Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This training provides participants with a range of notions, methods and tools to promote youth employment in situations of conflict and disaster.

The course Promotion of Youth Employment in Fragile Settings provides participants with a range of integrated approaches, tools and methodologies used in real-life cases to promote employment and decent work for youth in situations of conflict and disaster. The new ILO standard on "Employment and decent work for peace and resilience" and the ILO's Flagship programme on "Jobs for peace and resilience" will be at the core of the course.

The course is designed for policy makers and development practitioners working in contexts of disaster and affected by fragility with an interest in policies and strategies to promote youth employment and the creation of decent jobs for youth.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. Persons with disabilities face many challenges to entering the labour market, including negative preconceptions about their work capacities and lower educational achievements due to exclusionary training practices. Apprenticeships and workplace learning can effectively respond to many of the challenges by proving to employers the professional potential of disabled persons and improving their vocational skills. Governments, skills development institutions, employers and other stakeholders – including workers’ organizations and those of persons with disabilities – have a role in promoting a positive environment that allows persons with disabilities to be fully productive in the workplace. Examples from around the world demonstrate how disability-inclusive apprenticeships and workplace learning can be put into practice.

The theme for International Youth Day 2018 is Safe Spaces for Youth.

Youth need safe spaces where they can come together, engage in activities related to their diverse needs and interests, participate in decision making processes and freely express themselves. While there are many types of spaces, safe spaces ensure the dignity and safety of youth. Safe spaces such as civic spaces enable youth to engage in governance issues; public spaces afford youth the opportunity to participate in sports and other leisure activities in the community; digital spaces help youth interact virtually across borders with everyone; and well planned physical spaces can help accommodate the needs of diverse youth especially those vulnerable to marginalization or violence.

Ensuring that safe spaces are inclusive, youth from diverse backgrounds especially those from outside the local community, need to be assured of respect and self-worth. In humanitarian or conflict prone settings for example, youth may lack the space to fully express themselves without feeling uncomfortable or unwelcome. Similarly, without the existence of safe space, youth from different race/ethnicity, gender, religious affiliation or cultural background may feel intimidated to freely contribute to the community. When youth have safe spaces to engage, they can effectively contribute to development, including peace and social cohesion.

The 2030 Agenda for Sustainable Development, specifically Goal 11, emphasizes the need for the provision of space towards inclusive and sustainable urbanization. Furthermore, the New Urban Agenda (NUA) reiterates the need for public spaces for youth to enable them to interact with family and have constructive inter-generational dialogue. Additionally, the World Programme of Action for Youth (WPAY) which is the UN framework for youth development, prioritizes the provision of “leisure activities” as essential to the psychological, cognitive and physical development of young people. As more and more youth grow in a technologically connected world, they aspire to engage deeper in political, civic and social matters, and the availability and accessibility of safe spaces becomes even more crucial to make this a reality.

El Empleo y el Trabajo decente para la paz y la resiliencia.

Jueves, 7 de junio de 2018, a las 10 horas (CET) - Retransmisión en directo por Internet desde la Sala de Asambleas del Palacio de las Naciones en Ginebra.

La Conferencia Internacional del Trabajo celebra una Cumbre sobre el Mundo del Trabajo para tratar sobre la importancia del empleo y el trabajo decente para la paz y la resiliencia, que se centrará específicamente en abordar las realidades sobre el terreno y las alianzas de colaboración que pueden obtener resultados reales.

La Cumbre abordará los retos que implica el sostenimiento de la paz proporcionando oportunidades en el mundo del trabajo, sobre todo para los jóvenes. La Cumbre consistirá en una mesa redonda de alto nivel y en una serie de discursos pronunciados por oradores de alto nivel.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org
