Digital technologies have spread rapidly in much of the world. Digital dividends—the broader development benefits from using these technologies—have lagged behind. In many instances digital technologies have boosted growth, expanded opportunities, and improved service delivery. Yet their aggregate impact has fallen short and is unevenly distributed. The 2016 World Development Report shows that for digital technologies to benefit everyone everywhere requires closing the remaining digital divide, especially in internet access. But greater digital adoption will not be enough. To get the most out of the digital revolution, countries also need to work on the ‘analog complements’—by strengthening regulations that ensure competition among businesses, by adapting workers’ skills to the demands of the new economy, and by ensuring that institutions are accountable.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. COP21 - Paris 2015 The greening of economies presents many opportunities to achieve social objectives: it has the potential to be a new engine of growth, both in advanced and developing economies, and a net generator of decent, green jobs that can contribute significantly to poverty eradication and social inclusion. The greening of economies will enhance our ability to manage natural resources sustainably, increase energy efficiency and reduce waste, while addressing inequalities and enhancing resilience. The greening of jobs and the promotion of green jobs, both in traditional and emerging sectors, will foster a competitive, low-carbon, environmentally sustainable economy and patterns of sustainable consumption and production, and contribute to the fight against climate change.

This Guidelines are both a policy framework and a practical tool to help countries at all levels of development manage the transition to low-carbon economies and can also help them achieve their INDCs (‘Intended Nationally Determined Contributions’) and the 2030 Sustainable Development Goals. The Guidelines are designed to create decent work on a large scale and ensure that social protection exists where needed. They also include mechanisms for social dialogue among governments, workers and employers' organizations throughout policymaking processes at all levels. The guidelines envisage that coherent policies need to provide a just transition framework for all to promote the creation of more decent jobs, including as appropriate: anticipating impacts on employment, adequate and sustainable social protection for job losses and displacement, skills development and social dialogue, including the effective exercise of the right to organize and bargain collectively.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. A highly skilled workforce is crucial to sustain competitiveness and contain the rise in income inequality. Recent surveys of adult skills and educational performance suggest that younger cohorts are doing less well than their predecessors. Many immigrants struggle both in school and in the labour market partly because of low skills and language difficulties. Educational outcomes could be improved through raising the attractiveness of the teacher profession, improving teacher education and increasing support for struggling students. A more flexible labour market would facilitate access to jobs for youth with low qualifications and immigrants.

This paper focusses on ways to improve average educational outcomes to ensure the availability of the high skills needed in a high-income innovative economy, on challenges facing disadvantaged groups, in particular immigrants, and on possible adjustments to labour market institutions which could facilitate employment. The first section outlines income inequality trends. The second investigates the causes and consequences of the fall in youth skills. The third analyses links between adult skills and labour market outcomes, exclusion and inequalities. The fourth looks at options to halt the decline in average skills and lift the basic skills of weaker individuals so they can get a foothold in the labour market. The paper ends with a discussion of the scope for labour market policies to improve matching and increase labour participation without sacrificing equity.

This note presents an overview of the Albanian labor market, and initial insights into the challenges for inclusive and better quality jobs. The note does not intend to be comprehensive, but rather aims at compiling – under an integrative jobs umbrella and the regional framework on jobs – some of the available data and evidence on the Albanian jobs challenge, part of which was prepared for the Albania Systematic Country Diagnostic of the World Bank. By employing the regional report’s framework, the note can guide the Government, development partners, civil society and other stakeholders in identifying the many knowledge gaps that remain for a comprehensive jobs agenda and the work needed towards completing the picture.

The overarching goal of this study is to facilitate Cameroon’s strategic objective of ensuring a well-educated human resources base in support of its quest to emerge as a strong middle-income economy by 2035. This study is intended to support Cameroon in preparing a national strategy for skills development, related policies, and institutions to boost competitiveness and productivity, and job creation - while being aware that many factors other than skills can limit productivity and job creation, including weak governance, bureaucracy, infrastructure, and taxation policies that directly affect the business environment.

The study focuses on skills development for the informal and formal labor markets. For this purpose the authors have undertaken empirical analyses on growth accumulation effects, skills development through the education, and training system that is presented by examining skills accumulation effects, and value-chain analysis that shows the constraints for the demand and supply of skilled and unskilled labor in Cameroon.

This report also presents a comprehensive diagnostic of skills development policies and institutions in Cameroon. It analyzes the various mechanisms for skills development and their alignment with emerging sector demand. The study attempts to bridge a knowledge gap about the skills mismatch in Cameroon, and address the question of how education and training can make valuable contributions to developing skills, spurring growth, increasing competitiveness, and helping Cameroon evolve to higher-value products and services. This study attempts to understand the skills in demand by employers, the constraints on the development of those skills, and the skills that make a difference in raising productivity.

In the past three decades, economic growth in Asia has been the envy of the world. Asia’s rapid economic growth was, in part, propped up by a relatively broad human capital base, in terms of completion of basic education, combined with low wages. The education systems in Asia, including technical and vocational education and training (TVET), were well suited at the time to allow Asia to become the world’s assembly line. In simple terms, formal education and on-the-job training were generally able to supply the hard skills (technical skills such as machine operation, welding, etc.) and soft skills (e.g., functional literacy and numeracy) needed to meet the skills needs of the Asian economies to catch up with the rest of the world and capture a growing share of basic industry and service sector production globally.

However, in recent years, the alignment between supply of skills and demand for skills that previously converged in the case of Asia has been increasingly impacted by key global shifts and trends. This report identifies six key shifts and trends that have had critical implications on either skills supply and/or skills demand in Asia, thereby straining the previous alignment in this regard.

The Key Indicators for Asia and the Pacific 2015, the 46th edition of this series, includes the latest available economic, financial, social, and environmental indicators for the 48 regional members of the Asian Development Bank. It presents the latest key statistics on development issues concerning the economies of Asia and the Pacific to a wide audience, including policy makers, development practitioners, government officials, researchers, students, and the general public.

While progress in the spread of education is noticeable, shortfalls in the quantity and, especially, quality of education constrain skill development and growth. Some of the report's findings include the following:

- Developing Asia has made large strides in expanding educational access to education. Average years of schooling nearly doubled from 3.9 in 1970 to 8.0 in 2010;
- Skills remain weak in many parts of the region, due to gaps in both the quantity and quality of education provided;
- A failure to raise the quality of education will have consequences for growth prospects;
- Public educational expenditures are necessary, but not sufficient to improve learning outcomes; and
- Families and firms also need to be involved in the region’s skill development agenda.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Harvesting information from international data repositories as well as regional and national statistical sources, the KILM offers data for over 200 countries. The 17 indicators provide detailed information related to 36 data tables, including indicators on employment (occupation, status, sector, hours, etc.), labour underutilization and the characteristics of job seekers, education, wages, labour productivity and working poverty. Taken together, these indicators provide a strong foundation from which to address key questions related to productive employment and decent work. For example, in its indicator number 14 the KILM reflects the levels and distribution of the knowledge and skills base of the labour force and the unemployed.

Although there is a general agreement in the literature of the importance of social-emotional skills for labor market success, there is little consensus on the specific skills that should be acquired or how and when to teach them. The psychology, economics, policy research, and program implementation literatures all touch on these issues, but they are not sufficiently integrated to provide policy direction. The objective of this paper is to provide a coherent framework and related policies and programs that bridge the psychology, economics, and education literature, specifically that related to skills employers value, non-cognitive skills that predict positive labor market outcomes, and skills targeted by psycho-educational prevention and intervention programs.
