Gender equality

Women represent both half of the world's population – and half the world's economic potential. Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The equal inclusion of women in economic life is a key driver of economic growth throughout the world, including the Pacific Alliance countries of Chile, Colombia, Mexico and Peru. Talent is lost, and future growth suffers, when women do not have the same opportunities as men to reach their full potential in the labour market. All countries of the world have work to do to advance the equality agenda, and Chile, Colombia, Mexico, and Peru have much to do. This report sustains that while girls and women in the Pacific Alliance are progressing on the path to gender equality and inclusive growth, significant roadblocks remain. Gender gaps stubbornly persist in labour force participation rates, in the distribution of domestic and unpaid care work, job quality, earnings, poverty status and post-secondary education and training.

Part of the ‘Women in Canada: A gender-based statistical report’. Canada’s knowledge-based economy – especially the fields of science, technology, engineering and mathematics (STEM) – continues to grow. Related changes in the economy, including shifts to globalized markets and an emphasis on innovation and technology, all mean that education is more and more an integral component of economic and social well-being. At the same time, women in Canada have become increasingly well-educated and today represent a larger share of the labour market than they have ever represented previously. However, women continue to have fewer apprenticeship or trades certificates as well as STEM university degrees than their male counterparts.

This chapter of the ‘Women in Canada: A Gender-based Statistical Report’ begins with an overall profile of women’s education in Canada and then examines various points along the pipeline such as: mathematics and reading skills in high school, young women who are not working or in school, field of study patterns and labour market outcomes and employment income of STEM and non-STEM fields of study.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Youth Economic Empowerment in developing and emerging countries Young women are the first victims of economic instability throughout the world. They represent the majority of the 628 million young people aged 15-24 who have neither a job nor an education.

This report highlights situations experienced by the most vulnerable young women in terms of accessing decent employment or self-employment in developing countries. Working from a grid analysis and field experiences, it also shows how to mainstream gender at all stages of youth economic empowerment programmes.

This report explores the rise of coding bootcamps as a strategy to promote youth and women's employment. As the demand for tech talent continues to grow and businesses in many countries struggle to find qualified workers with coding skills, young people have started to learn these skills in coding bootcamps. Bootcamps gather young aspiring software developers to join intensive three-to-six-month training programs where they learn the foundations of programming. Students earn relevant hands-on experience, learn about the whole product development cycle and get engaged in teamwork projects. This learning method has recently gained international recognition and popularity due to the high levels of positive employment outcomes reported as well as its potential use for recruiting more women in the tech industry. Coding bootcamps tackle the apparent gaps in formal education systems by providing an accelerated path for people to develop the coding skills that are currently in high demand.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

The first action plan on women’s employment in Turkey. Prepared under the project ‘More and Better Jobs for Women: Women’s Empowerment through Decent Work in Turkey’. The Action Plan has two major objectives. The first one is occupational skills development for women and orienting them to work to increase women’s employment. The second one is to increase the opportunities for women to access the labour market. These objectives, which are identified in parallel with Turkey’s National Employment Strategy, will be enhanced with actions such as providing women with acquiring occupational skills, decreasing the barriers for women to participate in the world of work, encouraging and promoting entrepreneurship activities and awareness-raising supported through active labour market policies.

The Plan was developed under the project ‘More and Better Jobs for Women: Women’s Empowerment through Decent Work in Turkey’, jointly implemented by the ILO and the Turkish Employment Agency (ISKUR), with support provided by the Swedish International Development Cooperation Agency (SIDA) on the basis of decent work principle towards women’s employment in Turkey.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This report seeks to foster an understanding of the context, constraints, and opportunities for increasing productive employment in Fiji, and inform evidence-based policies that will promote productive employment and decent work. Chapter 3 reviews the education and technical and vocational education and training (TVET) system and programs, access and quality to higher education and TVET, and the school-to-work–transition interface and matching of skills. In particular, it analyzes the continuum from school to work and the ‘disconnections’ that occur because of factors related to government policy, training institutions, industry dynamics, gender equity, and individual circumstances.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.
