Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This note presents a brief overview of Public Employment Services (PES) in Egypt, describes the institutional framework for public delivery of Active Labor Market Programs (ALMPs) there and proposes a policy framework to improve employment services in the country.

The note is structured as follows. Section 1 presents PES international best practice. Section 2 describes the institutional framework governing employment services in Egypt. Sections 3 and 4 describe provision of labor intermediation and technical and vocational education and training (TVET) in Egypt. Sections 5 and 6 describe the country’s existing Public Works and Regional Development Programs as well as entrepreneurship programs followed by a brief conclusion.

OECD Social, Employment and Migration Working Papers, No. 121 The paper provides a review of literature on mismatches between workers’ competences and what is required by their job in OECD countries. The analysis suggests that over 35% of workers are over-qualified in Sweden compared with just 10% in Finland, with most other OECD countries located between these two extremes. There is also extensive evidence that youth are more likely to be over-qualified than their older counterparts and the same is found to be true for immigrant workers compared with a country’s nationals. On the other hand, no definitive evidence has been found of the persistence of qualification mismatch, with some papers showing that over-qualification is just a temporary phenomenon that most workers overcome through career mobility and others finding infrequent trantisions between over-qualification and good job matches. Across the board, over-qualified workers are found to earn less than their equally-qualified and well-matched counterparts but more than appropriately-qualified workers doing the same job. Under-qualified workers are found to earn more than their equally-qualified and well-matched counterparts but less than appropriately-qualified workers doing the same job. Over-qualified workers are also found to be less satisfied about their job and more likely to leave their work than well-matched workers with the same qualifications.

The report explores the demand for skills in current job opportunities in Solomon Islands and finds a mismatch with skills supplied in the labour force. It proposes practical actions to orient the supply of training to the economic opportunities available at home and overseas.

The report shows that more actions are needed across a range of areas, from expanding early childhood education to literacy training, to services supporting the transition from school to employment, and coordination of labour market data within government and with employers. Training preparation for labour migration would help assess overseas employment opportunities which are important to the future of many Solomon Islanders. The report supports the Government’s National Human Resource Development and Training Plan and identifies key actions to include:
• development of the National Qualifications Framework;
• improved linkages between training providers and employers including at provincial level;
• increasing second chance education to gain literacy and livelihoods skills;
• non-formal training pathways relevant to informal and village livelihoods;
• incentives for workplace training and reduced barriers for women in training and enterprise.

The report finds that jobseekers need skills, the right motivation and expectations, and work-ready behaviours such as problem-solving, communication and attitudes to meet employer needs. As formal employment is limited, more financial literacy and entrepreneurial skills training could expand the informal and self-employment livelihoods opportunities needed by the majority of Solomon Islanders.

The ‘Agenda for new skills and jobs’ flagship initiative sets out, in 13 key actions with accompanying and preparatory measures, how the European Commission will help the EU reach its employment target for 2020: 75% of the working-age population in work. Launched in 2010, it is part of the EU's overall strategy – Europe 2020 – promoting smart, sustainable and inclusive growth in the next 10 years and beyond.

The overall objective of the Agenda is to modernise labour markets and empower people by developing their skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

The Agenda presents a set of concrete actions that will help:
• Stepping up reforms to improve flexibility and security in the labour market ('flexicurity');
• Equipping people with the right skills for the jobs of today and tomorrow;
• Improving the quality of jobs and ensuring better working conditions;
• Improving the conditions for job creation.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This employer survey seeks to address this knowledge-gap by answering three questions: (i) Which skills do employers consider important when hiring new engineering graduates? (ii) How satisfied are employers with the skills of engineering graduates? and (iii) In which important skills are the engineers falling short? These findings suggest that engineering education institutions should: (i) seek to improve the skill set of graduates; (ii) recognize the importance of Soft Skills, (iii) refocus the assessments, teaching-learning process, and curricula away from lower-order thinking skills, such as remembering and understanding, toward higher-order skills, such as analyzing and solving engineering problems, as well as creativity; and (iv) interact more with employers to understand the particular demand for skills in that region and sector.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Demonstrates that the labour market in Estonia is volatile, increasing the risk that groups with some obstacles to enter the labour market (youth, non-Estonian speakers and workers with no upper secondary graduation certificate) may become long-term unemployed, due to the aggravating skills mismatch in the wake of structural change. Argues that avoiding a permanent exit from the labour force makes a multi-pronged strategy necessary, including strengthening activation policies, a better school-to-job transition, improving the cooperation with employers to improve vocational training programmes, stepping up targeting life-long learning support, and improving the access of tertiary studies for students from weak social backgrounds.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The plan has been developed with the technical assistance of the ILO and together with employers' organizations and trade unions. The three-year action plan to promote decent jobs for young people in the Former Yugoslav Republic of Macedonia is the result of cooperation between the government and social partners.

The plan outlines four strategic objectives, namely:
1) Strengthen the (youth) labour market governance system (mainstreaming of the Employment Service Agency reform throughout all local employment offices and strengthening of the Labour Inspectorate with a view to address informal employment);
2) Enhance youth employability (including the reform of the education and training system; the career counselling and guidance; the introduction of a flexible training system leading to gainful employment; and more and better career guidance services for young people);
3) Foster youth employment through private sector development (setting up a system of incentives to promote youth employment and establishment of dedicated youth entrepreneurship services);
4) Ensure the labour market inclusion of disadvantaged youth (improving targeting and financing of active labour market programmes; expanding promotional measures to move enterprises established by young people to the formal economy; integration of employment and social services to address multiple layers of disadvantage).
