Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Analysis of the Bahamas’ 2012 wages & productivity survey

Most employers in the Bahamas report difficulties in finding the right set of skills for their jobs, while many people remain unemployed after the recent crisis (14.0% in 2012). Additionally, as new investments generate increasing manpower needs, responding to the skills shortage with a skills development strategy becomes a rising social and economic issue.

This report aims to provide insight into this labour market dilemma by examining private sector employers’ reports in the 2012 WPS on firms’ demand for skills, difficulties in hiring, training needs and training practices.

Few topics have preoccupied US employers more in recent years than what they perceive as a growing gulf between the knowledge, skills and abilities of young people entering the workforce and the knowledge, skills and abilities that they believe to be crucial to the success of their enterprises.

This research shows that, although the desire for collaboration with higher education is almost universal, there is a lack of coherence in how companies approach such partnerships, the kinds of institutions they seek to partner with and the benefits they expect to derive from such collaborations. The survey, in particular, reveals a pervasive concern and need among companies to better understand the tangible returns on the investments they make in institutions, in educating students or in training employees. If we want to expand and improve these collaborations, finding ways to better measure outcomes seems to be a key first step.

Skill Shortages Australia is a six monthly publication that reports on the results of on-going skill shortage research undertaken by the Department of Employment (and its predecessors) through its national and state/territory offices. It is current at the end of June 2014.

As part of the department’s skill shortage research programme in 2013-14, the labour market for more than 100 occupations was assessed through contact with more than 5100 employers and recruitment agents using the Survey of Employers who have Recently Advertised (SERA), consultation with key industry and occupational associations and consideration of a range of other data sources.

This edition provides an overview of the department’s research and contextual information about the Australian labour market. The department’s state and territory skill shortage lists, occupation cluster reports and individual occupational reports complement this publication.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. ILO Asia-Pacific working paper series The analysis of employers’ perceptions is a new topic in Cambodia, but one that responds to the precise demands of policy-makers while representing a necessary step in the formulation of a National Employment Policy (NEP) that is responsive to both employers’ and workers’ needs and interests.

This survey was the first to be conducted in Cambodia with the aim of describing and understanding employers’ points of view in support of better-informed design, and implementation of, employment and labour market policies.

The survey drew on more than 500 establishments in six sectors. The sectors included three in manufacturing (food and beverages; garments, apparel, and footwear; and rubber and plastics), two in services (finance and insurance, and accommodation), plus construction. The survey covered such topics as skills gaps, skills shortages, difficulties in recruiting, and hard-to-fill vacancies.

Statistical information on skill and qualification requirements for occupations is fragmented, inconsistent, difficult to compare across European countries, and usually not detailed enough to reflect the specific characteristics of a given occupation. The occupational skills profile approach aims at integrating several available European sources and supplementing them with data gathered from EU and US surveys. This has been made possible by developing specific methods of data mapping, matching and integration. As a result, the skill requirements of occupations can be not only defined at a detailed level and further aggregated at higher levels as required, but also compared across sectors, countries and over time.

Evidence Report 81 The UK Commission’s Employer Skills Survey is the definitive source of intelligence on employer investment in skills in the UK. The survey was first conducted at UK wide level in 2011, developing from a series of legacy surveys conducted in each of the countries of the UK during the 1990s and the 2000s. The 2013 survey represents the second edition in the combined UK series. It explores the skills challenges that employers face both within their existing workforces and in terms of bringing in new skilled labour, the levels and nature of training investment, recruitment of young people and education leavers and the relationship between skills challenges, training activity and business strategy.

Like its predecessor, the study reports on the experiences of employers at the establishment level, rather than at the enterprise level. Sole traders and establishments with just one employee and no working proprietors were excluded from the survey population.

The survey constitutes a powerful data source: this report presents an initial cut of findings. Accompanying the report are also data tabulations and a data file which can be found here: www.ukces.org.uk/ourwork/employer-skills-survey. Further reports looking at the survey in more depth from different perspectives will follow throughout 2014.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Around the world, governments and businesses face a conundrum: high levels of youth unemployment and a shortage of job seekers with critical skills. This report explores the issue of school-to-work transition of youth and looks at challenges and approaches that work.

It provides an analysis of more than 100 education-to-employment initiatives from 25 countries, selected on the basis of their innovation and effectiveness. It also contains the results of a survey of youth, education providers, and employers in nine countries that are diverse in geography and socioeconomic context: Brazil, Germany, India, Mexico, Morocco, Saudi Arabia, Turkey, the United Kingdom, and the United States.

The European economy’s competitiveness is affected by its capacity to prevent skill gaps and shortages in the labour market, especially when enterprises and their investments form major contributors to faster economic recovery. The European employer survey on skill needs makes an innovative contribution to linking the world of employers with that of education and training, offering skill needs identification and anticipation at European level and in Member States.

This publication presents results from a pilot survey in 2012 for identifying employers’ skill needs in nine Member States. It describes the measurement concept and survey methodology, and presents illustrative findings with some implications for future work. The approach’s practicability is assessed and options for moving on to a large-scale survey on employer skill needs in Europe are discussed.

OECD Skills Studies The OECD’s international Survey of Adult Skills aims to help countries secure better skills policies by measuring the basic skills of adults in 24 countries and demonstrating how these skills relate to economic and social outcomes. The current report, exploring the main results from the United States, underlines how the U.S. compares with other countries and what this means for policy-making. It puts forward a set of key recommendations that include strengthening initial schooling, supporting adult learning, and developing a set of coherent policies to address the needs of those with the weakest skills.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 4 This report presents the highlights of the 2012 School-to-work Transition Survey (SWTS) implemented by the National Statistics Office of the Republic of Malawi within the framework of the ILO Work4Youth Project. This project entails collaboration with statistical partners and policy-makers of 28 low- and middle-income countries to undertake the SWTS and assist governments and the social partners in the use of the data for effective policy design and implementation.
