ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. In this new paradigm the learner is expected to demonstrate what he/she knows and is able to do against the standards established at national level. Adopting an outcome-based approach for curriculum development is an effective way to address potential mismatches between technical and vocational education and training (TVET) provision and the needs of the labour market; between irrelevant/ obsolete training programmes, and employers’ and learners’ needs and expectations.

Les normes professionnelles suivantes ont été élaborées par des comités techniques tripartites au Ghana, au Nigéria et au Togo avec le soutien de l'OIT au cours de la période 2021-2022 dans le cadre du projet SKILL-UP financé par l'Agence norvégienne de coopération au développement dans le but de promouvoir des partenariats pour les compétences et la migration dans l'Afrique de l'Ouest.

Les normes professionnelles minimales harmonisées pour aviculteurs ont été élaborées sur la base des normes professionnelles nationales des trois pays, avec pour objectif d'atteindre 70 à 80 pour cent de points communs avec les normes nationales existantes. Les normes professionnelles minimales harmonisées peuvent aider les pays qui élaborent des normes ou révisent les normes nationales existantes en comparant et en prenant en compte les normes similaires disponibles dans la région. Elles peuvent également être utilisées dans l'enseignement et la formation techniques et professionnels pour l'élaboration de programmes d'études et d'évaluations fondés sur des normes. Les normes peuvent également soutenir les partenariats de compétences sur la migration dans la région en étant utilisées dans les mécanismes de validation des acquis de l’expérience des travailleurs migrants.

The European Qualifications Passport for Refugees is a standardized document issued in a project carried out by the Council of Europe and partners. It consists of two parts: the assessment part and the explanatory part.
The assessment part of the European Qualifications Passport contains information on the highest qualification(s) achieved, academic discipline, other relevant qualifications, as well as relevant job experience and language proficiency (in cases where it is possible to substantiate it).
The explanatory part contains information about the status of the document and a short description of the Project.

The European Qualifications Passport for Refugees is a standardized document that explains the qualifications a refugee is likely to have based on the available evidence. Although this document does not constitute a formal recognition act, it summarizes and presents available information on the applicant’s educational level, work experience and language proficiency. The evaluation methodology is a combination of an assessment of available documentation and the use of a structured interview. Thus, the document provides credible information that can be relevant in connection with applications for employment, internships, qualification courses and admission to studies.
 

Steps 

1. Users must register on the EQPR IT platform.
2. The EQPR Assessment may take place.


The European Qualifications Passport for Refugees is a special international tool developed to assess refugee’s qualifications for which there is insufficient or missing documentation.

It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Strengthening TVET capacities and cooperation in the Member States to enable quality education in a lifelong learning perspective. This document outlines the strategic plan of the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training (TVET) for the period from 2018 to 2020. The strategy supports the overarching vision of UNESCO for TVET contained in the UNESCO Strategy for TVET (2016–2021). It sets out the strategic direction that assists UNESCO-UNEVOC to meet UNESCO’s targets for TVET development in the Member States. The document is aligned with UNESCO’s Medium-Term Strategy (MTS) 2014–2021 and UNESCO’s Programme 39/C5 that articulates how UNESCO will deliver on its mandate in the final period of implementation of UNESCO’s MTS.

The strategy takes into account recent developments including the adoption of global frameworks and calls to action to fulfil the Education 2030 Framework for Action and to ensure a better response from education and training to combating climate change and ensuring adaptation to its impacts.

This is a publication from the Platform for Advancing Green Human Capital (PAGHC), an international arena to debate the implications of the ecological transition for the labour market, training and education policies and tap important synergies between the green economy and human capital.

This paper has been prepared with the intent to provide a set of general considerations that can help guide the process of designing and implementing such policies. This paper is an invitation addressed to all policy-makers and economic actors to gather forces around the issue of greening human capital as an intrinsic, crucial part of their efforts to set up a new development model.

The Platform for Advancing Green Human Capital invites all policy representatives and other stakeholders involved in such efforts to provide feedback on their own incremental progress within the policy framework and on the usefulness of this framework in guiding this progress.

UNESCO-UNEVOC is going to open a dedicated feedback consultation thread on the UNESCO-UNEVOC TVeT Forum starting 1st December 2017 to facilitate collecting feedback and perspectives on the framework. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.
