The objective of this study is to review what is known about the role of education in improving labor market outcomes, with a particular focus on policy considerations for developing countries. The report presents findings from current literature on the topic, which offer new ways of looking at the returns to education, together with evidence from four original data analysis and background studies of education and labor issues in Ghana and Pakistan. Country studies on Ghana and Pakistan are used to substantiate findings of the literature and illustrate the heterogeneity of education–labor market linkages across regions. These countries were chosen because they are representative of two of the poorest regions of the world and because their inclusion in the analysis complements ongoing World Bank work on education and labor market issues in those countries. The report argues that educational policies need to be seen within a broader macroeconomic context if education is to contribute to national economic growth.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report examines the challenges Africa’s youth face in their transition to working life and proposes policies for meeting these challenges. It presents evidence from case studies of 4 countries—Burkina Faso, Ethiopia, Tanzania, and Uganda—and from household data on 13 countries. The four case studies include a stocktaking of existing policies and programs to address youth employment and labor markets. The overarching message of the report is the call to further invest in the human capital of youth in Sub-Saharan Africa to take advantage of the large youth cohorts there. Youth in Africa leave school too early and enter the labor market unprepared, limiting their contribution to economic growth and increasing their vulnerability to poverty and economic hardship.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

New technologies, globalization, the information revolution, and labor market changes have affected the world economy on an unprecedented scale. As a consequence, the demand for a skilled workforce has increased and world trade and migration have intensified, and the divide between the haves and have-nots has vastly widened. While many developed countries have by now gone through a demographic transition, with declining birth rates and an increase in the aging population, low-income countries in particular will see an upswing in population growth. Between now and 2050, for example, the labor force in Africa is projected to increase by 125 percent; in Latin America, by 26 percent; and in Asia, by 22 percent. At the same time, the labor force in Europe will decline by 23 percent. Given these circumstances, the key policy challenge is to ensure that the emerging workforce in developing countries has the skills needed to escape the cycle of poverty and take advantage of the opportunities made possible by globalization and technological change. This paper puts education under the lens of the changing demands of technology, the labor market, demography, and migration. It identifies the weaknesses in current education systems, such as restricted access, skills mismatches, and weak school-to-work linkages. It calls for making education systems more flexible and responsive to change so that they maximize human resources, equip people with updated skills, and prepare youth for the world of work. It specifically looks at the education status of four types of countries at different stages of development and growth and makes recommendations on priorities and strategies for each group.

The publication examines the supply and demand sides of the labor market to better understand the situation of today’s young people and provides recommendations for potential programs and policies for Sierra Leone. The study is based on a labor demand survey and reviews skill development programs to enhance youth employability, based on a review of international best practices and of the main programs in Sierra Leone. The specific objectives of the study are fivefold: to understand the characteristics of young people in Sierra Leone, to examine the relation between young people and the labor market in Sierra Leone, to review the skill needs of the country’s labor market, to analyze skill development programs to enhance the employability of young people, and to identify policy and program recommendations.

The theme of the World Development Report (WDR) 2007 is youth, aged 12 to 24. It focuses on decisions concerning the five phases (continuing to learn, starting to work, developing a healthful lifestyle, beginning a family, and exercising citizenship) with the biggest long-term impact on how human capital is kept safe, developed, and deployed. The WDR suggests that a youth lens on policies affecting the five phases would help focus on three broad directions: expanding opportunities, enhancing capabilities, and providing second chances. Several chapters of the WDR focus specifically on school-to-work transition, training relevance and labour market opportunities for youth.

This paper was prepared as background for the World Development Report 2007: Development and the Next Generation, as well as to be part of the Children and Youth Working Paper Series. This paper explores outcomes associated with choices of general and vocational curricula in school settings, apprenticeship and other strategies for linking schooling and work, and for meeting the second-chance needs of youth who fail to acquire early education as a foundation for workplace skills. Findings from rigorous program evaluations, mostly in advanced countries and some in developing countries, are emphasized along with effective strategies for equipping youth with skills to make the transition to work. It offers advice to policy makers and development partners on the employment and earnings outcomes associated with different pathways to skills. It highlights what many countries are doing to bridge more effectively schooling and work for youth.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The ILO/Japan project, Promotion of Decent Work for Youth in Sri Lanka, helps alleviate unemployment and underemployment among rural young people by directing them to vocational training opportunities, providing entrepreneurship training, improving employment and recruitment services for employers and young workers, and developing a curriculum to improve teaching of “soft skills” on plantations. The project contributes to poverty reduction by helping rural youth enter the labour market. By developing the capacity of local staff and institutions, it also improves labour market and employment services.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The report presents the results of the School-to-Work Transition Survey conducted in Kyrgyzstan in 2004. The aim of the survey was to increase the capacity of the ILO's constituents in data collection and to strengthen the empirical basis for the design and implementation of the National Employment Programme of the Kyrgyz Republic. The report presents some of the results obtained from the survey and highlights policy implication on aspects pertaining to youth employment.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

OECD - Local Economic and Employment Development (LEED) Working Papers, 2011/09 This publication looks at how to improve employment outcomes for two groups – recent migrants, and young people from more established minority communities (second and third generation and beyond). The paper offers a synthesis of project findings and good practice, and provides criteria and checklists for local activity. It builds on previous LEED work to support the integration of immigrants and disadvantaged groups into the labour market, and increasing workforce skills, and is a continuation of the Fulfilling Promise: Ensuring Labour Market Success for Ethnic Minority and Immigrant Youth project launched in 2010. The project was developed to generate further analysis as to why ethnic minorities and immigrant youth as whole tend to perform more poorly in the jobs market, with a particular focus on the second and third generations. 15 local case studies and learning models from OECD and non-OECD countries were commissioned to improve understanding of what remains an under-researched area. They focus on locally-based initiatives and strategies from a wide range of localities in nine case studies and six shorter learning models.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Background paper prepared for the Education for All Global Monitoring Report 2012 There is evidence for a growing mismatch between labour market demands and the skills young people acquire in school and training programmes in countries throughout the developing world. This report examines what type of policies and programmes are advocated in key strategy documents for 46 developing countries in the Middle East, North Africa, South Asia, and Sub-Saharan Africa with a focus on skills development needs of disadvantaged young people, and particularly those living in rural areas. Four countries - Bangladesh, Jordan, Sierra Leone and Ethiopia – have been selected for an in-depth assessment of their plans. Training systems in these countries are undergoing extensive reforms – both in terms of policies related to skills development of youth, as well as relevant programmes - and governments, donors and civil society organizations appear to be placing an increased focus on addressing the skills-labour market mismatch for disadvantaged youth. The four case studies in this report focus on examining the provision of skills training (including how learning is certified), the financing of skills development programmes, and the governance of these programmes.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.
