This brief is the result of an in-depth review of six meta-evaluations and twenty three rigorous impact studies undertaken during the past 10 years in women’s entrepreneurship development initiatives around the world. It provides a synthesis of impact findings and identifies interventions which seem to have worked more effectively. The brief corroborates that combining finance and business training –although more costly- seems to be more effective in supporting women’s business start-up than either finance or business training alone. Also, training packages that combine business and gender knowledge are more likely to lead to women’s empowerment. While more evidence is still needed, the brief concludes with a series of recommendations for future interventions and impact evaluations including providing more than access to skills and finance, by also addressing gender-based barriers and women’s strategic needs, in order to ensure the business success and consolidation of women entrepreneurs.

This document is available in English and Arabic. In 2009 the E-TVET Council, in cooperation with the World Bank project Employer Driven Skills Development (EDSD), social partners, and relevant government and private-sector bodies and institutions, developed the E-TVET Sector Performance Assessment System in order to (a) provide a credible and reliable instrument for evidence-based decision making by policy-makers; (b) establish a culture of monitoring and evaluation in E-TVET institutions; (c) encourage inter-institutional collaboration and knowledge exchange; and (d) improve the performance of the E-TVET sector.

The present glossary provides clear and specific definitions for the main performance management terms in the E-TVET context in both English and Arabic. Its purpose is to improve the terminological consistency for reports and studies of the E-TVET system, and improve the quality of understanding and dialogue for E-TVET stakeholders, including (a) E-TVET policy-makers and institutional directors; (b) M&E report writers; and (c) external experts researching the E-TVET system.

These Regional Model Competency Standards for Construction have been developed by the ILO Regional Office for Asia and the Pacific. They constitute a set of benchmarks that define the skills, knowledge and attributes required to perform a work role. These construction standards have been mainly modeled on the CPC08 Construction, Plumbing and Services Training Package developed by the Construction and Property Services Industry Skills Council, owned and published by the Commonwealth of Australia.

Governments and policy makers recognise the importance of Technical and Vocational Education (TVE) in the social and economic development of people and nations. A dynamic system, TVE faces many challenges, including the growing expectations of the young in an increasingly competitive global environment. But, despite the many efforts, the quality, standards and outcomes often remain elusive. The public image remains negative. National education systems continue to be driven by an over emphasis on academic education at the expense of building a quality TVE which can better serve the needs of individuals and the economy.

Brunei Darussalam, a small but “well-to-do” economy, is not immune to the dynamics and forces driving change in society and the world. In responding to the national vision of a modern, harmonious and progressive society, the 21st Century New Education System (SPN21) initiative was introduced in 2008 to build a more educated and skilled workforce. A strategic policy shift in education to support Brunei Vision 2035, SPN21 ensures that all students will have at least 10 or 11 years of schooling before progressing to the Sixth Form, Polytechnic or TVE under the Department of Technical Education (DTE).

Thus, the ultimate proposal in this white paper is the need to restructure and establish a new system of technical and vocational education which is better aligned with the social and economic needs of the country. It calls for a fundamental shift in policy and the transformation of the present system under DTE. Replacing the DTE, will be a new autonomous post-secondary educational institution called “Brunei Technical Education” (BTE). This paper provides the rationale, proposed changes and timeframe for transforming technical and vocational education in Brunei Darussalam.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The mismatch between labor supply and demand for higher workforce skills provision has constrained Xinjiang’s economic development. So skill development and TVET policies are at the center of the response required to promote continuing development. This report documents progress, analyzes strengths and weaknesses of the Xinjiang Technical and Vocational Education and Training system, and proposes recommendations that can be used to enrich policy dialogue and open opportunities for future cooperation between Xinjiang and the World Bank.

The first section provides a brief overview and analysis of the Xinjiang setting, including economic trends, status of the workforce and TVET system. This is followed by a summary of the Systems Approach for Better Education Results (SABER)-Workforce Development (WfD) results including three dimensions, nine policy goals and 27 policy actions. Lastly, a brief policy analysis along with recommendations reflect upon the results of the SABER-WfD study by addressing key challenges and weaknesses of the Xinjiang TVET system in the context of Xinjiang's medium to long-term education and talent development plans.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

These guiding principles are a contribution of the European Commission, Cedefop and the thematic working group on professional development of trainers in VET to the objective set in the Bruges communiqué of collecting good practice and developing guiding principles on changing roles, competences and professional development of VET teachers and trainers (Council of the European Union; European Commission, 2010).

The guiding principles give policy pointers on how to support VET trainers in companies in developing their competences. They are addressed to education and training policy- and decision-makers, illustrated by concrete examples of practice from Member States. These can be further translated into actions for all stakeholders, depending on national situations and contexts.
