They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

‘Green growth’ has gained international support as a way to reconcile the need for ongoing economic growth, with the imperative of staying within environmental limits and maintaining healthy ecosystems. Strategies and plans in pursuit of green growth however vary from country to country, and from sector to sector.

Featuring more than sixty (60) case studies from developed and developing countries, this report is the first comprehensive international assessment of lessons and experiences of pursuing green growth across all levels of government and all regions. It focuses on nine non-linear and interlinked elements that are commonly used by governments in green growth analysis, planning, implementation, and monitoring. These elements (including planning and coordination processes, and monitoring and evaluation) are as follows: establishing a vision, targets, and baselines; assessing and communicating benefits; prioritizing options and pathways; policy design and implementation; mobilizing investment; public-private collaboration; and integrating subnational action.

Emerging from the review of green growth country experiences are the conclusions that: Green growth could unlock substantial economic, social and environmental benefits; Integrated and robust planning, analysis, implementation, and monitoring are essential; Broad support for transformative change is required; and that further efforts are needed to assess and validate the long-term and transformational benefits of green growth.

This report received funding from the Global Green Growth Institute (GGGI), European Climate Foundation (ECF), Climate and Development Knowledge Network (CDKN), UK Department for International Development, and the Netherlands Ministry of Foreign Affairs (through the CDKN).

Korea’s economy has grown rapidly and dramatically through an active industrial policy and the development of high-technology manufacturing and energy-intensive heavy industry. However, this model has had its limitations, resulting in a shift towards ‘green growth’ as a means of sparking innovation, job creation, improved energy security, and a quality of life.

The government estimated that an investment of USD 105 billion on green growth between 2009 and 2013 would lead to the creation of approximately 1.18 million jobs. To realize this potential impact on the labour market, a broad set of policy measures for green job creation, technological development, and vocational training were developed at various levels and sectors, covering individuals ranging from young students to professionals.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

First international congress devoted exclusively to dual-track vocational education and training. Keynote address by ILO Director-General, Guy Ryder.

In 2014, the Confederation will launch the first international congress devoted exclusively to dual-track vocational education and training. The main focus will be on image building, bilateral exchanges between the private sector and policymakers, and the presentation of best practices in host companies and vocational education and training schools.

With the International Congress on Vocational and Professional Education and Training in Winterthur, the three main partners within the vocational education and training sector – the Confederation, the cantons and professional organisations – help to position the Swiss dual-track vocational education and training sector in an all-encompassing manner. At the same time, the event will enable technical discussion between key national and international vocational education and training actors, with the aim being to create better general conditions for the development of international cooperation in the area of dual-track vocational education and training.

Prominent speakers from both Switzerland and abroad will take part in this congress, including top political, economic, scientific figures responsible for decision-making on vocational education and training matters.

In Iraq, the unemployment rate is high especially among youths, who represent approximately 78 percent of the population. The war in Iraq was a great contributor to this problem, given the damage done to infrastructure, including higher education and vocational training institutions. In response to the dire need for employment opportunities and the need for vocational and professional skills training, the Swedish Academy for Training was formed in 2012, through the collective efforts of the United Nations Industrial Development Organisation (UNIDO), Scania, the Swedish International Development Cooperation Agency (Sida), Education First (EF) and the Kurdistan Regional Government Ministry of Labour and Social Affairs (MoLSA). This Academy targets unemployed Iraqis under the age of 30 and aims to train at least 300 students every year.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. ILO contribution to the G20 Task Force on Employment The paper, commissioned by the ILO, examines both informal and regulated apprenticeship and their advantages for the employment prospects of young people, in particular in regulated systems. It then sets out the conditions necessary for the development of apprenticeship, drawing on examples from a number of G20 countries. The roles and responsibilities of the principal agents involved in regulated apprenticeship are examined and the paper ends with conclusions and lessons drawn from the cross-country analysis.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Keynote remarks by José M. Salazar-Xirinachs, Assistant Director-General for Policy at the ILO, at the “Global Trade and Development Week 2014”, Kuala Lumpur, Malaysia. In his remarks, ILO Assistant Director-General for Policy, José Manuel Salazar-Xirinachs, emphasized how skills and education need to be addressed differently today than 20 or 30 years ago. He referred to the “21 Century Skills” that involve new ways of thinking and working, a new global vision as well as new tools for working based on new information and communications technologies.

Among the key challenges highlighted by Salazar-Xirinachs is skills mismatch which partly results from the inability of the education and training system to adapt to these new realities.

Addressing the disconnects is not only a matter of public policy but also one that involves private sector engagement and responsibility, according to Salazar-Xirinachs.

He pointed out that companies should not wait at the end of the education and training pipeline for graduates with the right skills or look for new talents abroad, but should take a broader view of their workforce needs. Salazar-Xirinachs stated they should build public-private partnerships, engage pro-actively with education and training providers in order to align education with the skills needed for employment and make efforts to combine formal education and training with on the job apprenticeship opportunities.

Private Sector Development Policy Handbook Enhancing skills in Ukraine’s agribusiness sector is a key policy priority to improve productivity and attract more domestic and foreign investment. The country still faces difficulties in recruiting adequately skilled technical workers in the agribusiness sector. When firms are unable to find workers with the right skill sets, their productivity decreases, ultimately hindering their competitiveness. The Sector Competitiveness Strategy of Ukraine report (OECD, 2012a) identified the skills gap as an important barrier to investment in agribusiness. This report focuses on the improvement of internship schemes in Ukraine’s agricultural universities, as one application of Public-Private Partnerships (PPPs) in education to leverage private capacity and specialised expertise while sharing costs. This is an example of PPPs in education which could fit the Ukrainian country-specific context and, if properly managed, could offer recognised benefits and increase private involvement in education. This policy option could be implemented in the short term while more sophisticated forms of PPPs, such as specialised schools, could be developed in the longer run.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The paper summarises the findings of the project on Developing Effective Public-Private Partnerships in the APEC (Asia-Pacific Economic Cooperation) Region implemented under the Labour and Social Protection Network of the APEC Human Resources Development Working Group. Australia, represented by the Australian Government Department of Education, Employment and Workplace Relations coordinated this self-funded project investigating the use of public-private partnerships (PPPs) in the delivery of human resources development policies and programs with a particular focus on labour and welfare programs. The report provides case studies and examples of the use of PPPs in APEC member economies to identify and meet skills shortages and to deliver employment services.
