The costs of persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become a pressing priority as OECD governments reflect on the implications of technological progress, digitalisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, the OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements.

The Getting Skills Right in Australia review offers an in-depth analysis of the existing skill assessment and anticipation system in Australia, and makes recommendations for how it could be further improved. In addition to providing a summary of the state of skill imbalances in Australia, the report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of employment, education and training, and migration; and iii) the effectiveness of governance arrangements in ensuring strong co-ordination among key stakeholders in the collection and use of skill needs information.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Strengthening TVET capacities and cooperation in the Member States to enable quality education in a lifelong learning perspective. This document outlines the strategic plan of the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training (TVET) for the period from 2018 to 2020. The strategy supports the overarching vision of UNESCO for TVET contained in the UNESCO Strategy for TVET (2016–2021). It sets out the strategic direction that assists UNESCO-UNEVOC to meet UNESCO’s targets for TVET development in the Member States. The document is aligned with UNESCO’s Medium-Term Strategy (MTS) 2014–2021 and UNESCO’s Programme 39/C5 that articulates how UNESCO will deliver on its mandate in the final period of implementation of UNESCO’s MTS.

The strategy takes into account recent developments including the adoption of global frameworks and calls to action to fulfil the Education 2030 Framework for Action and to ensure a better response from education and training to combating climate change and ensuring adaptation to its impacts.

This landscape review seeks to explore how technology solutions outside of the education sector can be designed to be more inclusive, accessible and usable for people with low levels of skills and literacy; what skills such people need to utilize effectively inclusive digital solutions; and what key characteristics of the overall environment are needed for successful implementation of more inclusive solutions. It is important to note that low literacy in this review includes young people and adults who are illiterate in the sense that they cannot read or write.

The landscape review aims to inform the work of digital solution providers, development partners and governments – to move towards the development and implementation of more inclusive digital solutions and raise awareness of the skills needed to use them.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The International Labour Organization (ILO) is issuing a 'Call for expression of interest for the development and implementation of quality apprenticeship programmes, Volume II'. While Volume I of the series, launched in December 2017, presented the defining features of the ILO’s approach to Quality Apprenticeship systems and aimed to support policymakers in the design of national apprenticeship systems, Volume II will focus on the practicalities of developing, implementing, monitoring and evaluating quality apprenticeship programmes.

The primary target group for the second volume are practitioners in TVET institutions, intermediary organizations, enterprises and other organizations responsible for designing and managing apprenticeship programmes. This Guide is expected to include a compendium of tools to be used by the key stakeholders of the Quality Apprenticeships value chain; highlight best practices and examples from various developed, emerging & developing countries, and provide essential templates.

Interested consultant/s should submit a brief expression of interest including the CV/s of those to be involved in the project and budget.
