Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Cet événement, organisé par l'UNESCO en partenariat avec Plan International et le Ministère de l'Europe et des Affaires étrangères de France, célèbre la Journée internationale de la fille 2021. Le thème de cette année, « Génération numérique. Notre génération », met en avant les transformations profondes qui ont eu lieu lorsque de nombreux pays se sont tournés vers l'éducation high-tech pour assurer la continuité de l'apprentissage pendant la pandémie de la COVID-19. L'événement soulignera également ce que cela signifie pour les filles qui, en raison de la fracture numérique entre les genres, sont plus susceptibles que les garçons de ne pas pouvoir tirer profit de ces précieuses opportunités d'apprentissage.

En mettant les jeunes en avant, cet événement explore les moyens de combler les lacunes en matière d'accès et de compétences numériques, de promouvoir des espaces en ligne sûrs et de tirer parti de la richesse de la technologie pour faire avancer l'éducation des filles et des femmes, le leadership et l'égalité des genres et veiller à ce que les filles aient les moyens de maximiser leur potentiel en ligne et hors ligne.

De nouvelles études seront également présentées au cours de l'événement, notamment l'étude de l'UNESCO sur les dimensions de genre des fermetures d'écoles liées à la COVID-19, étude élaborée dans le cadre du programme phare sur le genre de la Coalition mondiale pour l'éducation de l'UNESCO, ainsi que le rapport 2021 de Plan sur la situation des filles dans le monde, axé sur l'apprentissage en ligne.

The growing importance of sustainable development and the shift to a low-carbon and climateresilient economy will require new skills and qualifications, offering great potential for the creation of green jobs but also implying structural changes and a transformation of existing jobs. The transition to a low-carbon and greener economy will generate millions of new jobs, negatively affect some high-emitting sectors, and alter most existing occupations in terms of task compositions and skills requirements. 

Ensuring the right skills for green jobs is a prerequisite to make the transition to a greener economy happen. Today, skills gaps are already recognised as a major bottleneck in a number of sectors, such as renewable energy, energy and resource efficiency, green building or environmental services. The adoption and dissemination of clean technologies require skills in technology application, adaptation and maintenance. Skills are also crucial for economies and
businesses, workers and entrepreneurs to rapidly adapt to changes deriving from climate change and environmental policies.

The world continues to endure the battle against the COVID-19 pandemic. As countries strive to implement recovery policies that can palliate its devastating economic and social effects of the last months, WorldSkills International wants to shed light on the role of skills development in building more resilient societies.

A year ahead of WorldSkills Shanghai 2022, experts from international organizations and government officials, leaders of business and industry will meet to discuss the effect of the pandemic on VET and how skills can address some of the world’s pressing challenges, such as climate change, poverty, or the future of work.

The WorldSkills Conference 2021, “The Road Ahead: Skills for a Resilient Future” will take place from 25 to 29 October 2021 in a hybrid format, allowing participants to join the conversation live either from Shanghai or online.

The three main tracks of this year's Conference will lead the way in global skills development for future generations: skills for green jobs, poverty reduction through skills, and the future of apprenticeship systems.

The Conference will kick off on Monday, 25th October at 16:00 CST with a high-level discussion which will look at the learnings of the past year and shed light on the skills set needed to build a resilient future.

This publication aim is to provide a starting point for a transformation process in the VET systems in LAC, to offer attractive educational solutions for different groups of young people and to lay a solid foundation for developing future skilled workforce that meets the requirements of the private sector translating into growing economies in the region.

The five key messages of this publication are:

* Most importantly, pre-apprenticeships are the “feeder” of quality apprenticeships  and “heal” shortcomings from compulsory schools to smoothen the transition to quality apprenticeships.
* Pre-apprenticeship programs should help to expand existing initiatives of quality apprenticeships in the region because they increase the pool of qualified candidates and, therefore, may lead to more interest on the side of the employers.
* Pre-apprenticeships have the potential to help tackling some of the existing problems in the region like skills gaps, low graduation rates from secondary education, low permeability in the education system, fewer chances for vulnerable groups, high drop-out rates in VET and child labor. 
* The crisis caused by the COVID-19 pandemic is demanding for a new and innovative solution like PaPs and for acting now, because many of the problems mentioned have intensified in the crisis. 
* The inspiring example from Mexico, as well as the reports from Brazil, Colombia, Ecuador, Panama, and Paraguay, illustrate and validate the concept of PaPs that we propose in this publication and confirm that PaPs might be the missing piece in the puzzle for VET in the region.

In Benin, access to formal technical and vocational education and training (TVET) is conditional on finishing
the second year of secondary school, equivalent to completing nine years of education. However, among 5- to
17-year-olds, the median years in education is four. As a result, only 5 per cent of secondary age youth are in TVET,
totalling around 50,000 young people.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Based on a 2019-20 Cedefop study, this guiding paper invites policy makers at national level to reflect on the challenges that hinder CBLMA today and proposes tips and policy suggestions to overcome them in the future. In the short-term, a step-by-step approach to implement incremental changes seems to be the most appropriate way to make CBLTMA work in a sustainable manner. But all interested parties should consider that CBLTMA may realistically become an opportunity for all apprentices only in the long run.

ITC-ILO Course

In this course, organized in conjunction with the ILO's Employment Department, Skills and Employability branch and the European Training Foundation, participants learn about the links between training and labour-market needs, as well as how to formalize and structure apprenticeship programmes worldwide. Who attends this course?

Policy-makers and technical advisors of ministries; members of skills councils, national TVET authorities and similar institutions; representatives of workers' and employers' organizations involved in apprenticeships; experts and technical staff of CSOs and NGOs, and other civil society actors.

Objectives

The course facilitates the development of a holistic understanding of policies and systems related to quality apprenticeships. It is structured around seven modules that address the two main dimensions for the development of quality apprenticeships systems:

  • Aspects related to national policies and to the creation and development of national or sectoral apprenticeships systems, around the six “building blocks” of quality apprenticeships;
  • Topics closely related to the practical implementation of quality apprenticeship training programmes, in order to answer the key questions around the “how-to”.

Participants will be connected to a global network of competence development professionals and will be able to enhance their contribution to the design and implementation of quality apprenticeships in their country and within their organization:

  • Handling diagnostic tools to identify bottlenecks and possible solutions to the challenges facing their systems
  • Encouraging partnerships between countries
  • Identifying emerging issues and initial ideas for solutions
  • Mastering concrete tools and instruments related to quality apprenticeships.

The COVID-19 pandemic has seriously disrupted the skilling, upskilling and reskilling of employees, apprentices and interns in all types of enterprises and organizations around the world. To assess the impact of the pandemic, ten development partners together undertook a global online survey of enterprises from 27 April to 5 June 2020. The survey received 901 responses from 114 countries.

This survey report is the accomplishment of the collaborative efforts of 10 international and regional development organizations.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

Upgrading informal apprenticeships and expanding regulated ones is a cost-effective way to invest in a country’s skills base, promote economic growth and enhance the employability of youth.

In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

The first ILO Skills Virtual Fair aimed to foster South-South and Triangular Cooperation (SSTC), to tackle specific skills development challenges. It focused on four main topics: 1) quality apprenticeships; 2) skills needs anticipation; 3) digital skills and digital transformation; and 4) skills in agriculture. 

The Fair gathered more than 1,000 registered participants from 132 countries and included over 10 panel discussions with policy-makers and representatives of training institutions from Africa, Asia and the Americas. The Fair also featured thirty-nine virtual booths highlighting examples of good practices and digital solutions for skills development.

Participants had the opportunity to present innovations, engage and exchange knowledge and experiences directly with others to broaden their networks and build partnerships. As a direct positive result of the two-days virtual event, at least six new partnerships were developed among partners from South Africa, India, Switzerland, Democratic Republic of Congo, Vietnam, Brazil and Tanzania.

Lifelong learning

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.
