The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

As part of the Study on Gender Equality in Vocational Training in Central America and the Dominican
Republic, undertaken between June and November 2020, vocational training institutes were asked
to identify and describe good practices in ensuring women’s equality in accessing, remaining in and
completing the different education and training courses on offer.

This publication aim is to provide a starting point for a transformation process in the VET systems in LAC, to offer attractive educational solutions for different groups of young people and to lay a solid foundation for developing future skilled workforce that meets the requirements of the private sector translating into growing economies in the region.

The five key messages of this publication are:

* Most importantly, pre-apprenticeships are the “feeder” of quality apprenticeships  and “heal” shortcomings from compulsory schools to smoothen the transition to quality apprenticeships.
* Pre-apprenticeship programs should help to expand existing initiatives of quality apprenticeships in the region because they increase the pool of qualified candidates and, therefore, may lead to more interest on the side of the employers.
* Pre-apprenticeships have the potential to help tackling some of the existing problems in the region like skills gaps, low graduation rates from secondary education, low permeability in the education system, fewer chances for vulnerable groups, high drop-out rates in VET and child labor. 
* The crisis caused by the COVID-19 pandemic is demanding for a new and innovative solution like PaPs and for acting now, because many of the problems mentioned have intensified in the crisis. 
* The inspiring example from Mexico, as well as the reports from Brazil, Colombia, Ecuador, Panama, and Paraguay, illustrate and validate the concept of PaPs that we propose in this publication and confirm that PaPs might be the missing piece in the puzzle for VET in the region.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Coeditado por la Fundación ONCE y la Red Mundial de Empresas y Discapacidad de la OIT, el informe analiza más de cerca la transformación digital del mundo del trabajo y cómo afecta las oportunidades y desafíos para la inclusión de las personas con discapacidad.

Por un lado, las herramientas digitales permiten a las personas con discapacidad acceder directamente al empleo a través de plataformas de contratación en línea. Las herramientas digitales también pueden ayudarlos en sus tareas diarias en el lugar de trabajo, entre otras oportunidades.

Por otro lado, si no poseen las habilidades necesarias, si las TIC les resultan inasequibles o si las herramientas digitales no son accesibles, las personas con discapacidad no se beneficiarán de estas oportunidades y, por lo tanto, corren el riesgo de quedarse atrás.

Este curso proporcionará una plataforma para el intercambio de experiencias e instrumentos entre los inspectores del trabajo y otros agentes encargados de la aplicación de la ley, con el apoyo de expertos dedicados a la lucha contra el trabajo forzoso y a la promoción del cumplimiento de otros derechos fundamentales de los trabajadores en los planos nacional, regional e internacional.

El propósito de este curso electrónico en línea es que los participantes comprendan mejor la erradicación sostenida del trabajo infantil. Asimismo, el curso ayudará a actores clave a escala mundial y nacional a decidir acciones a realizar con ocasión del Año Internacional para la Eliminación del Trabajo Infantil y, más allá, para sentar las pautas de un mundo en el que ningún niño sea víctima de trabajo infantil o de explotación.

Como resultado del curso, los participantes:

  • Comprenderán mejor el trabajo infantil y las formas de erradicarlo;
  • Conocerán mejores prácticas para afrontar los retos que presenta la COVID-19 para ayudar en la erradicación del trabajo infantil;
  • Se familiarizarán con las respuestas políticas clave, plataformas mundiales y otros modelos de intervención que hayan resultado efectivos a la hora de erradicar el trabajo infantil;
  • Comprenderán cómo las organizaciones, gobiernos y otros actores pueden acelerar sus resultados y ser más efectivos a la hora de reducir el trabajo infantil a través de alianzas, especialmente en el contexto de la COVID-19;
  • Identificarán una red de actores con los que pueden seguir colaborando en relación a los retos a los que se enfrentan y posibles acciones a las que tanto ellos como otros pueden contribuir durante el Año Internacional, la V Conferencia Mundial sobre el Trabajo Infantil en (2022) y más allá.

Para alcanzar los ODS, se debe aumentar la financiación de los objetivos. A lo largo de las lineas establecida en la Agenda de Acción de Addis Abeba de 2015, las agencias de la ONU están haciendo esfuerzos para aumentar la financiación para el desarrollo, recursos para el desarrollo y fuentes públicas y privadas. Cada vez más nuevos mecanismos tales como inversiones de impacto, financiación colectiva y bonos de impacto social son desarrollado, con el impacto relacionado y los riesgos asociados en los resultados de desarrollo en el Sur Global. Como parte integral de los ODS, el financiamiento para los resultados del trabajo decente debe ser ampliado. Los desafíos relacionados con la ausencia de suficientes oportunidades de empleo, una protección social inadecuada, la negación de los derechos en el trabajo y las deficiencias en el diálogo sigue siendo abrumador. Los cambios de política necesarios son de gran importancia y el déficit de financiación sigue siendo enorme. La aplicación cambia los mecanismos para financiar. El trabajo decente gana más importancia, en particular en vista de la próxima consecuencia y la necesidad de diversificar fuentes y soluciones de financiación.

El objetivo general de la formación es proporcionar a los participantes los conocimientos y las competencias necesarias para participar en consultas nacionales sobre la financiación de los ODS y para abogar por la inclusión de consideraciones relativas al Trabajo Decente en las estrategias de financiación nacional y contribuir a su eficaz implementación.

La violencia y el acoso en el lugar de trabajo son una amenaza significativa y continua para la seguridad y salud de los trabajadores y las trabajadoras, así como para la productividad y reputación de las organizaciones. La adopción de un marco integral de seguridad y salud en el trabajo a nivel nacional y en el lugar de trabajo podría contribuir a abordar de manera efectiva el problema en el ámbito laboral. Esto incluye, por ejemplo, incorporar disposiciones relacionadas con la violencia y el acoso en las leyes, reglamentos y convenios colectivos de SST y desarrollar normas específicas, códigos de prácticas y directrices para apoyar la implementación de programas y medidas preventivas en los lugares de trabajo. A nivel del lugar de trabajo, los sistemas integrales de gestión de la SST pueden incluir la evaluación y el control de los riesgos psicosociales, incluida la interacción con la violencia y el acoso.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Quality apprenticeships based on robust social dialogue and public-private partnerships can improve employment prospects for young people while developing high level skills identified by employers as necessary for growth and increased productivity. Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

Upgrading informal apprenticeships and expanding regulated ones is a cost-effective way to invest in a country’s skills base, promote economic growth and enhance the employability of youth.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Este manual nace de la necesidad detectada por el Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional de la Organización Internacional del Trabajo – OIT/Cinterfor, de dotar de recursos prácticos a docentes, formadores y facilitadores que tienen la misión de fomentar el desarrollo de competencias que habiliten el ingreso, mantención y progreso de jóvenes y adultos al mercado laboral. Contiene principios orientadores que permiten al facilitador contextualizar la práctica dentro del enfoque de formación por competencias, recomendaciones para realizar una adecuada gestión del aprendizaje, así como también del ambiente de aprendizaje durante las sesiones de trabajo.

El manual ofrece una definición de cada una de las competencias que se trabajarán y un set de cinco actividades de aprendizaje por cada una de las seis competencias de empleabilidad seleccionadas. Finalmente, se entregan una serie de recomendaciones para la evaluación de aprendizajes en el contexto de la formación por competencias.

La elaboración estuvo a cargo de Rafaella Sarroca con el apoyo y orientación de Fernando Vargas, Especialista en formación profesional de OIT/Cinterfor.

Volumen I: Guía para formuladores de políticas. Esta guía está pensado para formuladores de políticas (gobiernos y sus organismos de formación, empleadores y sus asociaciones, sindicatos y también proveedores de formación) que participan en el diseño y desarrollo de tales sistemas. Les permitirá comprender mejor las maneras en que los formuladores de políticas de otros países han construido sus propios sistemas de aprendizaje.

El Manual de herramientas de la OIT para los aprendizajes de calidad es un recurso para mejorar el diseño y la aplicación de los sistemas y programas de aprendizaje. Proporciona un conjunto exhaustivo, aunque conciso, de información, orientación y herramientas esenciales y prácticas para los formuladores de políticos y profesionales que participan en el diseño y la aplicación de aprendizajes de calidad.

El Manual de herramientas de la OIT presenta ejemplos de buenas prácticas de los mandantes de la OIT de todo el mundo, y demuestra cómo se puede elaborar sistemas y programas de aprendizaje de calidad en términos prácticos. Está compuesto de dos volúmenes: La Guía para formuladores de políticas (Volumen I, esta publicación); y la Guía para profesionales (Volumen II).

Este primer volumen, la Guía para formuladores de políticas, presenta las características que definen el enfoque de la OIT con respecto a los sistemas de aprendizaje de calidad y tiene como objetivo apoyar a los formuladores de políticas en el diseño y posterior desarrollo de estos sistemas. El segundo volumen, que se publicará más adelante, se centra en los aspectos prácticos del desarrollo de los programas de aprendizaje de calidad. Tendrá por objeto permitir a los profesionales —gerentes de recursos humanos, representantes sindicales, docentes y formadores de instituciones de educación y formación técnica y profesional (EFTP) y funcionarios de servicios de apoyo a la coordinación locales y sectoriales— diseñar, aplicar y supervisar estos programas.
