According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Ce Rapport examine la question de la migration et du déplacement sous l’angle des enseignants et des administrateurs de l’éducation confrontés à la réalité de la diversité des classes, des cours d’école, des communautés, des marchés du travail et des sociétés.

'Assurer à tous une éducation équitable, inclusive et de qualité et des possibilités d’apprentissage tout au long de la vie' et 'ne laisser personne de côté' est un engagement commun autour duquel se retrouvent tous les systèmes éducatifs du monde entier. Ces systèmes doivent s’ajuster aux besoins de tous les élèves indépendamment de leur origine afin qu’ils puissent tenir leurs promesses. Ils doivent aussi répondre au besoin de résilience et d’adaptation des sociétés face aux migrations et aux déplacements. Et il s’agit là d’un défi qui touche pareillement les pays à forte et à faible population de migrants et de réfugiés.

L’édition 2019 du Rapport mondial de suivi sur l’éducation examine les données probantes disponibles à l’échelle mondiale sur les migrations, les déplacements et l’éducation et a pour objet de répondre aux questions suivantes :
- Quelle est l’incidence des mouvements de populations sur l’accessibilité et la qualité de l’éducation?
- Quelles en sont les conséquences sur les migrants et les réfugiés individuels?
- Comment l’éducation peut-elle modifier la vie des personnes qui se déplacent et changer le cours des choses dans les communautés qui les accueillent?

L'objectif de cette conférence est d'adopter officiellement le Pacte mondial, comme se sont engagés les États Membres des Nations Unies le 13 juillet 2018.

Cette conférence est organisée sous les auspices de l'Assemblée générale des Nations Unies, à travers la résolution 71/1 du 19 septembre 2016, intitulée « Déclaration de New York pour les réfugiés et les migrants », selon laquelle les États Membres s'engagent à lancer un processus de négociations intergouvernementales devant conduire à l’adoption du pacte mondial.

L'objectif de cette conférence est d'adopter officiellement le Pacte mondial, comme se sont engagés les États Membres des Nations Unies le 13 juillet 2018.

La conférence devrait compter entre 5 000 et 6 000 participants.
La participation est ouverte :
- A tous les États Membres de l’Organisation des Nations Unies et de tous les membres des institutions spécialisées ayant qualité d’observateur auprès d’elle;
- Aux organisations intergouvernementales et autres entités ayant reçu une invitation permanente à participer en tant qu’observateurs à ses travaux et les organes et organismes des Nations Unies à prendre part, en qualité d’observateurs;
- A toutes les parties prenantes, notamment la société civile, le secteur privé, les établissements universitaires, les parlements, les communautés de la diaspora et les organisations de migrants.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Le programme de ces deux jours inclura des discussions en plénière, des échanges d’expériences, une place de marché pour les principaux intervenants et une compétition de jeunes entrepreneurs. Le Forum des jeunes entrepreneurs et travailleurs indépendants s’inscrit dans le cadre de la semaine mondiale de l`entrepreneuriat.

L'événement se déroulera sur deux jours à Dakar, au Sénégal, les 13 et 14 novembre 2018, dans le cadre de la Semaine mondiale de l'entrepreneuriat. L’événement est organisé conjointement par Jokkolabs, hôte de la Global Entrepreneurship Week au Sénégal, par le gouvernement du Sénégal, et par l’Agence nationale pour la promotion de l’emploi des jeunes (ANPEJ), Organisation internationale du Travail (OIT), Centre du commerce international (ITC). ), Fonds d'équipement des Nations Unies (FENU), Conférence des Nations Unies sur le commerce et le développement (CNUCED) et Organisation des Nations Unies pour le développement industriel (ONUDI).

L'événement vise à fournir une plate-forme aux parties prenantes impliquées dans l'Initiative mondiale pour des emplois décents pour les jeunes et en particulier dans le domaine de l'entrepreneuriat des jeunes et du travail indépendant, afin qu'ils s'engagent, partagent leurs expériences, leurs innovations et leurs possibilités d'action.

Les points marquants du Forum d’apprentissage de l’EFTP de l’UNESCO-UNEVOC.

À la conférence internationale organisée à Tangshan en 2017 en vue d’évaluer les progrès réalisés depuis le troisième Congrès international sur l’EFTP qui s’est tenu Shanghai (2012), l’UNESCO a mis l’accent sur les facteurs appelés à aménager à l’avenir le paysage de l’enseignement et de la formation techniques et professionnels (EFTP). Parmi ceux-ci figuraient des changements du paradigme de développement orientés sur la durabilité, de même que des changements au niveau de la démographie, des tendances économiques, du marché du travail et des schémas migratoires.

Organisé avec le soutien du Ministère fédéral allemand de l’éducation et de la recherche (BMBF) et du Ministère fédéral de la coopération économique et du développement (BMZ) et en collaboration avec la Commission nationale pour l’UNESCO de l’Allemagne et des partenaires du Groupe inter-agences sur l’EFTP et WorldSkills International, le Forum d’apprentissage de l’EFTP de l’UNESCO-UNEVOC «Gérer les compétences en période de disruption» a rassemblé plus d’une centaine de participants représentant tous les secteurs de la communauté de l’EFTP, dont des Centres faisant partie du Réseau UNEVOC dans les cinq régions du monde.

Le rapport suivant présente les points marquants du Forum d'apprentissage sur l'EFTP de l'UNESCO-UNEVOC.

Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.
