The world is currently facing an unprecedented crisis that is affecting social and economic systems alike. We must therefore think ahead and help countries recover and rebuild sustainably.

Under the theme Green Skills for a Sustainable Future, and through a combination of plenary sessions, virtual booths, networking opportunities, and expert-led workshops, the LKDF Forum 2020 will provide a virtual venue to discuss the future of skills and jobs. In particular, how public and private sector partners can work together to reduce the mismatch between supply and demand for skills. The challenge lies in the content and quality of technical training in many countries as they do not always match the private sector’s demands. As a result, graduates cannot find jobs while employers cannot find skilled personnel.

For the past years, the Learning and Knowledge Development Facility (LKDF) has been building a culture of sharing for inclusive and sustainable industrial practices in the skills development landscape in cooperation with public, private, and development partners to equip young people with technical skills and contribute to shared prosperity. Today, we need you to take the LKDF to the next level.

This paper, jointly prepared by Cedefop and the ETF, aims to inform the next steps in VET policy-making at EU level, including the Osnabruck declaration expected to be discussed by ministers in the autumn of 2020. It puts forward key challenges and opportunities for VET which have emerged from the intelligence, research and evidence collected over the years by the two agencies, each within its own remit and geographic scope.

This discussion paper supports the idea that, in light of the future trends and the changing world of work, the emphasis of VET policy also needs to change. While further developing initial VET (IVET) should remain an essential aim, European policy needs to strengthen the focus on advancing continuing VET (CVET) to meet the economic and societal challenges of the next decade.

Europe's prosperity and social model depend on its ability to ride the new wave of innovation ahead of us, while ensuring a broad participation in the benefits accruing from these innovations. This ability to benefit from innovation depends on access to relevant skills, which is one of the main determinants of Europe's competitiveness and the capacity to drive innovation. The fundamental link between innovation, skills and growth makes investment in skills and proactive skills policies, aligned to the evolving industrial and technological landscape, a prerequisite for a dynamic and inclusive society.

This paper looks in particular at the potential of education and training for skills upgrading, innovation adoption and thus, in a long-term, increasing economic growth and reducing inequalities. The analysis takes into account wide range of issues, such as the structural change of economies, developments of productivity and innovation as well as employment shifts in labour markets, while considering also the effects of policies and investments.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This joint report by the ILO and UNECE report estimates the employment impact of investing in public transport and making them free, as well as moving towards electrification of vehicles in the member states of the United Nations Economic Commission for Europe (UNECE). The report estimates the job creation potential of green and healthy transport by reviewing the economy-wide employment implications of an accelerated shift towards greener land transport in the Economic Commission for Europe (ECE) region. The report shows how changes towards green and healthy transport alter the structure of sectors and jobs across ECE member States and also in other parts of the world, given that greening the transport sector activates di­fferent national, regional and global value chains and employment in di­fferent industries and areas of the world.

In the context of job disruption, demand for new skills and increased socioeconomic polarization, primary and secondary school systems have a critical role to play in preparing the global citizens and workforces of the future. Education models must adapt to equip children with the skills to create a more inclusive, cohesive and productive world.

This white paper is the outcome of a global consultative process initiated by the World Economic Forum’s Platform for Shaping the Future of the New Economy and Society to identify promising models of quality education for the Fourth Industrial Revolution. It is the first output of the Forum’s Education 4.0 initiative, which aims to catalyse systems change by mobilizing a broad and innovative coalition of relevant stakeholders around new models, new standards and a new momentum for action to transform the future of education.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The two billion people working in the informal economy face numerous barriers to access and participate in skills and lifelong learning. In times of crisis, such as the current COVID-19 pandemic, existing barriers are exacerbated, and new barriers have emerged, further depriving millions of people of learning and income opportunities. This Research Brief summarizes the current state of knowledge on lifelong learning in the informal economy, drawing on a recent literature review. It also reflects on the COVID-19 pandemic and the particular vulnerability of in-formal economy workers requiring specific attention. It highlights evidence gaps and suggests new products and approaches regarding the ILO work on transition to formality.

Digital labour platforms take a variety of forms, although it is useful to distinguish between crowdwork and work on demand via apps. Crowdwork usually refers to activities or services that are performed online, irrespective of the location. Although some of these jobs entail the movement of work from the offline to the online economy, in other instances they are new tasks that permit the smooth functioning of web-based industries, such as content moderation on social media sites, the cataloguing of online products, and the transcription of YouTube videos. Work on demand via apps refers to physical activities or services that are performed locally; typical activities include transportation, delivery and home services. In these cases, an app is used to match labour demand and supply, usually within a geographically defined area.

While employment through digital labour platforms remains small – estimates range from 0.5 per cent of the labour force in the United States to 5 per cent in Europe – it is expected that digital employment will expand in the future, as more jobs, or tasks, move from the offline to the online economy. In addition, some developing country governments, including Malaysia and Nigeria, have already adopted strategies to encourage their workers to engage in digital labour. Yet little is known about the quality of jobs being generated in the platform economy.

This Issue Brief summarizes some of the existing empirical literature on job quality in the platform economy, particularly crowdworking platforms, drawing upon ILO surveys of crowdworkers and the existing literature.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. New ILO-IOE report focuses on trends that are changing business models and their impact on employers and business organizations. Business models are changing rapidly and radically, creating a need for policy-makers, businesses and employer organizations to innovate, adjust and become more flexible, according to new study.

The research identifies five global trends that are drastically changing business models regardless of size, sector or location: technological innovation, global economic integration, demographic and generational shifts, climate change and sustainability, and a global shortage of skilled labour.

The impact of these trends on business and the role employers and business organizations will play in these coming changes is a key element of the debate around the future of work included in the report.
