Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report lays out an actionable policy agenda to ensure that workers are better positioned to navigate a potentially more turbulent, but ultimately beneficial labour market in an era of technological change. It offers four key factors that are important to reducing the costs of worker dislocation: Ensuring full employment, nationally and regionally; Ensuring workers have needed competencies before they are laid off; reducing financial hardships for laid-off workers; and, providing better transition assistance to help laid-off workers find new employment.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This publication highlights the need for Indigenous and Tribal men and women in Bangladesh to have enhanced access to skills training opportunities in order to help them find decent work. The Skills and Employment Baseline Assessment of Indigenous and Tribal Peoples in Bangladesh was conducted by the Bangladesh Institute of Development Studies (BIDS) for the Swiss Agency for Development and Cooperation (SDC) with the support of ILO. The findings of this report will contribute greatly to the body of knowledge on the socio-economic condition and skills of indigenous and tribal peoples in Bangladesh. The survey indicates that the skills and employability of Indigenous and Tribal men and women in Bangladesh urgently need to be enhanced. Providing skills that link to Decent Work is an important step which will help lift many out of poverty.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The Programme seeks to build the capacity of international TVET experts to become change agents in their institutions and countries.

In an era characterized by fast-paced technological change and growing competition, it is evident that the ‘world of work’ keeps changing at a fast rate. It is also evident that as economic, technological and social developments constantly evolve and diversify, so do the skill requirements in the workplace. For economies to become or stay competitive, it is essential that national TVET leaders are aware of such developments, and have the required management and leadership skills to translate their understanding into action. Worldwide, many TVET institutions are struggling to make the necessary changes to stay connected to global developments. A perceived bottleneck in effecting change in TVET institutions relates to the lack of change leaders, and a lack of capacity to develop a vision and implement change. The UNEVOC TVET Leadership Programme seeks to address this bottleneck by building the capacity of international TVET experts to become change agents in their institutions and countries. For transformative TVET leaders to be effective, they need to have a clear vision, a sound thematic knowledge base to support and defend their vision, and the leadership and management skills to drive change.

The UNEVOC TVET Leadership Programme addresses these three key elements – ‘vision for change’, ‘knowledge for change’, and ‘skills for change’ – in 9 modules over the course of 10 days. The Programme brings together TVET experts and participants in a highly engaging environment, including practical exercises, intense group work, and the sharing of experiences and case studies. International experts lead the modules and special lectures, explaining the latest developments in policy and practice, and present the latest knowledge in their respective fields. A field trip will allow participants to link theory and practice.

The B-SEP project is funded by the Government of Canada with the support of the Government of Bangladesh. Every year almost two million young people enter the Bangladesh workforce. There is an urgent need to provide opportunities for skills training that matches the growing needs of industry. The Bangladesh Skills for Employment and Productivity (B-SEP) project is a skills project implemented by the International Labour Organization and funded by the Government of Canada with the support of the Government of Bangladesh. B-SEP project is supporting Government efforts to strengthen and deepen skills reform in Bangladesh for improved productivity and economic growth. B-SEP project addresses the challenges facing the Technical and Vocational Education and Training (TVET) sector by developing institutional capacity of the skills system as well as building industries capacity for improved productivity. In addition, B-SEP project creates linkages between institutions and industries, matching supply and demand for skilled workers as well as promoting social inclusion.

Through its actions B-SEP project contributes to the creation of a stronger skills system that provides better employment opportunities for young men and women while meeting the needs of industry. This in turn contributes to the attainment of Decent Work, sustainable economic development, poverty reduction and social inclusion in Bangladesh. This publication captures the key achievements of the B-SEP project to date as it works to create a stronger foundation upon which Bangladesh can build the skilled workforce it needs for the future.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Impact Report Series, Issue 8. The ILO Taqeem 'Impact Report' series disseminates research reports from Taqeem-supported impact evaluations. The studies use experimental and quasi-experimental approaches to estimate employment outcomes of active labour market policies and programmes. The goal is to improve the evidence base for 'what works' in the effective design and implementation of integrated employment policy responses for youth and women’s employment. Taqeem is a partnership with the International Fund for Agricultural Development (IFAD) as part of an IFAD-financed project titled 'Strengthening gender monitoring and evaluation in rural employment in the Near East and North Africa'. This paper presents the findings of an impact evaluation of a large-scale training and empowerment intervention in rural Upper Egypt, a region with some of the lowest rates of female labour force participation and highest gender disparities in the Arab World. The intervention offered business, vocational and life skills training combined with business development services and civic education to 4,500 young women in 30 villages in rural Upper Egypt. The evaluation of the intervention used difference-in-difference and propensity score matching and included 5,704 survey respondents in the follow-up data collection round. Results of the study concentrate on outcomes related to labour market status and career aspirations.

Key messages:

1. The intervention resulted in a strong and highly significant impact on labour market outcomes, economic aspirations and business knowledge of young women in treated villages compared to control villages.
2. Economic empowerment of young women can be increased by combining hard and soft skills, in the form of business, vocational and life skills training, combined with civic education and guidance on how to start a business or become employed.
3. Interventions that specifically target young women must employ a gender-sensitive design, which would include gender-sensitive outreach, creating female-friendly spaces during training, minimizing the distance to training facilities, flexible timing of classes and close mentoring by local women to serve as role models.
4. Promoting safe, flexible, female-friendly employment and workplaces for women including maternity protection and more harmonized work-life balance will help in increasing female labour market participation in Egypt.
5. A combination of creative gender dynamics curricula and innovative programme design is needed if the social and economic empowerment of young women in rural societies is to be increased.

The digital revolution and automation are accelerating changes in the labour market and in workplace skills, changes that are further affected by fluctuations in international and regional economic cycles and employment opportunity. These factors pose a universal policy challenge for all advanced economies and governments. In the workplace, people seek to acquire contemporary and relevant skills to gain employment and retain transferable skills to maintain employment.

The central purpose of this paper is to investigate how other nations or regions are dealing with these issues. What approaches are they taking to understanding the mix and dynamics of the skills attained by individuals and, more broadly, the totality of skills that in aggregate constitute a highly capable and adaptable labour force, one that supports firm viability and greater national productivity.

This research has examined a range of initiatives and approaches being developed or in use in selected countries, including the United States, Singapore and New Zealand, and agencies/organisations; for example, the European Commission and the Skills for the Information Age Foundation. In doing so, it showcases the good practices used to ensure that occupational-level skills information remains current and widely accessible.
