There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Increasing adult participation in education and training, decreasing inequalities and ensuring labour market relevance are all important objectives of EU policies. This report provides a statistical picture of job-related adult learning and continuing vocational training in the EU. It selects, presents and analyses internationally comparable data from the adult education survey and the continuing vocational training survey. These are essential resources to complement and understand better the labour force survey indicator of participation in adult learning. The report provides further insights, in particular with regard to the job-related and employer-sponsored components of learning and training. Types, forms, purposes, content, employer support and financing of adult learning as well as obstacles and barriers are analysed. Results at EU and country levels, as well as key trends and breakdowns are presented. By contributing to better understanding of patterns and trends in adult learning and continuing vocational training, the report is a valuable tool for evidence-informed lifelong learning policies at EU and country level.

This report brings together evidence on the availability of skills from STEP (Skills Towards employment and Productivity) surveys: household level surveys that measure generic skills of the working age population and track the evolution of skills over cohorts for Armenia, Georgia, Macedonia and Ukraine; and firm level surveys that identify demand for skills, for Armenia, Georgia and Ukraine. The framework underlying these surveys adopts a broad view to skills sets, incorporating both general cognitive skills, including foundational skills like literacy and numeracy, as well as general problem solving skills; socio-emotional skills, such as the ability to work independently, focus on results, or communicate and collaborate with co-workers and business contacts; and technical skills, pertaining to specific occupations. The objective of the report is to use these questions to stimulate discussion as to how to measure and track skills gaps and subsequently identify a policy agenda to narrow the gaps.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 19 This report presents the results of the School-to-work transition surveys (SWTS) implemented in five countries in the Asia-Pacific region – Bangladesh, Cambodia, Nepal, Samoa and Viet Nam – in 2012 or 2013. The indicators resulting from the surveys and analysed in this report provide a much more detailed picture of the youth in the labour market in a part of the world where labour market information is sparse and sporadic. Results show that unemployment of young people remains a matter of concern, especially among those with higher education, but that issues relating to the quality of work available to young people are of even greater relevance to the design and implementation of policy interventions.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The document shares insights from the first pan-European survey on skill mismatch, Cedefop’s study of around 49 000 adult employees (aged 24-65) in all 28 European Union Member States that examines how people’s qualifications and skills are matched (or not) to the changing skill demands of their jobs and the extent to which employees’ skills are developed and used in their workplace.

The survey finds that almost half (47%) of EU adult workers have seen the technologies they use change since they started their job; 21% also consider it very likely that several of their skills will become outdated in the next five years. It also observes that the unemployed tend to return to the labour market more frequently in temporary roles that require fewer skills and offer fewer learning opportunities. According to the survey, several sectors are more likely to underuse skills, such as retail and sales, accommodation, catering and food services, transportation and storage, cultural industries and social and personal services. The report recommends that to overcome skill mismatches, more and better jobs that invest in people’s skills are needed.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 20 The report presents the highlights of the 2013 School-to-work Transition Survey run together with the Palestinian Central Bureau of Statistics within the framework of the ILO Work4Youth Project. It provides an overview of the Palestinian labour market and the socio-economic context surrounding youth employability. The study also discusses the length of time that young men and women spent in transition and traces the various labour market experiences they had along the way. The report concludes with analysis of policy implications.

This paper exploits data from the Survey of Adult Skills (PIAAC) to shed light on the link between measured cognitive skills (proficiency), (formal) educational attainment and labour market outcomes. After presenting descriptive statistics on the degree of dispersion in the distributions of proficiency and wages, the paper shows that the cross-country correlation between these two dimensions of inequality is very low and, if anything, negative. As a next step, the paper provides estimates of the impact of both proficiency and formal education at different parts of the distribution of earnings. Formal education is found to have a larger impact on inequality, given that returns to education are in general much higher at the top than at the bottom of the distribution. The profile of returns to proficiency, by contrary, is much flatter. This is consistent with the idea that PIAAC measures rather general skills, while at the top end of the distribution the labour market rewards specialised knowledge that is necessarily acquired through tertiary and graduate education. Finally, a decomposition exercise shows that composition effects are able to explain a very limited amount of the observed cross-country differences in wage inequality. This suggests that economic institutions, by shaping the way personal characteristics are rewarded in the labour market, are the main determinants of wage inequality.
