Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Developed by the European Training Foundation (ETF), the International Labour Office and the European Centre for the Development of Vocational Training (Cedefop). For developing and transition countries, skills matching and anticipation is becoming an even more complex task given their particular socio-economic conditions, weak institutions, capacities and governance systems. Many developing countries have limited labour market information, considered the backbone of any education and employment strategy, and more effort and investment is needed to build robust information systems. At the same time, even limited evidence can be better, and more efficiently used, with proper methodological tools and analyses.

To respond to these challenges, the European Training Foundation (ETF), the European Centre for the Development of Vocational Training (Cedefop) and the International Labour Office have joined forces and combined expertise and geographic coverage to develop a compendium of methodological guides on anticipation and matching of skills supply and demand. They include:

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Every day people, companies and institutions in the labour market are making choices. What education should I or my child take? Is there a qualified workforce available in the region where our company is considering a new business? Do we need a better educated workforce to attract foreign investments? Is there a need to revise some education programmes? Do we need incentives to attract students into particular fields? People make such decisions based on information available at the moment; inevitably they act in a situation of imperfect information. Many are long-term decisions: people, institutions and companies are not preparing themselves for the current labour market but for several years in the future. Although we can never know for sure what will happen in the future, it is important to use the information we currently have to anticipate what skills will be needed.

The main goal of this guide is to provide guidance through labour market monitoring and analyses of skills supply and demand. It is an introductory tool for everyone who wants to understand how labour market information (LMI) can be used for better anticipation and matching of skills demand and supply. It provides advice and recommendations for policy- and decision-makers on how to respond to market signals and how to react to early warning messages driven by LMI. Technical analysts and professionals can use this guide as a source of inspiration on how LMI systems can be further developed and used for policy analyses and interventions.

This guide covers the development of skills foresights, scenarios and skills forecasts, and aims to support setting up skills forecasting systems at national level by means of quantitative and/or qualitative approaches. The guide is built on a number of experiences and case studies in both developed and developing countries. It proposes a set of instruments devised to help guide new initiatives in this area.

The guide is intended specifically for countries which are starting to develop systems of skill needs anticipation. Skills for Trade and Economic Diversification (STED) is part of a larger set of skills anticipation tools with a sectoral focus that the ILO is developing, responding to requests from constituents included in the Conclusions on Skills for Improved Productivity, Employment Growth and Development of the International Labour Conference of 2008 and in line with the G20 Training Strategy for Strong, Sustained and Balanced Drowth developed by the ILO in 2010.

This guide provides practical guidance for technical assistance projects that focus on skills policies in sectors exposed to trade. Based on the experience in four pilot countries (Bangladesh, Kyrgyzstan, the FYR of Macedonia and Ukraine) a six-stage process is presented that is typical for a STED analysis that can inform policy debates and social dialogue and lead towards the formulation of concrete recommendations at the policy, institutional and enterprise level for the design of skills policies that are more effective in anticipating and preparing for new employment opportunities in a context of global competition.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The YouthXchange Green Skills and Lifestyles Guidebook, developed by UNEP and UNESCO, in collaboration with the International Labour Organization, is the second in a series of thematic guidebooks supporting the UNEP/UNESCO YouthXchange (YXC) Initiative. The first guidebook was on climate change and lifestyles. This initiative was created in 2001 to promote sustainable lifestyles among young people (15-24 years) through education, dialogue, awareness-raising and capacity-building. The series is produced for young people and the people working with them, such as educators, teachers, trainers and youth leaders around the world. Today, young people under the age of 25 are the largest generation of youth in human history. They represent half of the world’s population, living mostly in developing countries. An estimated 33,000 young people are expected to enter the job market every day between now and 2050. This generation is highly educated, but they face steep barriers in securing decent jobs, entering and remaining in the labour market. With nearly 75 million unemployed young people around the world, they are three times more likely to be unemployed than adults.

Education about the green economy is essential to enable young people to participate fully in the transition to a low carbon, resource efficient and socially inclusive economy. Many young people are aware of the green economy, but they need more information to understand how to make it real – locally, nationally and internationally.

This Guidebook helps young people connect the talk about the green economy, green societies and green jobs to their lifestyles. It focuses on the skills required to make these transitions – providing case studies and insight on green jobs and the skills they will require in terms of social innovation and entrepreneurship, the role of different stakeholders (government and private sector) and life skills.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

National competency standards play an important and increasing role in skills development and recognition in Asia and the Pacific, as they do in many other parts of the world. They are a guide to the range of skills and knowledge required for a whole industry. Competency standards can be flexibly combined into jobs and occupations. They are the common basis for training programmes, skills assessment, and certification in many countries.

Competency standards, when recognized nationally or across a cluster of nations, can form a key component in assisting the mobility of skilled workers. As part of a quality assured system, the assessment of a person’s skills against accepted benchmarks means that those skills can be applied in similar work, and potential employers can feel confident in the level of competency that a worker claims to have. Workers returning from employment in other countries can have the skills they gained working there formally recognized at home. The Regional Model Competency Standards for agriculture and aquaculture constitute a set of benchmarks that define the skills, knowledge and attributes required to perform a work role in the field of agriculture and aquaculture.

A Formação para o Empoderamento Económico das Comunidades Rurais (Training for Rural Economic Empowerment, TREE) é um programa desenvuelto pelo Departamento para as Competências e a Empregabilidade da OIT, concebido segundo os princípios de formação de base comunitária. Esta metodología sistemática garante que a formação está ligada a oportunidades económicas e de emprego, e que os grupos-alvo desfavorecidos, incluindo as mulheres pobres e as pessoas com deficiência, podem aproveitar estas oportunidades e, assim, ver o seu poder económico reforçado.

O presente Manual é uma fonte de informação e um guia para conceber, planear e implementar um programa nacional relacionado com os processos da metodología TREE. O seu conteúdo reflete a experiência considerável adquirida pela OIT através da implementação de projetos de apoio técnico relacionados com aquela metodologia. O Manual Genérico da TREE não constitui um esquema para um projeto, sendo um guia desenvolvido especificamente para planear, conceber e implementar programas de apoio à formação e pós-formação para reforçar o poder das pessoas pobres e das suas comunidades. Trata-se de um documento abrangente que ilustra os processos sistemáticos para conceber um programa de desenvolvimento das competências com base na metodologia TREE. Este Manual contém diretrizes, ferramentas de implementação e materiais para auxiliar os responsáveis pelo planeamento, os gestores de projetos e os parceiros de implementação dos programas de desenvolvimento das competências como parte integrante das estratégias de redução da pobreza e de empoderamento.
