In dynamic and rapidly changing labour markets, the identification of skills needs is an important challenge. Imbalances on the labour market, reflected by difficulties faced by businesses in sourcing the skills they need, high incidences of skills mismatch, and significant unemployment or underemployment especially among youth, are common to most countries, independently of their level of economic development. In order to tackle these issues, policy-makers, employers, workers, providers of education and training and students all need timely and accurate information about demand for skills on the labour market and how it relates to skills supply.

This publication collects together the contributions presented during the ILO workshop “Can we use big data for skills anticipation and matching?”, which took place on 19–20 September 2019 at ILO headquarters in Geneva, Switzerland, and the discussions during the workshop considered the feasibility of using big data in the context of skills anticipation and matching, and both the potential and the limitations of big data in skills analysis.

Digitalization is a key driver of change. As information and communication technology (ICT) continues to advance and digital technologies are further integrated into sectors across our economies, the skills that are needed the most also continue to change and are increasingly in demand. To better understand the implications for the world of work, the ILO’s ‘Future of Work in Information and Communication Technology (ICT)’ project has for the past two-and-a-half years conducted in-depth research on anticipated needs for skilled ICT workers and formulating strategies to address labour shortages, including the scaling up of investments in ICT education and training, and better governed international labour migration.

This report, the last of a series of three reports, summarizes the project’s findings, which were formulated on the basis of research conducted in Canada, China, Germany, India, Indonesia, Singapore and Thailand. It provides an overview of: (a) trends in the ICT sector, ICT labour markets and the migration of ICT workers; (b) the potential demand for skilled workers and current and anticipated skills mismatches in the digital economy; and (c) strategies for improving ICT education and training. Furthermore, it summarizes the key research findings and outlines possible policy responses that could be adopted with a view to scaling up current initiatives to advance decent work opportunities in the digital economy.

This study conducted by UNESCO Dakar and the Brookings Institution reviews existing learning assessment items to understand to what extent national education systems value teaching and learning of 21st Century skills in classroom practices. The authors, in collaboration with national researchers from nine-countries in Sub-Saharan Africa (Chad, Côte d’Ivoire, Democratic Republic of Congo, The Gambia, Kenya, Lesotho, Mali, Senegal and Zambia), analyze several assessment tools and items to suggest potential ways for greater alignment between curriculum, teacher training, pedagogy and assessment. This publication is one of the few in the region that looks explicitly at potential ways to bridge the gap between traditional education needs and the skills children and young people need to thrive in today and tomorrow’s world.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This volume addresses the impact of automation on employment in global supply chains. Much of the discussion of the impact of automation on employment has focused on developed countries. Yet for developing countries a key concern is the prospect of “reshoring” or “nearshoring” – the opposite of offshoring – in which production shifts from developing back towards developed countries. These shifts would be enabled by automation in the labour-intensive sectors that have provided developing countries with strategic entry points into global markets and continue to employ large numbers of workers, often disproportionately women. The COVID-19 crisis has lent renewed urgency to the discussions on such restructuring of global supply chains. Relatively absent in these discussions is a sense of how automation plays out on the shop-floor. This has motivated the industry case studies in this volume, addressing the implications of the increased use of robots and ITC-enabled automation in the apparel and electronics industries as well as in retail warehousing and business process outsourcing.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Future of Work in Africa focuses on the key themes of creating productive jobs and addressing the needs of those left behind. It highlights how global trends, especially the adoption of digital technologies, may change the nature of work in Sub-Saharan Africa by creating new opportunities and challenges. It argues that, contrary to global fears of worker displacement by new technologies, African countries can develop an inclusive future of work, with opportunities for lower-skilled workers. Harnessing these opportunities is, however, contingent on implementing policies and making productive investments in four main areas. These are enabling inclusive digital technologies; building human capital for a young, rapidly growing, and largely low-skilled labor force; increasing the productivity of informal workers and enterprises; and extending social protection coverage to mitigate the risks associated with disruptions to labor markets. This companion report to the World Bank’s World Development Report 2019 concludes with important policy questions that should guide future research, whose findings could lead to more inclusive growth for African nations.
