Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The webinar is organized as part of UNESCO’s weekly webinar series about the educational dimensions of the COVID-19.

This UNESCO webinar on skills development during and beyond the COVID-19 pandemic builds on country experiences already shared in the previous UNESCO webinars, which have tackled several dimensions of education policy responses.

It aims to share innovative country experiences with evidences on effectiveness of strategies aimed at tackling the immediate and longer-term effects of the COVID-19 crisis on TVET and skills development systems. It will also explore how recovery is managed and how to build further equitable, resilient and labour market-responsive TVET systems.

This survey aims to examine the impact of COVID-19 on training and development of employees, apprentices and interns in enterprises and other organizations.

The COVID-19 pandemic has affected the way we work and learn in unprecedented ways. In order to examine the impact of COVID-19 on training and development of employees, apprentices and interns in enterprises and other organizations, a global survey is jointly launched by 10 key international and regional development partners, including the African Development Bank, Asian Development Bank, European Commission (EC), European Training Foundation (ETF), European Centre for the Development of Vocational Training (CEDEFOP), Global Apprenticeship Network (GAN), International Labour Organization (ILO), Organisation for Economic Co-operation and Development (OECD), the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the World Bank Group.

The survey targets all types of enterprises and other organizations in all regions of the world and focuses on the following main areas:
- The impact of the outbreak on the training and development of employees, apprentices, and interns;
- Good practices and innovative solutions undertaken by various enterprises and organizations to mitigate the challenges; and
- Policy recommendations to address such challenges after lifting of lock-down and in the future.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The Interagency Group on Technical and Vocational Education and Training (IAG-TVET) was convened by UNESCO in 2008 to ensure a good coordination of activities by the key international organisations involved in the delivery of policy advice, programmes and research on TVET. It enhances knowledge-sharing and a common understanding of key issues. Ultimately, the group seeks to better leverage the work of each member organisation to help countries design and implement more effective TVET policies to improve productivity, economic prosperity, sustainable development and employment opportunities.

The IAG-TVET comprises the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD), the United Nations Industrial Development Organization (UNIDO), the World Health Organization (WHO) and the World Bank (WB). Regionally-based members include the African Development Bank (AfDB), the Asian Development Bank (ADB), the European Commission (EC), the European Training Foundation (ETF), the European Centre for the Development of Vocational Training (Cedefop) and the Inter-American Development Bank (IADB).

UNESCO’s Futures of Education: Learning to become is a global initiative to reimagine how knowledge and learning can shape the future of humanity and the planet. The initiative is designed as a co-construction process that activates broad public engagement, expert inputs, as well as the work of an independent International Commission of the Futures of Education chaired by the President of Ethiopia. The Education Research and Foresight programme, which serves as the Secretariat to the International Commission, wishes to commission background papers (5000 words) that address one of four core areas the Commission has identified and sketched out a vision for:

- Human and Planetary Sustainability
- Knowledge Production, Access and Governance
- Citizenship and Participation
- Work and Economic Security

Each background paper will need to be explicitly future-oriented and give consideration to changing global contexts. The initiative uses the horizon of 2050 - beyond the scope of many forecasting projections - in order to encourage creative and innovative ideas on the relationships between probable/anticipated futures and possible/alternative futures. Each paper is also asked to include consideration of gender, culture/cultural heritage, and technology which the commission has identified as transversal issues cutting across each of these four core areas.

Cada uno de nosotros está sintiendo sus repercusiones de diferentes maneras. Lo que se necesita urgentemente son medidas para hacer frente a la crisis y sus repercusiones. En el contexto de educación y formación técnica y profesional (EFTP), los proveedores de formación y los responsables políticos están buscando soluciones rápidas, prácticas e innovadoras para hacer frente al problema. Es de suma importancia definir rápidamente una respuesta eficiente, e identificar y abordar los desafíos que enfrentan las instituciones de capacitación para, en la medida de lo posible, tratar de contrarrestar el impacto negativo de la crisis.

Objetivos
El propósito de esta encuesta creada por la Organización Internacional del Trabajo (OIT) y la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) y el Banco Mundial, es reunir información sobre buenas prácticas y compartir conocimientos que puedan ayudar a países alrededor del mundo a mitigar los efectos de la pandemia de COVID-19 en las áreas de la educación y formación. Contexte
La pandémie de COVID-19 est en train de bouleverser nos modes de vie. Elle constitue non seulement une menace pour la santé de millions de personnes dans le monde, mais entraînera également des perturbations sociales et économiques majeures. La crise a un impact sur nos façons de travailler et d’apprendre d’une manière sans précédent. Chacun d’entre nous ressent ses répercussions de différentes manières. Nous avons donc urgemment besoin de réponses face à cette crise et à son impact. Dans le cadre de l’enseignement et formation professionnels et techniques (EFTP), les prestataires de formation et les décideurs politiques sont à la recherche de solutions rapides, pratiques et innovatrices pour s’attaquer à ce problème. Il est donc extrêmement important de définir une réponse efficace dans les plus brefs délais, ainsi que d’identifier et de relever les défis auxquels les institutions de formation sont confrontées, afin d’essayer d’atténuer l’impact négatif de la crise dans la mesure du possible.

Objectifs
Le but de l’enquête préparée par l’Organisation Internationale du Travail (OIT) et l’Organisation des Nations Unies pour l’éducation, la science et la culture (UNESCO) et la Banque Mondiale, est de rassembler des informations sur les bonnes pratiques et de permettre le partage des connaissances pour aider les pays du monde entier à limiter les effets de la pandémie de COVID-19 dans les domaines de l’éducation et de la formation. L’enquête vise:
• les organismes d’enseignement et formation techniques et professionnels (EFTP) initiaux ou continus,
• les décideurs politiques (tels que les Ministères du Travail et de l’Éducation)
• les partenaires sociaux

Les informations recueillies par le biais de cette enquête contribueront à faire le point et à partager les connaissances sur les expériences et les bonnes pratiques, les stratégies et les outils, lesquels peuvent aider d’autres apprenants et formateurs d’EFTP, les décideurs politiques, les partenaires sociaux et d’autres parties prenantes à atténuer l’impact, gérer efficacement le processus d’apprentissage et de formation et augmenter la résilience pendant la période difficile que présente la pandémie.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. The purpose of this survey was to gather information on good practices and to allow knowledge sharing, with the aim of helping countries around the world mitigate the effects of the COVID-19 pandemic in the areas of education and training.

Background
The COVID-19 pandemic is disrupting our way of living. It not only poses a threat to the health of millions of people around the world but will also cause major social and economic disruption. The crisis is affecting the way we work and learn in an unprecedented manner. Each of us is feeling its repercussions in different ways. What is urgently needed are responses to address the crisis and its impact.

Within the context of Technical and Vocational Education and Training (TVET), training providers and policy-makers are looking for quick, practical and innovative solutions to tackle the issue. It is of utmost importance to define an efficient response in a timely manner, and identify and address the challenges faced by training institutions in order to attempt to counter the negative impact of the crisis, to the extent possible.

Objectives
The purpose of this survey prepared by the International Labour Organization (ILO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Bank Group (WBG), was to gather information on good practices and to allow knowledge sharing, with the aim of helping countries around the world mitigate the effects of the COVID-19 pandemic in the areas of education and training. The survey targets:
• providers of initial and continuing technical and vocational education and training;
• policy makers (such as Ministries of Labour and Education);
• social partners.

The information gathered through this survey will contribute to stocktaking and sharing knowledge about experiences and good practices, strategies and tools that can help other TVET learners and trainers, policy-makers, social partners and other stakeholders mitigate impact, manage the learning and training process effectively and increase resilience during the difficult period presented by the pandemic.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Social dialogue has a vital role to play in supporting the transition from the informal to the formal economy. This transition is a key policy issue that demands urgent attention if the brighter future, called for by the International Labour Organization’s (ILO) Global Commission on the Future of Work in 2019, is to be realized.

Drawing on case studies from around the world, this thematic brief illustrates how social dialogue, involving governments and representative employers’ and workers’ organizations, has, in different ways and at different levels, contributed to the transition to formality and the reduction of decent work deficits in the informal economy.

The brief aims to assist all concerned stakeholders in understanding the role of social dialogue in the design and implementation of effective formalization strategies, in the context of the Sustainable Development Agenda 2030 and the relevant international labour standards.
