This research paper explores how globalisation influences the review and renewal of VET standards and the way qualifications, training programmes and curricula address global requirements. In a highly competitive global landscape, occupations are transformed, new jobs are created and the skills needed for the labour market are constantly changing.

European countries are looking at redefining VET to respond promptly to such challenges and take advantage of the opportunities ahead. They are reforming to modernise their VET systems and strengthen the relevance of their national qualifications in an international context. This publication explores national responses to globalisation in 15 countries and five economic sectors. It aims to understand how European and international initiatives help VET renewal across Europe. It shows how countries’ reactions are embedded in their national traditions but also depend on their interactions with European, sectoral and multinational players that provide training and award qualifications.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

A technological tool that will allow for improvements in better linking training with the demands of the production sector in Panama, was launched by the Ministry of Labor and Labor Development, with the support of the ILO. The platform - Human Talent Panama - will be useful in helping companies locate personnel specializing in technical areas. The platform is aimed at providing a user-friendly mapping of the availability of human resources that have completed training or a certification programme in technical and vocational education and training areas.

The new tool is not only visually appealing, interactive, and easy to use, but also provides georeferenced information on each school of the National Vocational Training Institute as well as the vocational centres attached to the Ministry of Education comprising variables such as field of training, speciality, sex, graduation year and institute. This platform can be consulted by institutions for planning and decision-making purposes and by external users (potential investors in the territories, other public institutions, enterprises all over the country, etc.).

Clarification of the concept and prototype. This study was commissioned by Cedefop from the centre for European research in employment and human resources at Toulouse business school on behalf of the credit transfer technical working group. This group was set up by the European Commission in 2003 in the framework of the Copenhagen process on enhanced cooperation in vocational education and training. Cedefop supports this and other working groups with studies, advice, expertise and its communication tools.

The brief was to clarify concepts, investigate classifications and typologies applied in Member States and advise the working group on descriptors for learning outcomes. Finally, a prototype typology applicable for credit accumulation and transfer should be developed as a practical result. The study presented by the authors is an academic exercise which is useful but difficult to translate into policy action. It helped identify gaps in existing tools and instruments for describing learn.

Developments in vocational education and training policy 2015-17 Work in 2015-17 signals continuity with earlier national strategies and initiatives. It confirms the recent focus on apprenticeships and other forms of work-based learning, and increasing attention to widening access to VET and qualifications, two areas that have been reinforced by EU-level policy packages. The report also presents measures taken in: VET teacher and trainer professional development, key competence provision, and quality assurance, including actions to make use of information on skills intelligence. Complementing this report, individual country chapters offer more detailed information on national developments. Though their long-standing collaboration, countries aim at achieving common objectives set for 2020. As policy-makers are reflecting on their vision for VET and collaboration beyond 2020, this interim report also discusses these trends from a forward-looking perspective.

The Global Education Monitoring Report (GEMR) 2019 continues its assessment of progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda.

Its main focus is on the theme of migration and displacement. It presents evidence on the implications of different types of migration and displacement for education systems but also the impact that reforming education curricula and approaches to pedagogy and teacher preparation can have on addressing the challenges and opportunities posed by migration and displacement. It gives voice to experiences in host and home communities.

With the help of case studies, it illustrates approaches which work and could be scaled up. In this way, it aims to be a tool for practitioners. It will make the case for investing in education of good quality in rural areas suffering from depopulation and in slum areas suffering from large population inflows; in countries with high rates of emigration and those with high rates of immigration; in short-term refugee emergencies and in protracted crises. Its analysis, conclusions and recommendations advance the aims of SDG 4 and its call to leave no one behind.

Ce Rapport examine la question de la migration et du déplacement sous l’angle des enseignants et des administrateurs de l’éducation confrontés à la réalité de la diversité des classes, des cours d’école, des communautés, des marchés du travail et des sociétés.

'Assurer à tous une éducation équitable, inclusive et de qualité et des possibilités d’apprentissage tout au long de la vie' et 'ne laisser personne de côté' est un engagement commun autour duquel se retrouvent tous les systèmes éducatifs du monde entier. Ces systèmes doivent s’ajuster aux besoins de tous les élèves indépendamment de leur origine afin qu’ils puissent tenir leurs promesses. Ils doivent aussi répondre au besoin de résilience et d’adaptation des sociétés face aux migrations et aux déplacements. Et il s’agit là d’un défi qui touche pareillement les pays à forte et à faible population de migrants et de réfugiés.

L’édition 2019 du Rapport mondial de suivi sur l’éducation examine les données probantes disponibles à l’échelle mondiale sur les migrations, les déplacements et l’éducation et a pour objet de répondre aux questions suivantes :
- Quelle est l’incidence des mouvements de populations sur l’accessibilité et la qualité de l’éducation?
- Quelles en sont les conséquences sur les migrants et les réfugiés individuels?
- Comment l’éducation peut-elle modifier la vie des personnes qui se déplacent et changer le cours des choses dans les communautés qui les accueillent?

Este informe considera migraciones y desplazamientos desde el punto de vista de los maestros y administradores de educación que se enfrentan a la realidad y diversidad de las aulas, patios de recreo, comunidades, mercados laborales y sociedades.

Los sistemas educativos del mundo entero están unidos en su compromiso por 'garantizar una educación inclusiva, equitativa y de calidad y promover oportunidades de aprendizaje durante toda la vida para todos' y 'no dejar a nadie atrás'. Para que todos los educandos puedan realizar su potencial, los sistemas deben adaptarse a sus necesidades, independientemente de su origen o procedencia. Deben asimismo responder a la necesidad de resiliencia de las sociedades y adaptarse a la migración y los desplazamientos; este reto afecta a los países sea cual fuere el tamaño de sus poblaciones de refugiados y migrantes.

El Informe de Seguimiento de la Educación en el Mundo 2019 examina los datos recopilados a nivel mundial acerca de la migración, los desplazamientos y la educación, y procura responder a las siguientes preguntas:
- ¿Cómo inciden los movimientos de población en el acceso y la calidad de la educación?
- ¿Cuáles son las consecuencias a nivel individual, para los migrantes y refugiados?
- ¿Cómo puede la educación cambiar la vida de las personas que migran y de las comunidades que las acogen?

New batch of 13 Country Profiles on the UNESCO-UNEVOC World Technical and Vocational Education and Training Database. These profiles provide an overview of the TVET ecosystem in each country including the learning pathways, key policy documents, governance and financing mechanisms, qualification and quality assurance systems, and ongoing reforms. The Country Profiles provide concise, reliable and up-to-date information on countries’ technical and vocational education and training systems around the world, which includes:
1. Key statistics;
2. TVET systems;
3. Key strategy and policy documents;
4. TVET teachers and trainers;
5. Qualification systems and quality assurance;
6. Current reforms and policy discussions.

These profiles are aimed at assisting TVET officials, experts and stakeholders, as well as researchers and students to develop a better understanding of different TVET systems and trends in TVET around the world.

Ageing populations and dwindling youth cohorts, on the one hand, and labour migration, on the other, are affecting workforce composition. And that’s not to mention the lingering impact of the financial crisis. All these are leaving their mark on European economies and societies. Against this backdrop, what is the role of vocational education and training (VET) in Europe in addressing the challenges ahead?

To help in shaping future policies, a Cedefop project considers different routes and multiple options for VET. An analysis of VET developments since 1995 has helped to outline a series of potential paths – scenarios – pointing towards plausible and consistent pictures of how VET can evolve by 2035, depending on today’s decisions and policy choices. Using these scenarios, Cedefop intends to inform strategic discussions on future European cooperation on VET.
