This study, commissioned by the Australian Workforce and Productivity Agency prior to its amalgamation with the Australian Government Department of Industry, surveyed a stratified sample of 4,500 Australian businesses in August 2014. The survey collected a total of 264 responses from employers to a wide range of questions on the factors that influence their engagement, or lack of it, in Work Integrated Learning (WIL). The data includes highly informative qualitative comments on critical contextual issues.

The key findings to emerge from the analysis generally confirm much of what is known about the profile of organisations participating in WIL and the nature of the experiences they offer. However, the findings raise some important policy issues, challenges and opportunities that require consideration. Key findings include:

• Employers typically first participated in WIL after being approached by a university or student. Only 30 organisations took the initiative in approaching a university..

• A clear majority (88 per cent) of organisations participating in WIL plan to continue engaging university students over the next two years.

• Just one in five organisations not participating in WIL have thought about or attempted to engage a student.

• While the umbrella term ‘Work Integrated Learning’ is established among key stakeholders, almost half of the organisations surveyed are not familiar with term.

• Organisations most likely to be active in providing students with WIL experiences are those that have been in operation around 20 years and/or have more than 15 employees.

• For smaller organisations, ensuring the quality of the WIL experience is particularly challenging given their limited resources.

• The two main barriers for organisations currently providing WIL opportunities are lack of resources and time for supervision of the university student.

• The strongest factors encouraging ongoing employer engagement in WIL are support from universities, good personal links with universities, and effective university coordination of students.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Financing of training

Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

Lifelong learning

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

En définitive, ce sont les compétences dont disposent les individus et qu’ils peuvent appliquer utilement qui peuvent contribuer à la prospérité selon le nombre de personnes qui travaillent et leur productivité. Les pays, entreprises et personnes considèrent tous le développement des compétences comme stratégique et en conséquence cherchent à accroitre les investissements dans ce domaine. La Stratégie de formation du G20 propose une orientation-cadre permettant de former une population active convenablement équipée en compétences pour l’avenir et de créer des emplois décents dans des entreprises durables.

Quels sont les éléments fondamentaux d’une bonne stratégie de formation et de compétences?

L’élaboration de stratégies et de politiques de qualité en matière de formation et de compétences demande certains éléments fondamentaux, notamment : l’anticipation des besoins futurs en compétences; la participation des partenaires sociaux; une démarche par secteur; des informations sur le marché du travail et les services à l’emploi; la qualité et pertinence des formations; l’égalité entre hommes et femmes; un large accès à la formation; le financement des formations et l’évaluation des résultats des politiques. S’il existe bien un consensus sur les principes généraux qui permettent de façonner des politiques et dispositifs de formation de qualité, les disparités dans leur application et leurs résultats sont grandes. La SF G20 encourage les échanges portant sur les expériences, les analyses et les points de vue afin de surmonter certaines des difficultés tenaces rencontrées dans l’élaboration de bonnes politiques de formation et dans l’obtention de bons résultats.

Quels sont les autres facteurs qui contribuent à l’élaboration de politiques et de stratégies efficaces en matière de compétences?

Des partenariats étroits entre pouvoirs publics, employeurs, travailleurs et établissements de formation contribuent à jeter une passerelle durable et efficace entre le monde de l’apprentissage et celui du travail, afin de répondre utilement à l’évolution des besoins en compétences et formations. Pour être efficaces, les politiques relatives aux compétences et à la formation devraient être coordonnées étroitement avec les politiques économiques et sociales plus larges relatives à l’emploi, l’industrie, le commerce, la technologie et les domaines macro-économique et environnemental – afin de favoriser le développement durable et dynamique.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

En quoi le développement des compétences favorise-t-il la justice sociale et la croissance pour tous?

L’adoption d’une démarche plus ouverte en matière d’éducation, de formation et d’apprentissage sur le lieu de travail peut aider à résoudre différentes inégalités et à briser le cycle de la pauvreté qui met les personnes dans l’impossibilité de tirer parti des opportunités économiques. Ceci peut favoriser tout spécialement des groupes sous-représentés, comme les personnes en situation de handicap et celles qui sont issues de collectivités désavantagées ou qui sont restées sans emploi pendant longtemps.

Dans quels pays la SF G20 est-elle mise en œuvre?

Parmi les programmes actuels de coopération pour le développement qui mettent en œuvre la SF G20, il existe une action au Mozambique dont les objectifs sont l’anticipation des besoins en compétences, les systèmes d’information sur le marché du travail, les démarches sectorielles et l’accès à des formations de qualité pour des groupes vulnérables. Une autre action au Népal porte sur le renforcement des capacités des centres publics pour l’emploi pour identifier les secteurs de croissance potentielle de l’emploi, l’analyse des besoins en compétences et une meilleure information des jeunes, de leurs familles et des établissements de formation locaux. Ces deux actions sont soutenues par l’Agence de coopération internationale de la Corée. En Arménie, au Kirghizistan, au Tadjikistan, en Jordanie et au Vietnam, la mise en œuvre de la SF G20 met l’accent sur l’amélioration des systèmes de formation professionnelle par le renforcement de la structure et l’orientation des établissements d’enseignement et la formation techniques et professionnels (EFTP) sur le marché du travail. Le financement de ces actions provient de la Fédération de Russie.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Les compétences constituent l’une des bases du travail décent. En définitive, ce sont les compétences dont disposent les individus et qu’ils peuvent appliquer utilement qui peuvent contribuer à la prospérité selon le nombre de personnes qui travaillent et leur productivité. Les pays, entreprises et personnes considèrent tous le développement des compétences comme stratégique et en conséquence cherchent à accroitre les investissements dans ce domaine. La Stratégie de formation du G20 propose une orientation-cadre permettant de former une population active convenablement équipée en compétences pour l’avenir et de créer des emplois décents dans des entreprises durables.

Qu’est-ce que la Stratégie de formation du G20 (SF G20) et quelle est son origine?

Lors d’une réunion à Pittsburgh en septembre 2009, les dirigeants du G20 ont appelé à placer l’emploi de qualité au cœur de la relance qui a suivi la crise mondiale économique et financière et ils se sont engagés à mettre en œuvre des plans d’action qui favorisent le travail décent, aident à préserver l’emploi et en privilégient la croissance. Ils ont accueilli favorablement le Pacte mondial pour l’emploi proposé par le BIT et reconnu qu’il importait de bâtir un cadre de travail orienté vers l’emploi pour la future croissance économique. Ils ont aussi noté le rôle du développement des compétences et demandé à l’OIT, en partenariat avec d’autres organisations multilatérales, ses mandants et des ONG, d’élaborer une stratégie de formation à leur soumettre pour examen. La Stratégie de formation a ensuite été présentée au sommet du G20 à Toronto en juin 2010 et intégrée au Plan d'action pour le développement adopté lors du sommet de Séoul en novembre de la même année. Ce plan appelait les organismes internationaux à collaborer pour aider les pays en développement, notamment les pays à faibles revenus, à « poursuivre le développement de compétences liées à l'emploi mieux adaptées aux besoins des employeurs et du marché, afin d'attirer les investissements et les emplois décents. »

Comment la SF G20 aide-t-elle les pays à mettre au point des programmes d’acquisition de compétences qui soient pertinentes et accessibles?

La SF G20 met l’accent sur les politiques et actions qui peuvent favoriser une croissance forte, durable et équilibrée et réduire l’écart de développement. En s’appuyant sur l’expérience internationale, elle définit des orientations qui sont essentielles pour doter la main d’œuvre en compétences adaptées, notamment par un large accès à une éducation de qualité comme fondement pour la formation à venir, en alignant étroitement les compétences proposées aux besoins des entreprises et des marchés du travail, en aidant travailleurs et entreprises à s’adapter à l’évolution des technologies et des marchés et en anticipant les besoins futurs en compétences et en s’y préparant.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills are a foundation of decent work. Ultimately, the skills people have and can use effectively can contribute to prosperity based on how many people are in work and how productive they are. Countries, enterprises and individuals all perceive skills development as strategic, and consequently seek to step up investments in skills. The G20 Training Strategy provides a policy framework for developing a suitably skilled workforce for the future, and for obtaining decent work in sustainable enterprises. While there is wide agreement on the broad principles that shape good training policies and systems, there are wide disparities in their application and outcomes. The G20 TS encourages the exchange of experiences, analysis and viewpoints to address some of the more intractable difficulties faced in shaping good-quality training policies and achieving good outcomes.

What other factors contribute to developing effective skills policies and strategies?

Strong partnerships between governments, employers, workers and training institutions can help build an effective and enduring bridge between the world of learning and the world of work that responds effectively to changing skills and training needs. To be effective, skills training policies should be closely coordinated with wider economic and social policies on employment, industry, trade, technology, and macroeconomic and environmental policies– to promote sustainable and dynamic development.

How does skills development promote equity and inclusive growth?

Adopting a more inclusive approach to education, training and workplace learning can help to tackle various inequities and can break cycles of poverty in which people are unable to take advantage of economic opportunities. This can specially benefit underrepresented groups such as people with disabilities, people from disadvantaged communities, and people who have been unemployed for long periods of time.

In which countries is the G20 TS being implemented?

Current development cooperation programmes supporting the implementation of the G20 TS include a project in Mozambique that focuses on anticipation of skills needs, labour market information systems, sector-based approaches and accessibility to good-quality training for vulnerable groups. A project in Nepal focuses on building the capacity of public employment centres to identify job growth potential, assess skills needs and provide better information to young persons, their families, and local training providers. Both projects are supported by the Korea International Cooperation Agency. In Armenia, Kyrgyzstan, Tajikistan, Jordan and Viet Nam implementation of the G20 TS focuses on improving the vocational education system, by improving the structure and orientation of TVET institutions in the labor market. Funding for these projects are provided by the Russian Federation.
