This collection of essays highlights the most likely trends in employment across Europe over the next 10 years, and finds out how experts think policymakers, firms and individuals should respond. The first set of essays examines the changing nature of Europe’s labour market; the authors in this section analyse how globalisation and technological change in particular are likely to affect the demand for skills over the next decade. The second set of essays looks to Germany for lessons that can be taken from its past reforms. The third section focusses on the likely effects of technological change, which it is generally agreed is driving the biggest changes in labour markets, and on the most appropriate policy responses. Then, in a final essay, the results of a survey of over 2,500 companies across five European countries are presented, which provide some interesting findings on the skills employees are using, polarisation on a sectoral level, and how firms are responding by increasing or cutting staff numbers.

In order to reshape its economy around high value, knowledge-intensive activities within an increasingly competitive global economy, the UK must meet the growing demand for people equipped with higher level, economically valuable skills. In particular, ensuring that businesses have access to science, technology, engineering and mathematics skills is critically important since these skills play a central role in developing innovative products and services that can be effectively positioned in world markets.

Recent studies indicate that a variety of challenges in the business environment hinder further inflow of investment in the Lao People’s Democratic Republic. Lack of skills and limited human resources, limited access to financial services and a discouraging regulatory environment, along with anticipated challenges related to regional economic integration place critical constraints on businesses.

This report summarizes the results of a national enterprise survey; desk reviews on issues which concern enterprises in the Lao People’s Democratic Republic; and findings from consultations with the private sector and key stakeholders. Issues under review include the following:
-skills education and training;
-access to finance;
-the legal and regulatory environment;
-anticipated challenges related to the AEC, or Association of Southeast Asian Nations (ASEAN) Economic Community 2015.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The current methodology is based on the results of the international workshop ‘Using technology foresights for identifying future skills needs’ held back in July 2013, which united foresight experts from all over the world. In today's competitive, global, and constantly evolving economy there is little doubt that knowledge and skills continue to play a defining role in shaping Canada’s economic prosperity and sustainability. Globalization is breaking down the established structures of industry, requiring companies and governments to adjust ever more quickly if they are to survive. As well, local markets are often no longer sufficient to sustain prosperity and the search for export markets becomes more and more critical. New industries such as photonics and bio-technology are emerging at the same time as old industries such as manufacturing are being fundamentally transformed by technologies and new production methods, as still other industries are moving production to ‘low cost’ countries.

This report provides information that connects skills and learning in the workplace to Canada’s economic and social goals of productivity, innovation, competitiveness, and improved quality of life. It is designed to provide an overview into decisions made by business and government in investing in workplace skills and learning strategies, and, in particular, investing in sectoral approaches to skills development.

Employment fosters equity and economic inclusiveness because those out of work face the highest risk of poverty, and it generates the tax receipts on which the social safety net depends. Further enhancing education and life-long learning would lower hurdles to employment, which are high for the low-skilled. Policies to speed up tertiary graduation, improve work incentives and activation of the unemployed and postpone labour market exit are necessary to bring the employment rate closer to the level of other Nordics. Easing employment regulations and allowing more flexible wage setting would increase both employment and productivity. This working paper relates to the 2016 OECD Economic Survey of Finland.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Part of a multi-country labour market trend analysis for migrant workers from South Asia to the member states of the Cooperation Council for the Arab States of the Gulf Labour migration and remittances generated by migrant workers have contributed significantly to the Bangladesh economy for several years. A total of 6.4 million male and female workers with various skills are currently working overseas. The primary destination countries are Saudi Arabia, the United Arab Emirates (UAE), Qatar, Oman, Kuwait, Singapore, Malaysia, Republic of Korea, among others. This report focuses on labour migration trends from Bangladesh to the Gulf Cooperation Council (GCC) countries and Malaysia. The study presents current challenges in terms of matching skill demand and supply and recommends measures to be adopted to improve relevance and quality of training services for Bangladeshi workers who would like to migrate for employment.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Report prepared for the G20 Employment Working Group with inputs from The International Monetary Fund This paper aims to set out the challenges confronting G20 economies and to develop a proposal for a set of concrete actionable measures to improve the employability of each economy’s workforce, making skills more transferable and workplaces more adaptable. The paper begins with an overview of the major challenges that are putting jobs at jeopardy and which risk widening existing inequalities and further marginalising disadvantaged groups in the labour market. The key policy responses that are required to meet these challenges are then set out according to four key areas: i) Anticipating emerging skill needs and adapting policies accordingly; ii) Reinforcing the role of training and work-based learning; iii) Enhancing the adaptability of workplaces; and iv) Promoting labour mobility. Under each area, a selection of informative country policy examples is provided and some general policy principles are identified, drawing on these examples for inspiration.
