The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The World Employment and Social Outlook: Trends 2015 includes a forecast of worsening global unemployment levels and explains the factors behind it, such as continuing inequality and falling wage shares. The report looks at the drivers of the rising middle class in the developing world as well as the risk of social unrest, especially in areas of elevated youth unemployment. It also addresses structural factors shaping the world of work, including an aging population and shifts in the skills sought by employers.

Apprenticeships and other forms of work-based learning are seen as having particular advantages as a learning method. They can provide young people and adults with the job-specific and generic skills employers need and so help smooth transition from school or other learning to work. Given that apprenticeships systems also strengthen cooperation between governments, social partners, employers and training institutions, it is not surprising that their revival has become a worldwide trend. Where employee training is an enterprise priority and where employers believe that education and training meet economic needs, high-quality apprenticeships will ease young people’s transition to the labour market. They will also reduce skill mismatch and skill gaps by aligning skills and qualifications with labour market needs.

African economies must intensify efforts towards the achievement of rapid growth, and the development of a workforce that is empowered with necessary and continuously upgraded skills and knowledge to enhance the attainment of their development goals. However, the workforce training should be performance and standards based, learner-focussed, flexible, and closely oriented to workplace practices that are derived from carefully selected competencies. Also, production activities should take utmost cognisance of the need to replenish and not to endanger the environment. Based on these concerns, the Commonwealth Association of Polytechnics in Africa (CAPA) has chosen to deliberate on the role of Technical and Vocational Education and Training (TVET) in competency-based training and green skills for work and life in post-2015 Africa.

Conference sub-themes are as follows:
1. Rationale and Challenges of Competency Based Education and Training ;
2. Strategies for mainstreaming Competency Based Training in TVET Institutions: The Place of Curriculum Modularisation;

Conclusiones del Consejo de 12 de mayo de 2009 sobre un marco estratégico para la cooperación europea en el ámbito de la educación y la formación («ET 2020»)

Estas conclusiones constituyen un marco estratégico para la cooperación europea en el ámbito de la educación y la formación hasta 2020. Dicho marco se basa en los logros del programa de trabajo “Educación y Formación 2010” (ET 2010), y tiene como objetivo responder a los retos pendientes para crear una Europa basada en el conocimiento y hacer del aprendizaje permanente una realidad para todos.

El objetivo primordial del marco es seguir apoyando el desarrollo de los sistemas de educación y formación en los Estados miembros. Estos sistemas deben proporcionar a todos los ciudadanos los medios para que exploten su potencial, y garantizar la prosperidad económica sostenible y la empleabilidad. El marco debe abarcar la totalidad de los sistemas de educación y de formación dentro de una perspectiva de aprendizaje permanente, en todos los niveles y contextos (incluidos los aprendizajes no formal e informal).

Las conclusiones establecen cuatro objetivos estratégicos para el marco:
i. Hacer realidad el aprendizaje permanente y la movilidad;
ii. Mejorar la calidad y la eficacia de la educación y la formación;
iii. Promover la equidad, la cohesión social y la ciudadanía activa;
iv. Incrementar la creatividad y la innovación, incluido el espíritu empresarial, en todos los niveles de la educación y la formación.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Fifth item on the agenda - International Labour Conference, 103rd Session, 2014

The report provides an overview of the informal economy, its impact on the attainment of decent work for all workers and employers, and the International Labour Organisation's approach to the transition to formality, as set out in the 2002 Conclusions. It covers the regulatory environment relating to the informal economy at national and international levels, with examples of existing laws and practices from different regions, legal systems, traditions and circumstances adopted by ILO constituents to move progressively to the formal economy; more recently, skills development in the informal economy has increasingly been considered a strategic element in increasing the employability of workers and the productivity of enterprises, alleviating poverty and using new skills to help workers move into decent formal work. The report also examines the need for an integrated policy framework, encompassing the ILO’s four strategic objectives (fundamental principles and rights at work, employment, social protection and social dialogue) adapted to the national context of each Member State for a progressive transition to the formal economy and decent work.

The global financial and economic crisis has led to alarmingly high unemployment and underemployment in many European Union (EU) countries. Yet, surveys still find that more than one in three employers has problems filling vacancies. Many employers and policy-makers argue that employment difficulties are due to the ill-preparedness of young graduates and other workers. They claim that the endemic skills mismatch in Europe’s economies is responsible for high rates of unemployment. However, there is evidence that factors other than skill deficits are mostly responsible for rising unemployment coexisting with difficult-to-fill job vacancies. Data indicate that current skill mismatch is not due to a lack of skills. Weak employment demand is increasing competition for jobs and people are more willing to accept jobs which do not match their level of qualification.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Part of the 'Studies on Growth with Equity' series The Spanish economy is recovering from both the global financial crisis of 2008 and the sovereign debt crisis that affected the country in 2011. Following ten consecutive quarters of contraction, the economy started to rebound at the end of 2013 and is expected to grow by around 1.5 percent in 2014. While this report welcomes the recent reductions in unemployment, it also highlights the importance of taking further action to ensure there are sustainable improvements in employment and social conditions: actions to nurture enterprise growth and economic diversification; a coherent set of measures to help jobseekers remain in the labour market, acquire new skills and obtain employment; balanced reforms that facilitate hiring and boost job quality; adequate social protection.
