This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Blog by By Marieke Vandeweyer The OECD Survey of Adult Skills (PIAAC), which measures cognitive skills of the adult population, has recently been expanded to include nine additional countries (see our earlier blog post “The survey of adult skills: Nine more countries added on”). As a result of this extension, the survey now covers 33 countries. The PIAAC survey is not the only survey that provides comparable information on cognitive skills. In 2010 the World Bank launched its STEP skills measurement programme for low- and middle-income countries. The information on literacy skills in the STEP survey is measured on the same scale as the PIAAC cognitive skills, making it possible to compare literacy skills across STEP and PIAAC countries. The countries covered by STEP are: Armenia, Bolivia, Colombia, Georgia, Ghana, Kenya, Ukraine and Vietnam.[i] The sample population in the STEP countries is restricted to urban areas, whereas in the majority of PIAAC countries the entire territory is covered. Consequently, the STEP results are likely to be higher than would have been obtained if both urban and rural zones had been covered.

From East to West, the economies of Europe and Central Asia (ECA) are not taking full advantage of the internet to foster economic growth and job creation. The residents of Central Asia and the South Caucasus pay some of the highest prices in the world for internet connections that are slow and unreliable. In contrast, Europe enjoys some of the world’s fastest and affordable internet services. However, its firms and individuals are not fully exploiting the internet to achieve higher productivity growth as well as more and better jobs. Reaping Digital Dividends investigates the barriers that are holding back the broader adoption of the internet in ECA.

The report identifies the main bottlenecks and provides policy recommendations tailored to economies at varying levels of digital development. It concludes that policies to increase internet access are necessary but not sufficient. Policies to foster competition, international trade and skills supply, as well as adapting regulations to the changing business environment and labor markets, will also be necessary. In other words, Reaping Digital Dividends not only requires better connectivity, but also complementary factors that allow governments, firms and individuals to make the most out of it.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

An output of the UNESCO BANGKOK’S project “Transforming Education and Training Systems to Create Lifelong Learning Societies in the Asia-Pacific,” supported by the Japanese-Funds-in-Trust. This publication is to explore how the concept of lifelong learning has been implemented in seven selected Asia-Pacific countries based on comprehensive education sector reviews, relevant documents and data from the countries with the answers to the following two major questions: (1) How national policies and systems are developed to enhance lifelong learning and what skills and competencies are emphasised in national education policies, plans and practices?, and (2) How different types of educational institutions are mobilised to prepare different groups of learners with the skills and competencies required for a knowledge-based society?

The publication focuses on the role of CLCs to investigate how the concept of lifelong learning is being implemented at community level in a country, including recommendations and policy suggestions for developing national strategies for lifelong learning towards lifelong learning society. The sequential booklets on the Role of CLCs as Facilitators of Lifelong Learning and the Adult Skills and Competencies for Lifelong Learning are also developed as part of this publication.

Mauritius is a high middle-income country with low levels of poverty and inequality. The headcount poverty level was 6.9 percent in 2012; measured by the international standard of United States (U.S.) $2 per day (PPP), poverty was less than 1 percent. On inequality, Mauritius also fared well compared to its peer middle-income countries. On the negative side, Mauritius’ growth has not been equally shared, despite the general improvement in welfare. The economy’s polarization was associated with a structural transformation from labor-intensive industries to services and knowledge-intensive industries. Inclusiveness remains the main challenge for the current growth pattern. When Mauritius will be able to become a high-income country will depend on its ability to improve the labor force’s skill set, develop infrastructure, and further improve the business environment to attract foreign direct investment (FDI) and generate domestic investment. Reduction in inequality and boost of shared prosperity will require more growth and a more pro-poor pattern of growth. An increase in female labor force participation, reduction of high youth unemployment rates, improving the efficiency of the social protection system will reduce growing skills mismatch facilitating inclusive growth and eradicating poverty in Mauritius

In recent years, there has been a revival of concerns that automation and digitalisation might after all result in a jobless future. The debate has been fuelled by studies for the US and Europe arguing that a substantial share of jobs is at “risk of computerisation”. These studies follow an occupation-based approach proposed by Frey and Osborne (2013), i.e. they assume that whole occupations rather than single job-tasks are automated by technology. As we argue, this might lead to an overestimation of job automatibility, as occupations labelled as high-risk occupations often still contain a substantial share of tasks that are hard to automate. Our paper serves two purposes. Firstly, we estimate the job automatibility of jobs for 21 OECD countries based on a task-based approach. In contrast to other studies, we take into account the heterogeneity of workers’ tasks within occupations. Overall, we find that, on average across the 21 OECD countries, 9 % of jobs are automatable. The threat from technological advances thus seems much less pronounced compared to the occupation-based approach. We further find heterogeneities across OECD countries. For instance, while the share of automatable jobs is 6 % in Korea, the corresponding share is 12 % in Austria. Differences between countries may reflect general differences in workplace organisation, differences in previous investments into automation technologies as well as differences in the education of workers across countries.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The question of how best to ensure that migrants are not subject to harm as they move abroad to work is one on which governments in Asia are working, on behalf of their own citizens and those who have come as migrants. This publication is intended to help make a contribution to the work of policy planners, experts, and practitioners in the region. This report points to the growing number of labor migrants in Asia and examines the policy question of how to best safeguard their rights. Governments and stakeholders in both origin and destination countries have largely recognized their mutual interest in safeguarding labor migrants. Multilateral frameworks have also put this in focus, with safe and orderly migration seen as important. This report examines some of the key policy questions in protecting migrant workers, including how to promote fair recruitment of less-skilled workers, and how to address vulnerable groups such as irregular migrants and domestic workers.

The four chapters in this report draw on issues raised and discussed during the Sixth Roundtable on Labor Migration in Asia: Safeguarding Labor Migrants from Home to Workplace that was held in Tokyo from 3 to 5 February 2016. The event brought together regional experts and policy makers and was co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization.

The report’s introductory chapter reviews recent regional migration trends. Two statistical annexes provide an overview of migration flows within Asia and between Asia and other regions.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

OECD Development Centre This publication presents an overview of the shifting of economic activity to developing countries and examines whether this shift has led to an increase in international migration towards developing countries. The report focuses on the latest data on migration between 1995 and 2015, and uses a new three-way categorisation of countries. It describes the recent evolution of migration overall as well as by groups of countries according to their growth performance.It analyses what drives these trends and also studies the special case of refugees. It examines the impact on migration of migration policies as well as various sectoral policies in developing countries of origin as well as of destination, and studies the impact of migration on these countries. The report also develops four illustrative future scenarios of migration in 2030 and recommends policies that can help improve the benefits of migration for origin and destination countries, as well as for migrants. Better data, more research and evidence-based policy action are needed to prepare for expected increases in the number of migrants from developing countries. More needs to be done to avoid situations that lead to refugee spikes as well as to foster sustainable development.
