According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper is designed to guide readers through the key issues in identifying the relevant core skills for employability, understanding their importance and ways these skills can be delivered, attained and recognized. An ILO review of numerous teaching methodologies and training techniques demonstrates that acquiring such skills requires innovative ways of delivering training, so that core skills go hand in hand with technical skills. This guide illustrates various ways of integrating employability skills into core academic content and vocational training, rather than providing a “core skills curriculum”.

Recognizing the added hurdles that disadvantaged youth face in the labour market the guide pays particular attention to this group. Innovative use of ICT, improving informal apprenticeships systems and targeted interventions directed at the specific hurdles provide greater opportunities to bring core work skills into technical training of disadvantaged young women and men.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Policy Research Working Paper 3581 The authors investigate the occupational placement of immigrants in the U.S. labor market using census data. They find striking differences among highly educated immigrants from different countries, even after they control for individuals' age, experience, and level of education. With some exceptions, educated immigrants from Latin American and Eastern European countries are more likely to end up in unskilled jobs than immigrants from Asia and industrial countries. A large part of the variation can be explained by attributes of the country of origin that influence the quality of human capital, such as expenditure on tertiary education and the use of English as a medium of instruction. Performance is adversely affected by military conflict at home which may weaken institutions that create human capital and lower the threshold quality of immigrants. The selection effects of U.S. immigration policy also play an important role in explaining cross-country variation. The observed under-placement of educated migrants might be alleviated if home and host countries cooperate by sharing information on labor market conditions and work toward the recognition of qualifications.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

The ‘Agenda for new skills and jobs’ flagship initiative sets out, in 13 key actions with accompanying and preparatory measures, how the European Commission will help the EU reach its employment target for 2020: 75% of the working-age population in work. Launched in 2010, it is part of the EU's overall strategy – Europe 2020 – promoting smart, sustainable and inclusive growth in the next 10 years and beyond.

The overall objective of the Agenda is to modernise labour markets and empower people by developing their skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

The Agenda presents a set of concrete actions that will help:
• Stepping up reforms to improve flexibility and security in the labour market ('flexicurity');
• Equipping people with the right skills for the jobs of today and tomorrow;
• Improving the quality of jobs and ensuring better working conditions;
• Improving the conditions for job creation.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The paper prepared for Expert Group Meeting on Migration and Education: Quality Assurance and Mutual Recognition of Qualifications, UNESCO, Paris, 2008 Canada has a long history of having a proactive immigration policy, and government-funded programs delivered through a network of community-based non-government organizations that assist in the settlement and integration of immigrants.

Although there has been much attention given to selecting and integrating immigrants with the qualifications and skills identified as necessary for the Canadian labour market, the actual labour market outcomes (income and employment levels) have not been at the level expected.

The focus of this paper is on Foreign Credential Recognition (FCR), which can narrowly be described as the assessment and recognition of formal academic credentials. However, the underlying dialogue and meaning of FCR relates to broader themes of immigration and labour market integration. Therefore, the paper attempts to examine FCR from a perspective that looks at the relationships between immigrants and Canadian society at large, and the multiple issues involved in credential recognition, which include not only the recognition of an individual’s paper credentials, but of their language and communication skills, workplace competencies and experience, and even national origin.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Second Edition January 2013 The Australian Qualifications Framework (AQF) is the national policy for regulated qualifications in Australian education and training. It incorporates the qualifications from each education and training sector into a single comprehensive national qualifications framework.

The objectives of the AQF are to provide a contemporary and flexible framework that:
• accommodates the diversity of purposes of Australian education and training;
• contributes to national economic performance by supporting contemporary, relevant and nationally consistent qualification outcomes which build confidence in qualifications;
• supports the development and maintenance of pathways which provide access to qualifications and assist people to move easily and readily between different education and training sectors and between those sectors and the labour market;
• supports individuals’ lifelong learning goals by providing the basis for individuals to progress through education and training and gain recognition for their prior learning and experiences;
• underpins national regulatory and quality assurance arrangements for education and training;
• supports and enhances the national and international mobility of graduates and workers through increased recognition of the value and comparability of Australian qualifications;
• enables the alignment of the AQF with international qualifications frameworks.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report was prepared as one in a series of background studies under an international research project conducted by the ILO Skills and Employability Department in partnership with the European Training Foundation on the implementation of National Qualifications Frameworks and their use and impact. The individual country studies and the subsequent cross-country comparative analysis strengthen the empirical foundation for eventual policy advise on whether and, if so, then how to introduce a qualifications framework as part of a strategy to achieve countries’ wider skills development and employment goals.
This report on Malaysia is one of a dozen studies of countries around the world undertaken to examine the extent to which qualifications frameworks are achieving policy objectives and which types of qualifications frameworks seem most appropriate in which contexts.
