Independent Training Providers (ITPs) are an integral part of the TVET landscape. They play an increasingly important role in delivering government policy priorities in the development of TVET systems, however their role is often under-researched and their significance overlooked. The first research in the series, conducted in partnership with the Association of Employment and Learning Providers (AELP), puts the ITP sector in the spotlight.

The research begins by outlining the distinctive characteristics of the ITPs in the UK which enable them to respond to government priorities. Examples of the successes and challenges that UK ITPs face are presented through mini case studies. Further on, the research examines the role of the ITPs in six countries – Botswana, South Africa, Uganda, India, Nepal and Sri Lanka and the different models they operate within.

This research aims to prompt national policy makers to consider whether they are making the best use of ITPs by highlighting their distinct characteristics that make them suitable and effective in delivering government skills objectives. It also aims to raise awareness among ITPs about the work undertaken by counterpart organisations in other countries and to encourage international collaboration.

In recent times the ambit of skills policy has broadened. The recent preoccupation with supply side issues (e.g. increasing the number of citizens with higher level qualifications), in particular, is being questioned.

Demand side matters (e.g. how employers develop and use skills) are now increasingly recognised as being of equal significance. This paper addresses two questions:
- How can skills demand and skills utilisation be best measured at the local level?
- What efforts to improve skills utilisation at the local and regional level have been undertaken in OECD countries in recent times?

The Future of Work The 2019 edition of the OECD Employment Outlook presents new evidence on changes in job stability, underemployment and the share of well-paid jobs, and discusses the policy implications of these changes with respect to how technology, globalisation, population ageing, and other megatrends are transforming the labour market in OECD countries. The report discusses how labour market regulation might be used to extend rights and protections beyond standard employees, as well as to rebalance bargaining power between employers and workers. It analyses how collective bargaining and social dialogue can be mobilised to address emerging challenges in the labour market, looking at the role of government, social partners and new forms of collective organisation. The role of adult learning is also addressed, with a particular focus on the most vulnerable groups. And finally the report also assesses challenges for social protection policies, presenting evidence on the support gaps affecting different types of worker, and discussing reform avenues for preserving and strengthening the key stabilising role of social protection systems.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The purpose of the Conference is to formally adopt the Global Compact for Migration, as agreed by the Member States of the United Nations on the 13th of July, 2018.

This Intergovernmental Conference is convened under the auspices of the General Assembly of the United Nations and held pursuant to the 'New York Declaration for Refugees and Migrants' (19 September 2016) which decided to launch a process of intergovernmental negotiations leading to the adoption of a global compact for safe, orderly and regular migration.

The purpose of the Conference is to formally adopt the Global Compact for Migration, as agreed by the Member States of the United Nations on the 13th of July, 2018.

The Conference is estimated to have between 5,000 to 6,000 participants.
Participation is open to:
- All UN Member States and all members of specialized agencies that have observer status with the UN General Assembly;
- Intergovernmental organizations and other entities having received a standing invitation to participate as observers in the work of the UN General Assembly, and organizations and bodies of the UN to participate as observers;
- All relevant stakeholders including civil society, the private sector, academic institutions, parliaments, diaspora communities and migrant organizations.

La conferencia se convoca bajo los auspicios de la Asamblea General de las Naciones Unidas y se lleva a cabo de conformidad con la resolución 71/1 de 19 de septiembre de 2016, titulada "Declaración de Nueva York para los Refugiados y Migrantes", que decidió iniciar un proceso de negociaciones intergubernamentales que conduzca a la adopción del Pacto Mundial sobre Migración.

El propósito de la conferencia es adoptar formalmente el Pacto Mundial sobre Migración, acordado por los Estados Miembros de las Naciones Unidas el 13 de julio de 2018.

Se estima que la conferencia tendrá entre 5.000 y 6.000 participantes. La participación está abierta a:
- Todos los Estados Miembros de las Naciones Unidas y todos los miembros de agencias especializadas que tengan la condición de observador en la Asamblea General de las Naciones Unidas;

L'éducation dans un monde interconnecté : Assurer un développement inclusif et équitable

La Réunion mondiale sur l’Education de 2018 examinera les progrès accomplis dans la réalisation des objectifs et engagements mondiaux en matière d'éducation énoncés dans l'Agenda 2030 pour le développement durable. La réunion rassemblera la communauté mondiale pour faire le point sur les progrès accomplis et identifier les domaines stratégiques prioritaires nécessitant une orientation et une intervention politiques pour la réalisation effective de l'Agenda mondial pour l'éducation 2030.

Cette réunion de haut niveau constituera un jalon dans l'évaluation des politiques, des stratégies et des défis en matière d'éducation en vue du Forum politique de haut niveau de 2019. Le Forum politique de haut niveau 2019 examinera en profondeur l'objectif de développement durable (ODD) axé sur l'éducation (ODD4). En tant que tel, le thème du Forum politique de haut niveau 2019 "Autonomiser les gens et assurer l'inclusion et l'égalité" encadrera les discussions au GEM. L'accent sera mis sur les liens entre les objectifs 4 et 8 (travail décent et croissance économique), 10 (réduction des inégalités), 13 (action climatique) et 16 (paix, justice et institutions), en accordant une attention particulière à la question des migrations, des déplacements et des réfugiés.

La Réunion mondiale sur l’Education rassemblera quelque 300 participants, y compris des agences des Nations Unies et des organisations affiliées, des agences multilatérales et bilatérales, des organisations régionales, la profession enseignante, des organisations de la société civile, le secteur privé, des fondations, ainsi que des représentants des jeunes et des étudiants, entre autres.

Information and Communications for Development Collection The Information and Communications for Development report takes an in-depth look at how information and communication technologies (ICT) are impacting economic growth in developing countries. OECD Reviews of Vocational Education and Training This report provides advice to governments and other stakeholders who are seeking to use VET to promote integration, in particular for young humanitarian migrants. While the study draws particularly on policy and practice observed in Germany, Italy, Sweden and Switzerland, it also highlights other international practices. The report focuses on the main channels through which migrants succeed in VET. It is essential that migrants are fully informed about the opportunities VET provision offers and that they have access to high quality preparatory programmes enabling access to upper-secondary VET. Once in such provision, targeted support should help them to complete VET programmes successfully. OECD countries are putting in place innovative measures to achieve better outcomes for both migrants and for economies as a whole. Ultimately this report argues that VET systems can become stronger, more flexible and more inclusive, when working better for all students, including those with diverse and vulnerable backgrounds.

Policy brief The brief states that artificial intelligence and mainstream robots are rapidly increasing their range of activities and the tasks they are able to do. Consequently, the most affected sectors are manufacturing and agriculture, usually for low-skilled labour with low added value. However, not only routine tasks are at stake as robots improve their performance in their cognitive, social and creative abilities. Automation will globally increase productivity but the extent of it will largely depend on the investment of policy, institutions and the rate of innovation diffusion.
