In view of the rapid socio-economic and technological changes, jobs and the skills required to perform them continue to evolve. Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

La stratégie de développement du numérique dans la formation professionnelle et technique articule les éléments fondamentaux du développement des compétences et spécifie les éléments constitutifs essentiels d'une stratégie de formation solide pour l’économie digital.

La stratégie de développement du numérique dans la formation professionnelle et technique du Ministère de l'Emploi, de la Formation Professionnelle, de l'Apprentissage et de l'Insertion (MEFPAI) a été développé par l’OIT dans le cadre du projet SKILL-UP, financé par le Gouvernement de la Norvège.

Cette stratégie se concentre sur la construction de liens entre le monde de l'éducation et de la formation technique et professionnelle et le monde du travail et est un document de base de toutes les initiatives allant dans le sens du perfectionnement des ressources humaines nécessaires au développement de l’économie numérique au Sénégal.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Lifelong learning

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO is looking for innovative, relevant, feasible, and impactful ideas that, based on the use of new technologies, promote skills development to facilitate the formalization of labour and economic units.

These include solutions that will strengthen skills development and improve apprenticeship systems to reach those in the informal economy. More specifically, innovative solutions that facilitate access to social protection, simplify registration, improve access to finance, increase productivity, support labour inspection, support law enforcement and give a voice to those working in the informal economy.

Introducing digital teaching and learning (DTL) methodologies in education has been a trend for many years. The pandemic has generated a boost in these reforms in all countries. Priority has been given to the school-based component of education, with the ministries investing in new equipment for schools and training for teachers. Little has been done to support the introduction of DTL methodologies in companies in the context of the different work-based learning models.

The physical nature of the work carried out in companies has, in some cases, generated the false impression in policymakers that DTL would have brought limited added value to this part of the training. But this is only partially true. There are two main reasons which should push policymakers and companies to invest in the development/ strengthening of the use of DTL methodologies. The first refers to the nature of the work, which is changing in almost all economic sectors. For most qualifications, the digital component is becoming a fundamental element of the tasks that the employee will need to perform. The second refers to the organizational aspect of the learning process happening in companies. DTL methodologies are indeed essential to increase the effectiveness of learning at work; among others, digital tools can support learning in companies in different ways

  • They can support the development and monitoring of an individual learning plan, 
  • They can keep apprenticeships always connected
  • They can help the apprenticeships in collecting evidence of their achievements 
  • They can support students in tracking their feedback and progress online.

This webinar, we will try to present what are the benefits of introducing DTL methodologies in companies, highlight the challenges for companies and in-company trainers as well as debating the split of costs and accountabilities between schools and companies.

The growing importance of sustainable development and the shift to a low-carbon and climateresilient economy will require new skills and qualifications, offering great potential for the creation of green jobs but also implying structural changes and a transformation of existing jobs. The transition to a low-carbon and greener economy will generate millions of new jobs, negatively affect some high-emitting sectors, and alter most existing occupations in terms of task compositions and skills requirements. 

Ensuring the right skills for green jobs is a prerequisite to make the transition to a greener economy happen. Today, skills gaps are already recognised as a major bottleneck in a number of sectors, such as renewable energy, energy and resource efficiency, green building or environmental services. The adoption and dissemination of clean technologies require skills in technology application, adaptation and maintenance. Skills are also crucial for economies and
businesses, workers and entrepreneurs to rapidly adapt to changes deriving from climate change and environmental policies.

The world of work is being impacted by a fourth industrial revolution, transformed by artificial intelligence and other emerging technologies. With forecasts suggesting large shares of workers, displaced by automation, in need of upskilling/reskilling, the design of active skills policies is necessary.

Conventional methods used to anticipate technological change and changing skill needs, such as skill surveys and forecasting, have limited scope to provide insights into emerging trends. With the increasing use of big data and AI methods, analysts have new ‘real-time’ tools at their disposal. Skill foresight techniques are also increasingly used to gauge in-depth stakeholder information about future technologies and skill needs.

A series of short Cedefop guides aims to inform analysts and policy-makers about available skills anticipation methods used to navigate through the uncertainty of changing technologies and skill demands. This first practical guide focuses on conventional skills intelligence methods of surveys and forecasting.

Helping enterprises find workers with the right skills, and ensuring that workers acquire the skills they need to find productive employment is a key to economic prosperity and building inclusive societies. Adopting a forward-looking perspective to skills development to improve the competiveness of specific industries or sectors contributes to a country’s growth, economic diversification and to the creation of decent jobs.

The Global KSP will focus this E-Discussion on ‘Providing the right skills at the right time: The role of sectoral skills development in contributing to productive and competitive economies’. Over the next two weeks, the E-Discussion will take place in two parts. During the first week, the Global KSP will look at the current skills challenges facing industry and the labour market. During the second week, the dialogue will invite participants to share their experiences and good practices on anticipating future skills needs in specific sectors of the economy.

-Sectoral skills development approaches have proven useful in engaging employers, albeit they take different forms within different national contexts. What models of employer engagement have you identified as being effective when examining approaches to sectoral skills development?

-What role can tripartite sectoral skills councils play in anticipating the needs of a sector for current and future skills training, assessing the quality and relevance of training programmes and improving relevance?

-What are some effective examples of forward-looking strategies for developing skills in a particular sector that will improve the performance of enterprises and keep the skills of workers up-to-date?
