There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Flexible learning pathways to keep youth at risk and low-skilled adults in education or work. Low skills, usually associated with low or no qualification credentials, come at a high social and economic cost. They are devastating for the individuals concerned, damaging their social status, earnings, self-confidence, health and ability to engage in civil society. This is why policies across Europe have increasingly been focusing on prevention and early intervention, from tracking youth at risk to offering low-skilled people comprehensive counselling and various upskilling measures, especially basic skills training.

En 2010, OIT/Cinterfor presentó en la región el documento “Herramientas básicas para el diseño e implementación de marcos de cualificaciones: guía de trabajo” (Billorou, N; Vargas, F., 2010). Desde entonces, progresivamente a nivel global y de un modo más lento a escala regional, se han venido multiplicando las experiencias de países, instituciones o sectores de actividad económica que diseñan e implementan este tipo de herramientas.

Actualmente, por los menos cinco países de la región latinoamericana y caribeña están avanzando en la implementación de un marco nacional de cualificaciones - MNC. También se registran experiencias a nivel sectorial e incluso institucional. En esta ocasión, OIT/Cinterfor hace una primera entrega de breves resúmenes nacionales para las experiencias de Chile y República Dominicana.

Para la elaboración de los casos que se presentan en esta publicación, hemos contado con la valiosa e indispensable colaboración de SENAI de Brasil, INSAFORP de El Salvador, SENATI de Perú y UTEC de Uruguay. Diversos colaboradores de esas instituciones nos han narrado la forma en que sus instituciones anticipan y acompañan los cambios en el mundo del trabajo, y como desarrollan una visión innovadora de la competitividad y la productividad inmersas en su identidad de instituciones de formación para personas que requieren empleo e ingresos.

La narrativa acá presentada tiene un denominador común: la innovación. Se han tenido que modificar paradigmas, cambiar formas de actuar, buscar nuevas alianzas, desarrollar distintas respuestas, reinventar el negocio y dejar de hacer cosas. Queda al criterio del lector ver cómo y de qué manera este grupo de instituciones nos narran su historia reciente para adaptarse e innovar.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This report is the culmination of the extensive and often ground-breaking work undertaken in the ILO’s Women at Work Centenary Initiative. It is closely aligned with the 2030 Agenda for Sustainable Development. The report highlights key gender gaps and obstacles to decent work for women. It explores the structural barriers, including unpaid care work, that shape the nature and extent of women’s engagement in paid employment, and examines how laws, policies and practices in certain countries have addressed them. The report also outlines the measures that can and should be taken to seize the opportunities presented by the changing world of work.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This report provides an overview of global and regional trends in employment, unemployment, labour force participation, productivity, as well as employment status, informal employment and working poverty. It also examines income and social developments, and provides an indicator of social unrest.

A key finding is that poor job quality is a prime concern for the most of the global labour force. In addition, unemployment and labour underutilization remain high in many countries, despite improvements in recent years.

The report also takes stock of progress with respect to targets for Sustainable Development Goal 8, which has been slower than anticipated.

Copresidido por el presidente sudafricano Cyril Ramaphosa y el primer ministro sueco Stefan Löfven, la Comisión independiente de 27 miembros incluye a importantes figuras mundiales provenientes de empresas, sindicatos, grupos de expertos, gobiernos y organizaciones no gubernamentales. La Comisión establecida por la Organización Internacional del Trabajo en 2017 como parte de la Iniciativa del centenario del futuro del trabajo de la OIT. La organización celebra su centenario en 2019.

Entre los temas clave considerados por la Comisión se incluyen las nuevas formas de trabajo, las ramificaciones institucionales de la cambiante naturaleza del trabajo, el aprendizaje a lo largo de toda la vida, una mayor inclusión y la igualdad de género, la medición del empleo y el bienestar de los seres humanos, y el papel que cumple la protección social universal en un futuro de trabajo estable y justo.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

El último informe Mundial sobre Salarios de la OIT constata que el crecimiento mundial del salario ha sido débil, mientras que las diferencias de remuneración entre hombres y mujeres, de alrededor 20 por ciento a escala mundial, siguen siendo inaceptablemente altas.
