convened by the ILO in 2018. Further research initiatives would be targeted to ILO constituents (government, employers and workers) in the Caribbean. This also responds to the Conclusions of the 10th ILO Meeting of Caribbean Ministers of Labour in February 2017, to mainstream decent work in national development plans; linking research with policy making.

From 27-28 November 2017 at the ILO/Geneva. The symposium is part of the work of the ILO Employment Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May, which looked at the labour market impact and policy implications of various forms of skill mismatch.

The ILO Employment Policy Department will bring together researchers, policy-makers, practitioners and other stakeholders to review and discuss on-going research on demand for jobs and bottlenecks in developed and developing countries. The themes discussed will cover the impact of automation and digital technologies, issues related to pro-employment macro-economic and sectoral policies, trends in employment and labour market programmes, the future of work for youth and women, transition to formality, and the design and implementation of comprehensive employment policy frameworks. The main objective is to share knowledge and policy lessons learnt on fostering full employment and inclusive and sustainable economic growth. The symposium is part of the work of the Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May 2017, which looked at the labour market impact and policy implications of various forms of skill mismatch.

Conference objectives

The conference will bring researchers, academics, development partners, ILO staff and others to:

- share lessons learned in fostering job-rich growth, emanating from policy interventions and research, that are particularly relevant for the Department’s work going forward;
- contribute knowledge to the ILO’s Future of Work initiative with respect to the future of employment and skills;
- present and discuss results of new research and selected tools and evidence from experience at the country level;
- strengthen the knowledge sharing network among academia, other UN agencies and development partners on the goal of full, productive and freely chosen employment.

Members of permanent missions, employers and workers, international organizations and academia are welcome to attend.

This second edition of the OECD Digital Economy Outlook provides a holistic overview of converging trends, policy developments and data on both the supply and demand sides of the digital economy, and illustrates how the digital transformation is affecting economies and societies. The biennial OECD Digital Economy Outlook examines and documents evolutions and emerging opportunities and challenges in the digital economy. It highlights how OECD countries and partner economies are taking advantage of information and communication technologies (ICTs) and the Internet to meet their public policy objectives. Through comparative evidence, it informs policy makers of regulatory practices and policy options to help maximise the potential of the digital economy as a driver for innovation and inclusive growth.

Paper presented at the 2nd Meeting of the G20 Employment Working Group, 15-17 February 2017, Hamburg, Germany. This concept note discusses the mega-trends that are shaping the world of work and the challenges that they set for labour markets in G20 countries. Going forward, some of these challenges include the design and implementation of policies which will:

• Prepare young people for the jobs of the future by ensuring that they are equipped with the right type of skills to successfully navigate through an ever-changing, technology-rich work environment, and give all workers the opportunity to continuously maintain their skills, upskill and/or reskill throughout their working lives.
• Design labour market institutions (e.g. minimum wages; employment protection; health and safety regulations) which encourage employers to seize the opportunities offered by technological change and globalisation, while making sure that the risks are not borne disproportionately by workers in the form of low pay, precariousness and poor working conditions.
• Re-think social security systems to minimise the chances of people slipping through the holes by: (i) tailoring or adapting them to the new forms of employment; or (ii) decoupling them entirely from people’s work status and history.
• Strengthen activation frameworks to mitigate some of the inevitable adjustment costs of moving towards more globalised and technologically advanced economies by helping those workers who have been displaced by changing skills needs into a new job quickly.
• Promote new forms of social dialogue which allow tailored solutions to new challenges to emerge at the firm-level, while strengthening the voice of those workers who are increasingly working independently and separated by distance, language and legal context.

The global economy is affected by significant economic, technological and demographic changes that threaten to reduce decent work opportunities at a time when the demand for employment is growing and economic inequalities are higher than ever. New technologies and automation are increasingly replacing human workers, and the sectors that are less likely to be affected by these phenomena and more likely to grow in the near future (like personal services, for instance) are also more prone to informal or non-standard forms of employment. In this context, significant attention is being paid to the social and solidarity economy (SSE) as a viable option to help address some of these challenges. Indeed, while the SSE comprises a diverse and heterogeneous universe of organizational models and approaches, the main actors within the SSE share a set of common features that make them ideally suited to take on some of the key issues related to the future of work.

The paper reviews the main theoretical arguments and empirical evidence on the features and role of SSE organizations, paying particular attention to their implications for the creation and preservation of decent work. The analysis shows that SSE organizations can indeed help create and preserve employment in traditional sectors and promote decent work by providing quality and stable jobs, facilitating women’s entry into the labour force, integrating disadvantaged workers and helping the transition from informal to formal employment. The paper also argues that SSE organizations can help channel jobs in emerging sectors like the “silver economy”, that are at risk of non-standard forms of work, within entrepreneurial organizations that can provide more structure and security. This will be particularly important in the coming years, as a larger share of employment will come from the service sector (including in particular personal care and social services) and will be much less structured than in the past due to the rise of the gig economy. The paper concludes with a review of the main policy implications, briefly describing the types of initiatives, both at the national and international levels, that could lend the SSE the support it needs in order to fulfil its potential and help improve the future of work.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Many people would not consider schools among the most innovative institutions of modern societies. This perception is not entirely accurate, since education is innovating in many ways in order to meet the demands of the 21st century economies and societies. But teachers and schools cannot do it alone. They should be seen as actors and partners in broader ecosystems of innovation and learning at the local and regional levels. Schools are networking organisations, making important contributions to the regional economy and local community. Businesses, industry, organisations and communities can help and support schools, and can also benefit from their roles in learning, knowledge development and innovation.

This report serves as the background report to the third Global Education Industry Summit which was held on 25-26 September 2017 in Luxembourg. On the basis of recent OECD analysis, it discusses innovation in education, schools driving progress and well-being in communities, the role of industry and employers in supporting schools and suggests policies towards better ecosystems of learning and innovation. The report argues for better networking and partnerships between schools, regional industries and local communities.

The report highlights the emergence of a new global skills gap where gender, class, geography and age can have a huge impact on whether a person is able to harness new technologies or not. It also presents strategies for ensuring all groups of people can develop these skills. Drafted by the Broadband Commission for Sustainable Development's Working Group on Education, chaired by Ms. Irena Bokova, Director General of Unesco, and John Galvin, Vice-President of Intel, the report identifies essential digital skills and competencies from basic skills to high-level professional skills.

Findings show that the development of these digital skills depends on a number of factors such as appropriate involvement of government, blending traditional ‘non-digital’ education approaches and digital applications, bridging formal and non-formal digital skills provision, and enhancing the digital competencies of teachers.

The report also focuses special attention to the often overlooked ‘complementary’ skills required to navigate technology-driven societies, such as an understanding of privacy considerations; knowledge of how to engage as responsible digital citizens; and awareness of how digital technology, big data and algorithms are shaping society.

Included in the report are policy recommendations that advice for governments to:

- Maintain public involvement in the increasingly commercially driven space of digital skills development.

- Redouble efforts to address inequalities in the provision of digital skills and competencies.

- Generate increased data on digital skills across populations to identify and fill gaps through education.

- Promote open digital resources and address needs not met by commercial providers.

- Foster partnerships with various stakeholders—including industry partners—to expand and improve the quality and relevance of digital skills development initiatives.

Also included in the report is a compendium of case studies illustrating successful examples of public and private sector working together in Africa, Asia, Europe and North America to ensure that all people have the skills and competencies they need to participate in the knowledge-based economy of the future.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

This paper analyses the ‘stylized facts’ of the current realities in the world of production and the world of work in Latin America and the Caribbean. It groups the key factors that can be considered as the main drivers of change and determinants of the future of work in the region. It suggests the need for a more integrated and renewed view of the nexus of productive development-technology-innovation-education-skills-employment and employability. And it argues the need for new, broader pacts that express this vision, along with institutional reforms that translate it into concrete, sustainable actions and State policies.

Part of the ADAPT Labor Studies Book Series. Several major transformations have characterized the world of work in recent years. Those transformations follow different patterns in different countries, yet their dynamics are so interrelated that it is often hard, if not impossible, to distinguish the causal relationships among them. Technological advances, globalization, old and new media, demographic changes, and new production and economic systems are all key factors acting on this ongoing transformation which is impacting both the world of work and society as a whole. In the spirit of Karl Polanyi, the well-known scholar who described the rise of market-based societies, we are led to wonder if we are witnessing a new 'Great Transformation of Work', on such a scale that it might change the very meaning of work in our society, and even its anthropological connotations. Accordingly, this volume investigates and discusses the different aspects of this transformation from a comparative perspective. In order to propose better solutions to cope with these changes, it is necessary to analyze their ongoing dynamics. Lawmakers, unions, scholars and practitioners are all called to do their part in order to achieve the goals of sustainability and fairness of our economic systems.
