The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This paper focuses on the estimation of skill/industry premiums and labor force composition at the national and sector levels in seven East Asian countries with the objective of providing a comprehensive analysis of trends in demand for skills in the region. The paper addresses the following questions: Are there converging or diverging trends in the region regarding the evolution of skill premiums and labor force composition? Are changes in skill premiums generalized or industry-related? How have industry premiums evolved? The analysis uses labor and household surveys going back at least 10 years. The main trends emerging from the analysis are: (a) increasing proportions of skilled/educated workers over the long run across the region; (b) generally increasing demand for skills in the region; (c) the service sector has become the most important driver of demand for skills for all countries (except Thailand); (d) countries can be broadly categorized into three groups in relation to trends and patterns of demand for skills (Indonesia, Philippines, and Thailand; Vietnam and China; and Cambodia and Mongolia); and (e) industry premiums have increased in three countries of the region (Philippines, Thailand, and Cambodia). These trends point to several policy implications, including that governments should focus on policies promoting access to education to address the increasing demand for skills and/or persistent skill shortages; support general rather than specific curricula given broad-based increases in skill premiums in most countries; better tailor curriculum design and content and pedagogical approaches to the needs of the service sector; and target some social protection programs to unskilled workers to protect them from the "unequalizing" impact of education.

This book uses a range of different data sources to argue that the skills problem in the ECA region relates more to the quality and relevance of the education provided in ECA countries than to problems of access. A central argument of the book is that ministries of education are constrained in a number of ways from effectively managing their education and training sectors. The three most important and interrelated impediments to improving quality and relevance are the lack of systematic data on key skills-related performance issues (i.e., how much students are learning and whether they are finding jobs after they graduate), the legacy of central planning, and inefficient use of resources. Lack of data on student learning and employment outcomes makes it difficult for education ministries to address the legacy of central planning, which emphasizes centralized management based on inputs. Ministries of education in the region continue to micromanage the sector using detailed norms and regulations. This input-oriented style of management leads to the inefficient use of resources and results in a rigid education sector not the type of flexible sector needed by ECA to create modern, skilled workforces. This book highlights how these constraints manifest themselves and then presents ways of overcoming them, relying on the experience of ECA countries that have successfully addressed them, together with international experience. Recommendations are presented in separate chapters for pre-university, tertiary, and adult education.

La présente note de recherche est un résumé de l’étude Besoins professionnels et de qualifications dans le secteur des énergies renouvelables (BIT, 2011), qui est issue d’un projet conjoint CE-OIT sur le Partage des connaissances pour une détection précoce des besoins de qualifications. Ce projet couvrait plus de 30 pays dans le monde entier – tant développés qu’en développement. Il était appuyé par le Programme de l’UE pour l’emploi et la solidarité sociale – PROGRESS (2007-2013). Il a été mis en oeuvre dans le cadre de l’Initiative Emplois verts – un partenariat entre l’OIT, le PNUE, l’OIE et la CSI. Cette étude repose, entre autres choses, sur une enquête menée au nom du projet par l’Alliance internationale pour la promotion des énergies renouvelables (REN-Alliance). Les conclusions ont été validées par une discussion de groupe ciblée et un atelier d’experts.

La presente síntesis de investigación es un resumen del estudio Skills and Occupational Needs in Renewable Energy (OIT, 2011), realizado en el marco de un proyecto conjunto de la Unión Europea y la OIT sobre el intercambio de conocimientos en la detección temprana de necesidades de competencias profesionales (Knowledge sharing in early identification skill needs). El proyecto abarcó más de 30 países de todo el mundo, tanto desarrollados como en vías de desarrollo. Recibió el apoyo del Programa de la UE para el empleo y la solidaridad social – PROGRESS (2007-2013), y se llevó a cabo en el contexto de la Iniciativa de Empleos Verdes, asociación establecida entre la OIT, el PNUMA, la OIE y la CSI. El estudio se basa, entre otras fuentes, en una encuesta realizada para el proyecto por la Alianza Internacional de Energías Renovables (REN Alliance). Los resultados fueron validados a través de un grupo de discusión y un taller de expertos.

TVET: Key for the Development of a Modern and Competitive Workforce

The Policy on Technical and Vocational Education and Training 2009 – 2014 focuses on technological and human resource development, and particularly on equal opportunity of access for males and females.
For that purpose, the Policy sets the following goals for TVET:
• Meet the need for highly skilled craftsmen and technicians through education and training during and after the secondary level;
• Make education and training opportunities available to all regardless of ethnic origin, sex, scholastic ability, aptitude, or place of residence;
• Develop competencies needed for successful transition from school to work with emphasis on leadership and personal employability skills;
• Ensure that students/trainees acquire competencies needed for employment or self- employment in occupations of their choice and for which there are employment opportunities;
• Promote programmes which are developed through collective efforts with business, industry, and government, and which effectively use public and private resources;
• Provide training or retraining for workers whose skills and technical knowledge must be updated as well as those whose jobs will be made redundant due to increasing efficiency, automation, or economic change;
• Expand the Technical and Vocational Education and Training programmes consistent with employment possibilities and national economic needs.

La présente note de recherche est un résumé de l’étude Besoins de compétences et besoins professionnels dans le secteur de la construction verte (BIT, 2011), qui est issue d’un projet conjoint CE-OIT sur le Partage des connaissances pour une détermination précoce des besoins de compétences. Ce projet couvrait plus de 30 pays dans le monde entier – tant développés qu’en développement. Il était appuyé par le Programme de l’UE pour l’emploi et solidarité sociale – PROGRESS (2007-2013). Il a été mis en oeuvre dans le cadre de l’Initiative Emplois verts – un partenariat entre l’OIT, le PNUE, l’OIE et la CSI. Cette étude repose sur un certain nombre d’études de cas par pays et sur une enquête portant sur les mandants de l’OIT, y compris les gouvernements et les organisations d’employeurs et de travailleurs. Les conclusions ont été validées par une discussion de groupe et un atelier d’experts.
