Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The brief is part of the section on promoting equality and addressing discrimination in 'The informal economy and decent work: A policy resource guide supporting transitions to formality' As a result of labour market discrimination and social exclusion disabled people are most often found in the survivalist end of the informal economy, particularly in developing countries. There is a significant economic cost of not having disabled people productively engaged in the economy. In both developed and developing countries, under-utilization of disabled people in the workforce has a significant negative effect on the productivity of national economies. Inclusive approaches within policies to support the transition to formality in areas such as education, training, entrepreneurship, access to productive resources and work opportunities can help transform the cycles of poverty and marginalization which characterize the lives of many disabled people.

This study brings together qualitative and quantitative data to better understand the lives of people with disabilities who beg in Ethiopia. It sets out to provide an initial understanding of the lives of disabled beggars with particular emphasis on determining social and economic factors, and sequences of events or patterns of behaviour that are common to people with disabilities who now work as beggars. Chapter 3 provides an overview of the demographic characteristics of the survey respondents, including their education and vocational training levels and work history. Additional attention was directed to identifying possible areas of intervention that might sever the links between disability and poverty. The study yielded an intriguing set of results that identify: the complex set of issues with which disabled beggars grapple; a series of points where targeted intervention by governments, UN agencies, NGOs and disabled people’s organizations could help break the on-going cycle of disability and poverty; and choices that lead some men and women with disabilities to beg. The study contains recommendations for policy, programming and areas for further research.

The purpose of this policy is to provide a framework for addressing disability in Fiji and to develop a more inclusive society, create greater awareness of the needs of people with disabilities and identify priority areas for action to dismantle barriers hindering the full participation of people with disabilities in the social and economic life of the Fiji Islands. Skills development and improved participation in employment of people with disabilities is one of 12 strategic policy areas of the document. The policy is the result of wide stakeholder consultation throughout Fiji.

Employment Working Paper No. 3 This working paper reviews the available evidence connecting the employment and economic status of disabled persons with their skills and productivity. It examines skills development strategies and their effect on employment, income-generation and productivity in both the formal and informal sectors in developed and developing countries. It also considers the impact of policies and practices designed to assist disabled people to achieve their productivity potential at work, including workplace accommodations and teleworking. The study includes a number of illustrative case studies. It concludes with key policy messages which emerge from the literature review.

Labour Education 2004/4, No. 137 This quarterly review published by the Bureau for Workers' Activities of the ILO focuses on what trade unions can do to defend and promote the rights of workers with disabilities. There is a wealth of instruments at international and national level to address the many problems faced by disabled persons concerning access to education, training and employment and trade unions have a very important role to play in this campaign. The publication reports on a number of initiatives taken in that direction, including providing access to vocational training for disabled persons and changes in laws and policies concerning the training and employment of disabled persons.

Prepared in cooperation with 374 persons with disabilities, experts and academics, NGOs, foundations and international organisations in 116 countries, and the World Future Council Zero Project Report is an annual international study on the implementation of the UN Convention on the Rights of Persons with Disabilities. The current publication contains:

• Survey of 23 Social Indicators on the implementation of the UN Convention on the Rights of Persons with Disabilities in 55 countries;
• Survey of 10 Social Indicators focusing on the employment of persons with disabilities in 82 countries;
• 40 Innovative Practices that promote the employment of persons with disabilities;
• 11 Innovative Policies that promote the employment of persons with disabilities.

Many practices and policies mentioned in the report highlight successful initiatives in inclusive training for individuals with disabilities.

Discapacidad en el lugar de trabajo: Organizaciones de empleadores y redes empresariales aporta detalles que permiten conocer las formas en que distintas organizaciones representativas de las empresas abordan el tema de la discapacidad. Las prácticas descritas en estos ejemplos demuestran que estas organizaciones son actores idóneos para articular los intereses empresariales con la integración productiva de las personas con discapacidad en el mercado de trabajo. En momentos en que un número cada vez mayor de países está ratificando y adoptando medidas para la aplicación de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad –un instrumento integral de protección de los derechos humanos de este segmento de la población–, se hace cada vez más necesario brindar elementos para inspirar y orientar al sector empresarial. La publicación responde a un conjunto emergente de información que confirma la viabilidad comercial de contratar a personas con discapacidad y el interés de las empresas en mantener una fuerza laboral diversa.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The purpose of this report is to provide a comprehensive overview of organizations of or representing women with disabilities and services available to them in several different provinces of Viet Nam. The mapping project has been conducted in anticipation of the ILO project Promoting Decent Work for People with Disabilities through a Disability Inclusion Support Service (INCLUDE). The overview presented in this report is a result of a mapping exercise of the existing situation regarding access of people with disabilities to vocational training, conducted in preparation for implementation of INCLUDE in Vietnam in July 2008.

The Disability at a Glance series, which started in 2006, serves as a companion for policymakers, statisticians and representatives of organizations of, and for, persons with disabilities in Asia and the Pacific. These publications aim to provide a regional overview of disability policies and practices, as well as relevant country data and information.

The fourth edition, Disability at a Glance 2012: Strengthening the Evidence Base in Asia and the Pacific continues this tradition. It highlights the complexity of interpreting disability data and stresses the urgent need to work towards a greater common understanding of disability, related data and data collection practices.
