Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This study provides an overview of the state-of-play of international cooperation in vocational education and training (VET) across EU/EFTA countries, with both developed and emerging economies. It explains how international organisations focus their work on VET, and analyses the success factors and challenges when engaging in VET internationalisation. Finally the study also presents a set of recommendations for future actions at European and national levels, which provide a good basis for a broader discussion with EU VET stakeholders on how best to pursue efforts to modernise VET systems through internationalisation strategies.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Report prepared for the G20 Employment Working Group with inputs from The International Monetary Fund This paper aims to set out the challenges confronting G20 economies and to develop a proposal for a set of concrete actionable measures to improve the employability of each economy’s workforce, making skills more transferable and workplaces more adaptable. The paper begins with an overview of the major challenges that are putting jobs at jeopardy and which risk widening existing inequalities and further marginalising disadvantaged groups in the labour market. The key policy responses that are required to meet these challenges are then set out according to four key areas: i) Anticipating emerging skill needs and adapting policies accordingly; ii) Reinforcing the role of training and work-based learning; iii) Enhancing the adaptability of workplaces; and iv) Promoting labour mobility. Under each area, a selection of informative country policy examples is provided and some general policy principles are identified, drawing on these examples for inspiration.

This report aims at capturing lessons learned and good practices experienced during the implementation of the Skills Enhancement for Employment Project (SEEP) in 5 (five) districts of far western region of Nepal namely Baitadi, Bajhang, Dadeldhura, Darchula and Kanchanpur.

The Project aimed at increasing livelihood options through improved employment opportunities. The project focused on employability enhancement though the training of 1200 youth and establishment of one cooperative in each target district.

This paper presents targeted government policies for promoting training in small and medium-sized enterprises (SMEs) to increase their contributions to economic development. It first discusses the role of SMEs in country development and the special challenges facing SMEs in developing human resources. It then surveys some innovative, targeted policies for promoting training by SMEs in Asia and Latin America. The paper elaborates on the objectives and achievements of a successful targeted SME training policy, the SME Training Consortiums Program in the Republic of Korea, as a best practice. This paper concludes with some cautionary remarks for developing countries seeking to adopt targeted SME training policies.

This joint Cedefop-UNESCO global skills conference aims to discuss the implications of global economic trends and market forces for anticipated skill needs and mismatches, and the responses of education and training systems building on labour market intelligence.

The conference will:

- discuss how information on global trends in skill needs is used by countries to review and renew their education and training provisions and how qualifications frameworks (at sector, national, regional and global levels) can support coordination and dialogue between education and training including labour market actors across different regions of the world;
- provide a platform for sharing best practices in skills anticipation and matching approaches and discuss possible ways forward and,
- offer possibilities for setting up and sustaining a modern infrastructure for data collection – a ‘data revolution’ – allowing robust analysis on anticipated skill needs with real-time labour market intelligence, contributing to the effectiveness of informed policy-making.

Global policy priorities, challenges and applicable solutions which can be applied in different regions of the world will be debated by experts in skills, along with representatives of governments and social partners in a series of discussions structured around two key themes:

1. Global trends and skills: common forces, different challenges.
2. Education and training for a global economy: using informed decision-making to adapt to a new landscape.
