Foresight is defined as a “systematic,participatory, future intelligence gathering and medium-to-longterm vision-building process aimed at present-day decisions and mobilising joint actions”.

In simple terms, it is a tool which supports the design and implementation of policies with a medium to long-term perspective.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Son las capacidades con las que cuenta una persona para resolver de manera eficaz distintos problemas, y no solo incluyen el conocimiento o el razonamiento abstracto, sino también aspectos de la personalidad, creencias y hasta destrezas físicas. Este reporte muestra que tener más habilidades implica un trabajo de mejor calidad y ser más productivo, contar con mejor estado de salud física y mental, participar más activamente en la vida cívica, completar más años de educación, sentir mayor satisfacción con la propia vida, entre otros aspectos del bienestar personal. Este reporte destaca también que, a diferencia del capital humano medido por años de educación, las habilidades para el trabajo y la vida no solo se forman en las instituciones educativas. La familia, el entorno físico y social (por ejemplo, el barrio o comunidad) y el mundo laboral son también ámbitos de crucial importancia en la acumulación de habilidades.

This is an executive summary of CAF-Development Bank of Latin America's 2016 Report on Economic Development (RED). Skills are the mainstay of human capital. They are the capabilities that a person has to effectively solve different problems. Skills include not only knowledge or abstract reasoning, but also aspects of personality, beliefs and even physical skills. This report shows that having more skills involves working better and being more productive, having better physical and mental health, participating more actively in civic life, completing more years of education, and experiencing greater satisfaction with life, among other aspects of personal well-being. The report also notes that, unlike human capital measured by years of education, skills for work and life are not only developed in educational institutions. The family, the social and physical environment (e.g. neighborhood or community), and jobs are also areas of crucial importance in the accumulation of skills.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Initiative pour le centenaire de l’OIT

Une évolution profonde de la nature du travail s’opère dans les pays du monde entier, quel que soit leur stade de développement. Les vecteurs de changement sont multiples et divers: l’évolution démographique, les changements climatiques, l’innovation technologique, les frontières mouvantes de la pauvreté et de la prospérité, le creusement des inégalités, la stagnation économique et les nouveaux visages de la production et de l’emploi. Les transformations auxquelles nous assistons nous mettent aujourd’hui au défi d’imaginer l’avenir du travail à long terme afin d’orienter cette évolution vers davantage de justice sociale. L’inquiétude généralisée grandissante quant au fait de savoir si l’avenir sera synonyme d’une polarisation plus marquée au sein des pays et entre eux exige d’agir de toute urgence.

Reconnaissant qu’il est urgent de commencer à mobiliser les compétences mondiales pour faire de l’avenir du travail celui que nous voulons, l’OIT a lancé en 2013 l’initiative du centenaire sur l’avenir du travail. Dans le cadre de cette initiative, le colloque offre une excellente occasion de mieux comprendre les changements dont nous sommes témoins et de trouver des moyens d’action efficaces pour façonner l’avenir du travail. Ce colloque s’articulera autour des quatre «conversations du centenaire» – travail et société, des emplois décents pour tous, l’organisation du travail et de la production et la gouvernance du travail – et réunira des spécialistes et des acteurs internationaux qui sont à l’avant-garde dans les débats sur chaque sujet. Une séance spéciale sera consacrée aux perspectives pour les jeunes et à leurs points de vue, y compris celui des représentants des partenaires sociaux, sur l’avenir du travail qui sera le leur.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

This publication examines the opportunities and challenges, for business and government, associated with technologies bringing about the “next production revolution”. These include a variety of digital technologies (e.g. the Internet of Things and advanced robotics), industrial biotechnology, 3D printing, new materials and nanotechnology. Some of these technologies are already used in production, while others will be available in the near future. All are developing rapidly. As these technologies transform the production and the distribution of goods and services, they will have far-reaching consequences for productivity, skills, income distribution, well-being and the environment. The more that governments and firms understand how production could develop in the near future, the better placed they will be to address the risks and reap the benefits.
