Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Preparing the Region for the Fourth Industrial Revolution. This Executive Briefing has been prepared by the World Economic Forum. Education and work in the Middle East and North Africa region will determine the livelihoods of over 300 million people and drive growth and development for generations to come. As one of the youngest populations in the world, it is imperative that the region make adequate investments in education and learning that hold value in the labour market and prepare citizens for the world of tomorrow. In addition, as the global transformation of work unfolds in the region, policymakers, business leaders and workers must be prepared to proactively manage this period of transition.

This Executive Briefing uses the latest available data, including through a research partnership with LinkedIn, to provide a concise overview of the region’s education, skills and jobs agenda. It is intended as a practical guide for leaders from business, government, civil society and the education sector to plan for the needs of the future. It is also a call to action to the region’s leaders to address urgently the reforms that are needed today to ensure that the Middle East and North Africa’s young people can harness the new opportunities that are coming their way.

In addition to providing insights on current trends and future projections, the World Economic Forum also aims to provide a platform for multistakeholder collaboration to prepare for the future of work by closing skills gaps and gender gaps through two key initiatives in the region. The New Vision for Arab Employment consolidates the latest insights, brings together business efforts to impart employability skills and supports constructive public-private dialogue for reform of education systems and labour policies. To date, companies engaged in the initiative have supported skills development for 250,000 people. In addition the Gender Parity Task Forces help provide a method for national stakeholders to close economic gender gaps, with the first task force in the region to be launched this year. We invite more stakeholders to join these efforts, enhancing collaboration and coordination to accelerate impact.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This publication examines the opportunities and challenges, for business and government, associated with technologies bringing about the “next production revolution”. These include a variety of digital technologies (e.g. the Internet of Things and advanced robotics), industrial biotechnology, 3D printing, new materials and nanotechnology. Some of these technologies are already used in production, while others will be available in the near future. All are developing rapidly. As these technologies transform the production and the distribution of goods and services, they will have far-reaching consequences for productivity, skills, income distribution, well-being and the environment. The more that governments and firms understand how production could develop in the near future, the better placed they will be to address the risks and reap the benefits.

Research Department Working Paper No. 13 The new wave of technological innovation is expected to fundamentally change the future of jobs. The debate on the impact on jobs, however, is controversial. Some expect a jobless future, while others argue that history will repeat itself, and new technologies will eventually create new and better jobs.

This research aims at a better understanding of the dynamics of job destruction and job creation. The paper develops a framework to explain the nexus new technology, innovation and job, and the forces driving labour-saving as well as job-creating innovations. Technological change is explained as a nonlinear and complex process which comes in waves and different phases, and market, social and political forces are driving the dynamics of job destruction and job creation.

The paper firstly explains the role of market forces in driving automation and fragmentation as two forms of process innovation that destroy jobs in industrial production regimes. Secondly, markets also create jobs by adjusting to increased productivity and jobs losses. However, due to country-specific social capabilities the net impact on jobs differs significantly across countries. Finally, this paper explains the long-term process of moving towards a golden age of job creation. Such a phase of massive job creation can only be achieved by transformative changes in the economy where radically new products and new growth industries emerge in a process of creative destruction. Such changes cannot be generated by markets, they are a social and political choice. The paper argues that unintended consequences of past technological changes have disruptive effects in societies and natural environment which trigger social debates and movements, societal learning processes, and eventually, new social and political demand and new capabilities. It is this social transformation that propels transformative structural changes in the economy and massive job creation.

This paper concludes that technological change and the future of jobs is not deterministic, but needs to be shaped. Both, market adjustment and societal learning processes drive endogenously the job-creation dynamics. The challenge for public policies is to foster the dynamics of societal learning and economic transformation.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Part of the New Skills at Work series. This report provides insights and recommendations on how the ASEAN-5 (Singapore, Malaysia, Thailand, Indonesia, the Philippines) can respond to skills challenges impacting their economies. It puts the spotlight on the need for an industry-oriented approach to develop job-specific skills in key growth industries, on which the success of the national growth strategy hinges. The industries selected include the information and communication technology (ICT) industry (in all five countries), electronics and electrical manufacturing (Singapore, Malaysia, and the Philippines), finance and insurance (Singapore), oil and gas (Malaysia), automotive (Thailand and Indonesia), and tourism (Thailand, Indonesia, and the Philippines). By focusing on skills gaps in key growth industries, the study provides insights into the nature of the skills challenges and how they can be effectively managed. For each country, the authors have also used a successful skill-training initiative to illustrate how skills challenges can be overcome in each country given its peculiar constraints. The report concludes that overcoming challenges will require government and employers to work together to develop coherent policies and targeted incentive structures for workers to acquire general and job-specific skills.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Future [inc] is a series of thought leadership pieces written in conjunction with Chartered Accountants Australia and New Zealand. This analysis contributes to the debate for developing the prosperity of Australia and New Zealand. Our economy and society are being shaped by large-scale shifts, from globalisation to digital disruption. Businesses are facing more intense pressures to respond to changing customer demands and new market entrants. Policy makers are reshaping their agendas. The forces of disruption are not just being driven by start-ups and felt by business leaders – they’re driving change in the workforce and labour market.

Two-thirds of those with less than five years’ experience (early-career Australians) expect that their job will not exist, or will fundamentally change, in the next 15 years. If they are correct, this means that there is likely to be a period of transition. Many will have to reskill, retrain or change jobs.

This paper shows that the workforce will change significantly in coming years. Using an extensive survey, it considers what this means for careers, skills, education and workplaces.
