Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

A holistic approach to skills development encompasses the following features: access to good basic education; development of cognitive and core skills, including literacy, numeracy, communication, problem-solving and learning ability; and, availability of continuous training opportunities targeting adult and older workers.  Systems to improve recognition of attained skills across occupations, industries and countries improve the employability of workers, reduce labour shortages, and promote good working conditions for migrant workers.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This Inter-regional Technical Forum on Skills for Trade, Employability and Inclusive Growth brought together a broad spectrum of participants to share knowledge and lessons learned from implementing strategies for promoting skills development for trade, employability and inclusive growth. Presentation made during this event can be viewed by selecting "Event document - Programme agenda" from the right hand side of this page.

Globalization has driven significant economic development and diversification in sectors with potential for growth in productive and higher value-added jobs. Yet, it has also imposed challenges on enterprises seeking workers with the right skills, and on workers seeking the skills they need to match the demands of a rapidly changing labour market. Skills development has been instrumental in providing access to productive and decent employment and ensuring that no one is left behind. So how do we meet these challenges?

The Forum discussed these issues and highlighted experience gained in implementing the G20 Training Strategy on creating a skilled workforce for strong, sustainable and balanced growth. Pillars of successful training strategies for development identified by the G20 Training Strategy in 2010 include: anticipating future skills needs, participation of social partners and sectoral approaches, labour market information, broad access to training, among others.

Participants included development partners and donor agencies, government officials, representatives of employers’ and workers’ organizations, education and training providers from countries targeted under ILO programmes and projects, and international organizations. They were provided with a unique opportunity to share knowledge gained and lessons learned about effective skills and employability strategies for strengthening the links between training and productive and decent work.

The Forum was organized through the Swedish International Development Cooperation Agency (SIDA)–funded Skills for Trade and Economic Diversification (STED) programme, and the Korea International Cooperation Agency (KOICA) funded "Skills for Employment and Productivity in Low-Income countries" project.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Introduction to the course

The MOOC specifically addresses how to design education and training interventions tailored to the needs of people who may be at risk of or have directly experienced forms of modern slavery, such as forced labour or trafficking for labour exploitation. This MOOC is part of the ITC-ILO's training offer on skills development and fundamental principles and rights at work.

Who attends this course?

The MOOC is aimed at government officials, development practitioners, key ILO and UN staff working on related topics, as well as representatives, managers and staff of key TVET stakeholders, such as:

  • Technical staff from ministries working in TVET and skills development, education, social protection, and labour and human rights;
  • Experts and technical staff from CSOs, NGOs and other civil society actors, working in the field of human rights and/or TVET;
  • TVET teachers and trainers, in-company trainers and mentors;
  • Pedagogical staff of TVET trainers' training centres;
  • Managers of vocational training centres;
  • Representatives of workers' and employers' organisations involved in the implementation of TVET;

The ILO Skills and Employability Branch is looking for a consultant to manage the ILO Skills and Lifelong Learning Knowledge Sharing Platform (KSP) and related platforms (including the Skills and Lifelong Learning Newsletter and the Skills and Lifelong Learning Twitter Account). The consultant will have to:

  • Supporting day-to-day management of the KSP;
  • Performing system checks (both on the public site and “back end/administrative” side);
  • Preparing monthly Skills and Lifelong Learning newsletter;
  • Assisting in maintaining social media accounts established for the platform;
  • Preparing bi-monthly monitoring reports (tracking activity on the KSP – users and contributors - Twitter and Newsletter).

The world of work is undergoing a substantial transformation due to new forces. In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

Digital technologies – such as artificial intelligence, 3D printing, cognitive computing, big data, automation, the Internet of Things, advanced robotics and blockchain – are affecting many occupations, both jobs and tasks. The types of skills being demanded by employers are also changing, causing disruption in the task and skill profiles of traditional occupations, such as those in the manufacturing sector. The gig economy also emerged, with people working flexible hours, often producing deliverables with the help of technology.

Higher education in Latin America and the Caribbean (LAC) has expanded dramatically in the new millennium, yet enrollment in short-cycle programs (SCPs) is still relatively low. Shorter and more practical than bachelor’s programs, SCPs can form skilled human capital fast. The economic crisis created by the COVID-19 pandemic has accentuated underlying trends, such as automation, the use of electronic platforms, and the need for lifelong learning. Addressing these demands requires the urgent upskilling and reskilling of the population—a task for which SCPs are uniquely suited. The Fast Track to New Skills: Short-Cycle Higher Education Programs in Latin America and the Caribbean explores the labor market outcomes and returns of SCPs, examines their providers, and identifies the practices adopted by the best programs. Relying on unique data that includes a novel survey of SCP directors in five LAC countries, it finds that while SCPs generate, on average, good labor market outcomes, they vary greatly in quality. SCP providers respond quickly and flexibly to local economy needs; and specific practices related to faculty, job search assistance, and interaction with prospective employers are distinctive of the best programs. Drawing on these findings, The Fast Track to New Skills discusses how to create an environment where good programs are offered and students have the interest and means to attend them. It draws attention to a higher education sector that has been typically overlooked, both in research and policy. The Fast Track to New Skills will be of interest to policy makers, researchers, and the public at large.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Desarrolla los principales elementos que caracterizan dichas experiencias y plantea algunos desafíos para que puedan impactar exitosamente en la reinserción sociolaboral de las personas privadas de libertad y liberadas.

Se trata de una nueva aproximación al tema, tras experiencias previas en el desarrollo de proyectos de asistencia técnica y producción de conocimiento.
