This report was prepared as one in a series of background studies under an international research project conducted by the ILO Skills and Employability Department in partnership with the European Training Foundation on the implementation of National Qualifications Frameworks and their use and impact. The individual country studies and the subsequent cross-country comparative analysis strengthen the empirical foundation for eventual policy advise on whether and, if so, then how to introduce a qualifications framework as part of a strategy to achieve countries’ wider skills development and employment goals.
This report on Sri Lanka is one of a dozen studies of countries around the world undertaken to examine the extent to which qualifications frameworks are achieving policy objectives and which types of qualifications frameworks seem most appropriate in which contexts.

The research produced empirical evidence and analysis of countries' experiences as a basis for advising countries on whether and, if so, then how to introduce a qualifications framework as part of a strategy to achieve their wider skills development and employment goals. In partnership with the European Training Foundation, a dozen country studies examined the extent to which qualifications frameworks are achieving policy objectives and which types of qualifications frameworks may be appropriate in which contexts. This paper is one of the case studies conducted as part of the research and appears as a chapter in Employment Working Paper No. 45 done in 2009, ‘Learning from the first qualifications frameworks’.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

OECD Education Working Papers, No. 88 The main task of the Working Group on Adult Learning of the INES Labour Market, Economic and Social Outcomes network is the development of indicators on Adult Learning for publication in the annual volume “Education at a Glance” of the OECD. As part of this task, a list of 18 policy goals/issues in the domain of adult learning have been identified through broad consultations. After identifying the policy goals a theoretical framework was developed in order to be able to systematically select indicators for monitoring them. The theoretical framework is based on a systemic approach, identifying context, input, processes, output and outcome of the system of Adult Learning. The policy goals to be monitored and the theoretical framework constitute the basis for the definition and selection of a list of indicators which might be published in “Education at a Glance”. The third element in the development of international indicators is the existence of comparable data of good quality. The paper includes a list of 44 indicators which are practical to publish with existing data sources or with data sources likely to become available in the near future. The coverage of the policy areas is uneven, reflecting both the focus of existing data sources and the difficulties of some data gathering exercises.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Invertir en educación y desarrollo de calificaciones de mujeres y hombres para ayudar a las economías a alcanzar un crecimiento dinámico con empleos de calidad es una prioridad urgente en todo el mundo.

En el 2008 la Conferencia Internacional del Trabajo, los mandates tripartitos de la OIT, gobiernos, empleadores y trabajadores, adoptaron una serie de conclusiones completamente enfocadas en este reto. Estas conclusiones brindan una orientación práctica para fortalecer la educación, la capacitación vocacional y el aprendizaje a lo largo de la vida como los principales pilares de la empleabilidad de los trabajadores y del carácter sostenible de las empresas en el marco del Programa de Trabajo Decente.

Las conclusiones destacan cómo el desarrollo de calificaciones puede ser una herramienta importante para reducir la pobreza y la exclusión y fortalecer la competitividad y la empleabilidad.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Lors de la Conférence internationale du Travail de 2008, les mandants tripartites de l’OIT (gouvernements, employeurs et travailleurs) ont adopté une série de conclusions uniquement centrées sur ce problème. Elles fournissent des directives pratiques en vue de renforcer l’éducation, la formation professionnelle et la formation tout au long de la vie, qui constituent les piliers essentiels de l’employabilité des travailleurs et du développement durable des entreprises dans le cadre de l’Agenda du travail décent.

Les conclusions soulignent à quel point le développement des compétences peut être un puissant instrument pour faire reculer la pauvreté et l’exclusion, et améliorer la compétitivité et l’employabilité.
