This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The objective of this report is to contribute to the body of research on types of platform work by assessing the working and employment conditions for platform workers in on-location client-determined moderately skilled work. This type of platform work requires low to medium skills, execution on-location and acceptance of the offer of the worker by the client. The working and employment conditions are assessed based on a combination of desk research and 17 semi-structured interviews with platform workers in Belgium, France, Germany and Poland, conducted in the first quarter of 2019.

The importance of matching supply of and demand for paid work through online platforms, commonly referred to as ‘platform work’, is increasing worldwide. Types of platform work are highly diverse, ranging from highly specialised tasks, such as hiring a lawyer for legal advice, to more routine tasks, such as delivering food from a restaurant to a customer, to very basic tasks, such as entering numbers from a scanned receipt into a spreadsheet. This working paper focuses on online micro-tasks, a type of platform work which is delivered online via a website or app and requires only basic skills and education.

Platform work emerged onto European labour markets about a decade ago. While still small in scale, it is growing and evolving into a variety of forms. Different types of platform work have significantly different effects on the employment and working conditions of the affiliated workers. To be effective, policy responses aimed at ensuring decent conditions in platform work should take these differences into consideration, rather than applying a one-size-fits-all approach. This policy brief highlights the main opportunities and challenges of specific types of platform work and illustrates some of the first attempts at addressing them in the EU.

2019 annual edition of Employment and Social Developments in Europe (ESDE) ESDE confirms the continued expansion of the EU’s economy, all-time records for high employment and low unemployment as well as an improving social situation with the number of people at risk of poverty or social exclusion (AROPE) continuing to fall below its pre-crisis level. Nonetheless, ageing, globalisation, technological transformation, climate change and geopolitical uncertainties challenge the sustainability of these achievements and the EU’s socio-economic model.

The 2019 ESDE is dedicated to the theme of sustainability with a focus on its social dimension. ESDE discusses policy options that can preserve the EU’s competitiveness, sustain growth for the entire EU population and future generations, while transitioning to a climate-neutral economy. Making this a just transition requires mainstreaming social considerations upfront, in the design phase as well as in the implementation of all policies.

This publication provides a comparative statistical analysis of skills development through continuing vocational training (CVT) in EU enterprises. It is based on data from the latest rounds of the CVTS survey (CVTS 5, 2015 and CVTS 4, 2010) covering EU-Member States, Norway and North Macedonia and reporting on progress towards key policy objectives. The analysis considers indicators on enterprise CVT provision, staff participation, time devoted to training and enterprise expenditure.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

As the Syrian conflict begins its ninth year, Turkey continues to host the highest number of refugees in the world for the fifth year in a row, with over 3.6 million Syrian refugees and an estimated number of 400,000 from other countries such as Afghanistan, Iran and Iraq. As the situation is now considered protracted, the focus is now shifting towards building resilience, with a view to moving from humanitarian to development outcomes, and supporting access to the labour market.

The ILO has been active in supporting refugees in Turkey in finding decent work opportunities since 2015. With its tripartite structure, normative framework and decent work agenda the ILO is in a unique position to address challenges and develop inclusive strategies to support the access of refugees to decent work. The report focuses on the projects that the ILO has been implementing in Turkey since 2015. Hence, some of the lessons learned are specific to Turkey; they relate to specific laws, policies and approaches in the Turkish context. Many others, however, are relevant to other country contexts and could be drawn upon and applied in other refugee situations around the globe.

This report presents a range of different examples which involve training in-service and future teachers in either occupational safety and health (OSH) or in delivering risk education. While the aim was to explore training for teachers, some other alternatives are included, for example, the use of self-explanatory classroom materials for risk education, raising awareness of teachers through involving them in OSH art competitions for pupils, and training trainers for the workplace. The success factors seen in these cases on training teachers to provide risk education, as would be expected, concur with the general success factors seen in cases and current practice to promote risk education in schools
